The Role of the Public Authority Now and in the Future

In San Francisco, right now, seniors make up 20% of the population. Of that number, 50% are low income and 30% are disabled. In terms of SF Adults between the ages of 18-59, 4% have a disability and of that number 69% are low income. Currently, 30% of seniors and people with disabilities live alone and without support are in danger of becoming homebound or institutionalized. Seniors and people with disabilities are the fastest growing population in the City and the groups with the highest rate of poverty. More low-income, Medi-Cal/Medicaid enrolled seniors and people with disabilities want to stay at home and remain in community, and it is more cost-efficient for them and the City. However, many of those who do not have family and friend support networks need a higher level of support to continue to live independently. In this presentation, we will discuss the role of the San Francisco In-Home Supportive Services Public Authority in helping to increase the number of seniors and people with disabilities who can live independently with sustained wellbeing and full participation in the community thereby achieving their desired quality of life.

As the executive director of the San Francisco In-Home Supportive Services Public Authority for the past three years, Kelly Dearman promotes a service delivery model of consumer-directed, in-home support that increases the potential for seniors and people with disabilities to live independently and participate in their communities. In addition to her role at the Public Authority, she is currently the co-chair of the SF Aging and Disability Task Force, a member of the Long Term Care Coordinating Council, the Palliative Care Work Group, and the In-Home Supportive Services Task Force. On a state level she serves as the Northern Region Vice President of the California Association of Public Authorities. These organizations all work towards improving the lives of low income seniors and people with disabilities. Most recently Kelly Dearman was selected to participate in the sixth cohort of the Practice Change Leaders program. Ten Leaders were selected to participate in the prestigious program, aimed at building leadership capacity among professionals who have a leadership role in a health care delivery organization, health-related institution, or community-based organization with direct responsibility for care that impacts older adults. Prior to joining the Public Authority, Ms. Dearman served on the SF Human Services Commission, started her own non-profit to provide first-time home buyer assistance for low income residents of this city, and practiced law specializing in elder issues. She received her BA from U.C. Berkeley, JD from Hastings College of the Law, and MA in Political Science from Rutgers University.
