TCAA Capitol Activities
The Texas Legislature has only about two more weeks to wrap up the 2017 legislative session. The number of viable bills impacting community associations is shrinking, but TCAA continues tracking and analyzing that legislation.

For reference, the House and Senate have filed about 6,800 pieces of legislation and passed about 1,500 out of the chamber of origin. They have sent only 8 bills to the Governor so far, but hundreds of bills will be passed before the end of May.

Bills of Note
Below is an overview of the recently viable bills affecting community associations, and an update on their status in the legislative process:

* HB 522, relating to regulation of religious displays, failed to get placed on the last House floor calendar, and is therefore dead
* SB 1609, the Senate companion to HB 522, was passed by the Senate Intergovernmental Relations Committee, and reflects favorable changes negotiated by TCAA
* HB 561, relating to the operation of golf carts and utility vehicles, was heard by the Senate Transportation Committee on May 10
* HB 923, relating to excessive property owners' association fines, failed to get placed on the last House floor calendar, and is therefore dead
* HB 1572, relating to the removal of trees believed to be a fire risk, was placed on the very last House floor calendar, but, due to the volume of bills ahead of it for consideration, the bill is likely dead
* HB 2320, restricting declarant control of property owners' associations, failed to get placed on the last House floor calendar, and is therefore dead * HB 3065, relating to mechanic's, contractor's, or materialman's liens, failed to get placed on the last House floor calendar, and is therefore dead
* HB 3528, relating to the collection of past due assessments by a property owners' association, failed to pass out of House committee and be placed on the last House floor calendar, and is therefore dead.

Upcoming Legislative Deadlines
As the 85th Legislature draws to a close, a series of end-of-session deadlines begin to take effect. Below is a list of approaching deadlines:
* Friday, May 19: Last day for House to consider local House bills.
* Saturday, May 20: Last day for House committees to report Senate bills and Senate joint resolutions.
* Sunday, May 21: 10pm deadline for House to distribute its last House Daily Calendar with Senate bills and Senate joint resolutions.
* Monday, May 29: Last day of session; technical corrections only

Professional Community Association Manager (PCAM) Case Study
T hursday, July 27 - Friday, July 28, 2017
The final step toward earning the PCAM designation.
The PCAM Case Study is a comprehensive examination of an actual community association, combining classroom discussion with an extensive on-site inspection. You'll explore the community in depth, reviewing its administrative procedures, legal documents and communications; meeting with its manager, board members and key personnel; and learning about the local area. You'll be encouraged to ask questions and openly discuss issues faced by the association.

To register for the PCAM Case Study, you must successfully complete the prerequisite courses ( all 200-level PMDP courses) and receive written confirmation that your PCAM application has been approved within the previous year (other requirements apply).
