TEA Guidance on Student Growth
|

The Orange link above will take you to a guidance document from TEA that discusses expectations for student growth in T-TESS. The following overview comes from this document:
"Beginning with the 2017-2018 school year, student growth will become a required component in teacher appraisal for any district to which Texas Education Code Sec. 21.351 and 21.352 apply.
Districts do have the opportunity to pilot student growth during the 2017-2018 school year, provided they submit their waiver request to TEA prior to the start of the 2017-2018 school year. Please contact your local ESC for more information about student growth waivers.
This non-regulatory guidance seeks to support districts as they make determinations about student growth in teacher appraisal. This guidance uses the T-TESS philosophy and the purpose of teacher appraisal that T-TESS espouses when discussing suggested practices for each student growth measure.
Districts are encouraged to consider their local contexts and the district's priorities with teacher appraisal when shaping their approach to student growth. Districts are free to adopt and implement any student growth measure and model they choose. No single measure or model is required. Each district, with its unique context and needs, will need to determine which student growth measures and models best fit its approach to teacher appraisal."

There is NOT a waiver for the T-PESS student growth requirement in 2017-2018. The following overview comes from this document:
"Beginning with the 2017-2018 school year, student growth will become a component in principal appraisal within the commissioner's recommended principal appraisal system, the Texas Principal Evaluation and Support System or T-PESS.
The requirement of a student growth goal in T-PESS is in add
ition to the requirement for a practice
goal.
Principals, in conjunction with their end-of-year conference, will establish a practice goal
targeting an area for professional growth aligned with the T-PESS rubric and will establish a student
growth goal that targets year-over-year improvement in student performance.
This non-regulatory guidance seeks to support T-PESS districts as they make determinations about student growth in T-PESS. Districts are encouraged to consider their local contexts when shaping their approach to student growth in principal appraisal."

Student Growth Measure Waiver for Piloting Student Growth on T-TESS
|
|
Beginning in the 2017-2018 school year, teacher appraisal systems in Texas, whether the state-recommended system or a locally developed system, will need to include a measure of student growth at the individual teacher level.
However, districts may apply to the commissioner for a waiver from the requirements to fully implement student growth in 2017-2018. The commissioner would look favorably upon such waiver requests provided that applying districts commit to piloting student growth in some capacity during the 2017-2018 school year. The waiver needs to be received prior to the start of the 2017-2018 school year.

HB 1776 - Regarding U.S. History EOC Replacement
|
|
HB 1776 passed the House. The
bill eliminates the US History EOC and replaces it with the same naturalization test administered to those seeking U.S. citizenship.
What's next for the bill?
In the Senate, SB 1288 which was similar to HB 1776, received a hearing by the Senate Education Committee on March 13, but did not get voted out of the committee. However, since HB 1776 passed the House, the "engrossed" bill is sent to the Senate for consideration. The Senate will send it to the Senate Education Committee. Should it be voted out of committee, it will be eligible for a vote by the full Senate. A conference committee will reconcile differences and it could then be sent to the Governor for signature.

TEA Launches #IAmTxED
In January Commissioner of Education Mike Morath announced the official launch of #IAmTXEd, a new social media campaign intended to share the ongoing success stories of Texas teachers in the classroom.
The #IAmTXEd campaign collects and shares the stories of Texas educators whose work is leading to greater student outcomes and achievements. The social media posts are shared statewide each week via Texas Education Agency (TEA) Facebook, Twitter and Instagram.
Stories from the campaign will feature teachers providing rigorous and rewarding academic experiences; highlight the critical role that educators play in students' lives; showcase teachers driving student achievement, a love of learning and personal growth; and/or exhibit instances in which educators go above and beyond to provide meaningful learning experiences inside and outside the classroom.

For the current biennium, Texas SUCCESS has provided FREE math and reading support for all Texas students in STAR/EOC assessed grade levels through the following vendors: Istation, Think Through Math, Apex Learning and Compass Learning.
The results of the current legislative session will determine whether Texas students will have free access to the Texas SUCCESS programs. Funding appropriations for the Texas SUCCESS programs are in TEA's 2018-2019 Legislative Appropriations Request with a 10% decrease from TEA'S previous budget. We will know the results of this request at the close of the legislative session. If the new budget funds SSI for the biennium, then TEA will issue a RFP for vendors before vendors are selected and districts or notified of specifics.

ELAR/SLAR
ELAR/SLAR TEKS Update:
- At the April Texas State Board of Education (SBOE) meeting, several amendments were approved to the final reading of the K-8 ELAR/SLAR TEKS. The board delayed the final vote on the K-8 TEKS to provide the Texas Education Agency (TEA) time to make sure all the amendments were correctly represented in the final version of the K-8 TEKS. Final vote will most likely occur on May 20 during a special meeting of the SBOE.
- First reading of high school TEKS were approved by the SBOE at the April meeting. The first reading documents should be posted on the Texas Register and TEA's website by mid-May which will open the 30 day public comment period. Keep checking the TEA website for the latest updates on new TEKS.
When will districts be required to implement the new ELAR/SLAR TEKS?
- K-8 ELA/R SLAR TEKS are scheduled for implementation in 2019-2020.

High School ELA/R SLAR TEKS are scheduled for implementation in 2020-2021.

Math
- The Texas Education Agency is conducting two STAAR® Teacher Summer Institutes this summer to develop online interim and formative assessment items that align to the State of Texas Assessments of Academic Readiness (STAAR®) grades 3-8 mathematics and reading assessments.
- The Texas Education Agency Assessment Division will NOT be reporting process standards on Mathematics STAAR® Assessment reports. However, items will require students to demonstrate processes within solving problems.
- SBOE voted NOT to remove the process language in the Knowledge Statements in Mathematics; therefore, there will be no changes to the current mathematics standards.

ELA/R and Mathematics
- ELA/R and Mathematics are still awaiting news of sequencing requirements for Algebra I, Geometry, and advanced mathematics courses and English I, II, III and advanced ELA courses.
- The bills to watch are HB 1854 and SB 826. We may not know the final results of these bills until the end of the legislative session.

SBOE Update - Science TEKS Streamlining
In late April, the SBOE adopted the streamlined Science TEKS
- Effective Date: August 27, 2018
- Implementation Date: 2018-2019 school year
- The language of the streamlined Science TEKS should be available in a few weeks at the link provided.

The ESC Region 12 TransformED Initiative will prepare all educators to make instructional changes necessary to meet the needs of the modern learner. Active Learning is a critical component of modern learning and focuses on increasing student cognitive engagement in the classroom. A key to successful implementation is attendance at professional development that allows for voice and choice in session selection based on current readiness to create an Active Learning environment. This PD will be delivered through the Active Learning Institute Student Engagement Network (ALISEN). ALISEN allows teachers to approach Active Learning instruction through the lenses of pedagogy, action research, technology or a combination.

This 3-day Classroom Management Academy will focus on how teachers can create a safe, accessible and efficient classroom environment. Participants will discuss strategies
