The National Football Foundation (NFF) & College Hall of Fame highlighted numerous powerful facts from the 2016 college football season that emphasize the strong popularity of college football among millions of fans across the country.

The digital era continued to grow as the 2016 college football season continued the increasing trend of fans watching games through means other than traditional outlets. The major networks saw steady growth in viewership while NCAA programs attracted more than 49 million fans to the stands to watch a game in person. As part of the NFF Faculty Salutes, presented by Fidelity Investments®, the NFF presented University of Dayton Faculty Athletics Representative Dr. Kimberly Trick with a commemorative plaque and the school with $5,000 during a special event April 20 on the Dayton campus. Dayton and Trick were recognized for their efforts in fostering excellence among student-athletes as exemplified by 2016 NFF National Scholar-Athlete Chris Beaschler. The even also recognized several other faculty members and the 12 Dayton football players who were named to the 2017 NFF Hampshire Honor Society

Jack Grinold, the longtime sports information director at Northeastern University, passed away on Friday, April 21. He was 81. Grinold was one of the charter members of the NFF Jack Grinold/Eastern Massachusetts Chapter, and the chapter was named in his honor in 2005. A longtime supporter of the NFF, he received a Chapter Leadership Award in 1996.

Grinold, whose legendary presence was felt across the Boston sports and cultural landscapes, joined Northeastern in 1962 and never left. After his retirement in 2012, he continued to serve the university as associate athletic director emeritus and was widely regarded as the dean of New England sports information directors.
NCAA Football Rules Changes for 2017
Rogers Redding
Rogers Redding, the national coordinator of College Football Officiating, provides insights about rules changes and the mindset of college football referees. The CFO is the national professional organization for all football officials who work games at the collegiate level.

The NCAA football rules committee recommended a very small number of changes for the 2017 season, and these were approved last week by the Playing Rules Oversight Panel (PROP). Because 2017 is the "off-year" for changes, the committee was limited to making rules that directly impact the safety of the players.  Here are the final changes:
 
KNEE PADS (Rule 1-4-4-d)
Beginning in 2018, players' pants must have knee pads such that the pants and the pads cover the knees. Previously, the rules recommended that the knees be covered, but this was not required. The committee is delaying implementation of the mandate until 2018 because a number of schools have already bought equipment for the year. There is great concern throughout the football world about the tendency for some players to wear "biker's shorts" that only come to within several inches of the knee. This is a safety issue as well as one that does not present a good look for the game.
 
LEAPING AND HURDLING (Rule 9-1-11)
No defensive player who runs forward from beyond the neutral zone may leap or hurdle in an obvious attempt to block a field goal or try. Before this change, a player committed a foul only if he landed on another player. This year, the committee took note of some players being injured in making these moves when trying to block a place kick, so the change is an attempt to take this leaping and hurdling action out of the game.
 
HORSE COLLAR TACKLE (Rule 9-1-15)  
The nameplate area of the jersey is added to the inside collar of the shoulder pad and jersey as places where it is illegal for a tackler to grab a ball carrier and immediately pull him to the ground. The committee recognizes that on occasion a tackler grabs the nameplate area and jerks the ball carrier down, with the same effect as if his grip was on the collar. 

In future columns, we will consider some areas of the game where the rules committee is making points of emphasis that could lead to rules changes in future years.
State of College Athletics Forum: The Big 12 Conference hosted its sixth State of College Athletics Forum April 19 at the Hall of Fame. This edition of the forum focused on the topic of "Race and College Athletics." SEC Network studio analyst Tony Barnhart emceed the Forum, which was streamed live on ESPN3. Participants included Big 12 Commissioner and NFF Board Member  Bob Bowlsby, West Virginia athletics director  Shane Lyons and College Football Hall of Famer and current ESPN analyst  Mark May, among others.

April 27-29, College Football Corner at the 2017 NFL Draft in Philadelphia:  Fans can view College Football Hall of Fame memorabilia from former first-round draft picks and Philadelphia Eagles players, and cheer on draft prospects from their favorite college team. Life-size player mannequins offer unique photo opportunities.

Sagamore Spirit Distillery, NFF Board Member and Under Armour CEO Kevin Plank's whiskey company, opened to the public last week in Baltimore.

Wake Forest held a ceremonial ground breaking ceremony last week for the Sutton Sports Performance Center, which is named in honor of NFF Board Member and IMG College Chairman Emeritus Ben Sutton, who has donated $15 million toward the center's construction.

2017 College Football Hall of Fame coach electee and a 1986 Hall of Fame inductee as a quarterback Steve Spurrier; College Football Hall of Famer LaDainian Tomlinson (TCU); College Football Hall of Famer and 1988 NFF National Scholar-Athlete Wesley Walls (Mississippi); and 1978 NFF National Scholar-Athlete Steve Fuller (Clemson) are among those set to compete in the 11th annual Chick-fil-A Peach Bowl Challenge charity golf tournament. The event will be held April 30-May 3 at the Reynolds Lake Oconee outside of Atlanta.

College Football Hall of Famer and 1987 NFF National Scholar-Athlete Gordie Lockbaum (Holy Cross)  will be inducted  into the Eastern College Athletic Conference Hall of Fame April 28. NFF Board Member Jack Ford will emcee the induction ceremony, which will take place at the Matrix Conference & Banquet Center in Danbury, Conn.

College Football Hall of Famer Marty Lyons (Alabama) has assembled a team of 50 cyclists with the goal of raising $200,000 during the New York City TD 5 Borough Bike Ride on May 7 for his eponymous foundation, which fulfills the wishes of children with terminal or life-threatening illnesses.

Before its spring game, Ashland (Ohio) dedicated two pillars outside of its stadium in honor of its two College Football Hall of Fame inductees, Coach Fred Martinelli and Bill Royce.

Bob Rondeau, the longtime Voice of the Washington Huskies and the 2016 NFF Chris Schenkel Award recipient, announced he will retire following the conclusion of the 2017 Husky football season, his 37th with the university.
Over The Middle
Former Villanova head coach and NFF Philadelphia Chapter president Andy Talley continues to score big with his bone-marrow donor program.

NFF Montana Chapter president and former Humboldt State (Calif.) quarterback  Chris Dixon signed to play with the Texas Revolution, a Champions Indoor Football team based in Allen, Texas.

The NFF Corrigan/Faircloth (N.C.) Chapter will host its scholar-athlete banquet today at Calvary Baptist Church in Winston-Salem, N.C. Former Virginia Tech head coach Frank Beamer will be the guest speaker.

The NFF Brian Piccolo (Fla.) Chapter will have its scholar-athlete banquet April 26 at the Heron Bay Marriott in Coral Springs, Fla. Florida State head coach Jimbo Fisher will be the guest speaker.

The NFF Moose Krause (Ind.) Chapter scholar-athlete banquet is scheduled for April 26 at St. Hedwigs Banquet Hall in South Bend, Ind. 

The NFF Passaic County (N.J.) Chapter will hold its scholar-athlete banquet April 26 at the Mountainside Inn in Clifton, N.J.

The NFF Southern Idaho Chapter will hold its scholar-athlete banquet April 29 at the Courtyard by Marriott Boise West in Meridian, Idaho.

The Mountain Empire (Tenn.) Chapter will host its scholar-athlete banquet April 29 at the DoubleTree in Johnson City, Tenn. The guest speaker will be former East Tennessee State/North Carolina and NFL safety Gerald Sensabaugh.

The NFF Southern Indiana Chapter will hold its scholar-athlete April 30 at St. Mary's Health Manor in Evansville, Ind. Former Indiana head basketball coach Tom Crean will be the guest speaker and the chapter will honor seven scholar-athletes.

The NFF Hawaii Chapter will honor 12 high school football players at its annual scholar-athlete awards banquet April 30 at the Royal Hawaiian Hotel in Honolulu. The guest speaker will be current Cal State Fullerton athletics director and former Hawaii athletics director Jim Donovan.

The NFF Southeastern Connecticut Chapter will hold its annual scholar-athlete banquet April 30 at the Mohegan Sun in Uncasville, Conn. The chapter will honor 10 scholar-athletes and eight adult award winners.

The NFF DeSantis-McDougall/Fairfield County (Conn.) Chapter's scholar-athlete banquet will take place April 30 in Stratford, Conn.

The NFF Memphis Chapter scholar-athlete banquet will take place May 1 at Rhodes College in Memphis, Tenn.

The 25th annual NFF Greater Austin Chapter scholar-athlete banquet is scheduled for May 1 at the Frank Erwin Center on the University of Texas campus.

The NFF Emo DiNitto/Rhode Island Chapter will host its scholar-athlete banquet May 1 at the Crowne Plaza in Warwick, R.I.

The NFF Joe Yukica/New Hampshire Chapter will hold its scholar-athlete banquet May 2 at the Executive Court in Manchester, N.H. The chapter will honor College Football Hall of Famer  Joe Dudek (Plymouth State [N.H.]) with the Andy Mooradian Award for Outstanding Contribution to New Hampshire Football.

The NFF Minnesota Chapter will host the 10th annual Minnesota Football Awards, presented by the Minnesota Vikings, May 7 at U.S. Bank Stadium in Minneapolis. 2016 NFF National Scholar-Athlete Carter Hanson  (Saint John's [Minn.]) will receive the 2017 Stein-Fallon Scholar-Athlete Award. Other honorees will include former Minnesota House of Representatives member Morrie Lanning (Bud Grant Distinguished Minnesotan Award) and CBS Sports broadcaster Brad Nessler (Sid Hartman Media Award). Click here for more info on the Minnesota Football Awards.

Clarke (Iowa) announced that Miguel Regalado has been named the university's first head football coach. The university  will offer a scrimmage schedule in the fall of 2018 and will start varsity competition in fall 2019... Clarke (Iowa) also recently announced its nickname Crusaders will be changed to Pride...

Scheduling

Iowa and Iowa State will compete in the annual Iowa Corn Cy-Hawk Series football game through the 2023 season... San Diego State and UCLA have scheduled a home-and-home series for 2023 and 2026... Clemson will play Florida Atlantic in 2023...  The American Athletic Conference announced three changes to its 2017 schedule... South Carolina canceled its 2019 game at East Carolina... Georgia completed its 2018 non-conference schedule...

The Division II Football Championship will continue to be played in Kansas City, Kan., through 2021... After this season, the Division III Football Championship will move from Salem, Va., where it has been played since 1993. In 2018 and 2019, it will be played at Woodforest Stadium north of Houston in  Shenandoah, Texas, and will then move to Canton, Ohio, in 2020 and 2021... The ACC Football Championship Game will return to Bank of America Stadium in Charlotte and will be played there through the 2020 season...
