The Institute for College Access & Success (TICAS) (April 2017)
This report looks at the 2- and 4-year public sector net prices in each state and finds that even though students from lower income families pay a lower net price, the net price is still often unattainable for a low income family. Based on their calculations, TICAS finds that the lowest income families in Michigan would have to pay 79 percent of total income to attend a state university compared to 12 percent for the highest income families. TICAS makes three policy recommendations as a result: increase federal Pell Grants, increase and improve state grant aid, and promote state investment in higher education.
