At a planning conference one of the biggest planning consulting firms told local officials the land all belongs to government, that it is on loan to people who pay rent through property taxes. Therefore, it is the right for government to tell us what we can do with it.

++ YOUR RIGHTS ARE BEING SNUFFED OUT, DRIP BY DRIP, BY GROWING GOVERNMENTS! A renewable energy company that is worth $60 billion - and hasn't paid federal income taxes for the last seven years - is among the country's largest recipients of federal subsidies. It's also suing a small Michigan township as it seeks to take advantage of a state law for its financial gain. NextEra Energy, based in Florida, has filed lawsuits in Michigan against Ellington Township and Almer Township seeking to compel the municipalities to allow its wind turbine towers to be erected. The company has wind farm projects in 19 states and four Canadian provinces and has built more than 8,700 wind turbines in 110 wind farm facilities. Ellington Township and Almer Township are located in Tuscola County in Michigan's Thumb region, which has become the state's battleground over the rollout of industrial wind turbines. NextEra is also seeking a zoning change on the May 2 ballot in neighboring Huron County. A favorable vote could add many more turbine towers to the 473 already there.
The push for additional wind farms in the Thumb is largely due to a Michigan law passed last December that tightened an existing state mandate. The 2016 law increased the percentage of electricity that must be generated by renewable sources from 10 percent to 14 percent. Mandates such as this represent an indirect subsidy to companies like NextEra, which also enjoy many direct government subsidies. NextEra Energy had corporate profits of $21.5 billion from 2008 to 2015. The company paid no federal income taxes on this amount but instead received a net credit of $313 million due to government subsidies. Almer Township, by comparison, had a general fund budget of $600,000 in 2016. NextEra has received about $1.9 billion in federal grants and tax credits since 2000, according to a March 2015 report by GoodJobsFirst.org, an organization that tracks federal subsidies.
"NextEra may produce wind energy, but its real business is subsidy mining," said Robert Bryce, a senior fellow at the Manhattan Institute and an expert on the energy sector. "Renewables need subsidies because they aren't economic in the free market. By subsidizing renewables, the wholesale power markets across the country are getting more and more distorted. COMMENT - Conservation and Renewable Energy was among the portfolio your editor had in the Reagan Administration. A one year, one million dollar study of winds across the Country showed that Wind energy costs about 18 times as much as hydro in many areas where wind it as available as anywhere. When governments mandate more wind it means more subsidies and higher rates -twice. First for the losses in construction and operation of the "whooshies", and second by interrupting traditional plants the few times when wind is available. This intermittent use of traditional plants increases the cost of production and rate payers get a double whammy. Also, energy producers are allowed to profit off all facilities, With duplicate (wind and traditional facilities), we pay double. It is a lose-lose proposition. Let the market decide.
There is a war in the thumb and mid-Michigan over the intrusions of big wind interests. Michigan is not nearly as efficient as Iowa, e.g., so wind energy is just not a good economic bet here - unless you are the recipients of hundreds of millions of tax dollars to profit on your losses.

++ Unemployment lowest in 17 years - "The advance number for seasonally adjusted insured unemployment during the week ending April 8 was 1,979,000, a decrease of 49,000 from the previous week's unrevised level of 2,028,000. "This is the lowest level for insured unemployment since April 15, 2000, when it was 1,962,000. The 4-week moving average was 2,023,500, a decrease of 2,000 from the previous week's unrevised average of 2,025,500. ++ This is Not a Day Care. It's a University! Dr. Everett Piper, President of Oklahoma Wesleyan University writes: This past week, I actually had a student come forward after a university chapel service and complain because he felt "victimized" by a sermon on the topic of 1 Corinthians 13. It appears this young scholar felt offended because a homily on love made him feel bad for not showing love. In his mind, the speaker was wrong for making him, and his peers, feel uncomfortable.
I'm not making this up. Our culture has actually taught our kids to be this self-absorbed and narcissistic. Any time their feelings are hurt, they are the victims. Anyone who dares challenge them and, thus, makes them "feel bad" about themselves, is a "hater," a "bigot," an "oppressor," and a "victimizer."
I have a message for this young man and all others who care to listen. That feeling of discomfort you have after listening to a sermon is called a conscience. An altar call is supposed to make you feel bad. It is supposed to make you feel guilty. The goal of many a good sermon is to get you to confess your sins-not coddle you in your selfishness. ++ What a Successful College Career Looks Like - many (students) enter with big plans to be poets, statesmen, teachers, filmmakers, or whatever, but are funneled into narrow tracks of career options and interests. The university hasn't, it would seem, enriched and enlarged their worlds, but instead has constrained and hampered them. many high-achieving students are driven by success, or a version of success that has very little content in terms of character, purpose, and a life well lived. If one seeks success for its own sake, and success is judged by nothing other than keeping up with one's peers, it's all but inevitable, that students will simply imitate the lives and careers of each other, all the while trying to be the most successful imitators. Of course, not all of us think that success means nothing more than winning a race to nowhere, but then what does a successful college career look like? Here are five suggestions to consider:
1. Education is for your whole person for your whole life.
2. Read good books with good professors.
3. Form broad and deep patterns of relationship.
4. Serve.
5. Think Family.
Grades are good, internships are good, publications are good, GRE scores are good, but these are merely instruments of life and not its point. The wise student, the successful student, will already seek the point of life and live it well, not in some hazy future, but now and already. More

++ Census: More Americans 18-to-34 Now Live With Parents Than With Spouse

Four decades ago, in the mid-1970s, young American adults--in the 18-to-34 age bracket--were far more likely to be married and living with a spouse than living in their parents' home. "There are now more young people living with their parents than in any other arrangement," says the Census Bureau study.
"What is more," says the study, "almost 9 in 10 young people who were living in their parents' home a year ago are still living there today, making it the most stable living arrangement.
The stydy says that of those not living in a parent's home, 19.9% are living with a spouce and 9.2% are staying with an unmarried partner. 5.9% live alone. Study (Thanks, Richard)

++ Congressman Jack Bergman and pastor booed and talked over at Town Hall - John W. "Jack" Bergman (R-MI) has been representing Michigan's 1st Congressional District since January. A retired 3-Star (Lieutenant) General in the U.S. Marine Corps, Bergman owns the distinction of being the highest-ranking military officer ever to serve in Congress. In addition to his military service, Bergman has flown commercial airplanes for Northwest and boasts on his social media pages that he is the proud grandfather to eight grandchildren. Bergman is also a devout Christian - something he has never been shy about expressing to his constituents - so it wasn't at all strange that, during a town hall in Gaylord, he invited Dr. Derek Hagland (Assistant Pastor at Grace Baptist Church) to open with a prayer.A small group of Democratic activists - several wearing the pink "pussy hats" that were made popular during recent protests - interrupted the prayer, shouting "separation of church and state!" ++ American Law for American Courts (ALAC) was introduced by Rep. Michele Hoitenga. The nature of the Islamic religion does not allow Muslims to assimilate into Western culture - they want to dominate it since everything America stands for is counter to their beliefs. Michigan has systematically been forced to bow down to Islam under the pressure of our previous president who herded thousands of refugees into their state and allowed one town, in particular, to become unrecognizable as an American city - Dearborn - which looks more like the Middle East with its predominately Muslim population of approximately 103,000.
Muslims' plan is world domination as that's what their holy book preached for them to achieve. Key to that plan is the implementation of Sharia Law which they try to slowly establish under the radar here in America, without anyone realizing it before it's too late. Wise to their disguise is Michigan Representative Michele Hoitenga who isn't taking a backseat to political correctness and just got proactive about stopping Muslims in their tracks with a nasty surprise she just slapped them with. ALAC was introduced in the Michigan legislature a few years ago by Rep. David Agema, who will speak at MiCPAC. ALAC would stop Sharia and other non-American laws from being used in our courts. ++ Small Business Skeptical of "Good Jobs" Legislation - legislation reported out of the Senate Economic Development Committee would create a new scheme of diverting tax revenue from employer payroll withholding to companies that are approved by the Michigan Strategic Fund. The intended purpose of the proposed legislation, Senate Bills 242, 243 and 244, is to attract companies to Michigan with the targeted tax breaks.
"While we do not doubt the good intentions behind this legislation, they are a distraction and departure from the successful fiscal policies that have dramatically improved Michigan's overall economic climate for all businesses and citizens of our state," said NFIB State Director Charlie Owens. "It is disappointing to see the legislature drift back toward these quick fix economic development programs while broad based overall tax reform has been proven to be the better approach."
Owens said that companies lured into the state by targeted tax incentives often end up being direct competitors to established businesses that have been in the state for years providing jobs and paying taxes without special treatment or tax breaks.
"Rosy job creation data provided by advocates of these programs rarely account for the job displacement that can occur under these circumstances," said Owens. "In the future, when state budgets are stressed due to an economic downturn and tax revenues have been diverted to private companies, all Michigan business and citizens will end up picking up the tab for the shortfall through general tax increases and/or budget cuts."

++ Rep. Weber wants to add more regulations, control and costs on notaries
My wife is a notary, and pretty active. She belongs to notary associations and qualified notaries compare notes and keep up with the laws and requirements. What you are asking for is not necessary. It is an additional burden, regulation and costs that are not necessary. Some closings might be up to 200 pages with multiple copies and faxes back to the lender, plus collecting identifications, payments, etc. All for maybe $100 including miles of travel and hours of time.And yes, she keeps a log of all transactions, and sometimes waits months for her modest fees. And you want to burden them more?
Mike this is a terrible and unnecessary regulation, It might reflect a lack of true knowledge of the people and practices you want to regulate further. I thought you ran on less government. We should be working towards LESS government, burdens and costs.

++ Michigan's law governing chronically failing schools, saying the measure has "produced more questions than answers and more controversy than solutions."
"While created with the best of intentions, this law and its execution have, unfortunately, been deeply flawed -- a direct result of the federal government's failed education policy," said Sen. Phil Pavlov, who chairs the Senate Education Committee. "A year's worth of committee hearings, meetings with state officials, and discussions with school leaders across Michigan has left me convinced that a complete overhaul is in order.
The law in question was passed as part of Michigan's effort to qualify for a federal grant program, known as Race to the Top. It requires the state to annually publish a list of the bottom 5 percent of schools statewide - largely based on test scores - and place them under the supervision of the SRO (State Reform Office). The SRO has the option to close schools, appoint a CEO to oversee them or place them in a state reform district."
"We agree with Sen. Pavlov that in order to have true accountability across the board, we need a new, single, unified accountability system that schools and parents can understand," said Dan Quisenberry, President of the Michigan Association of Public School Academies, a charter school advocacy group. "We absolutely need to work to replace the metrics in the current system with something more clear and concise. We have and will continue to advocate for a new accountability system based on a fair, easy-to-understand A-F letter-grade system statewide." Link
Governor Snyder moved the SRO from the Department of Education to his Department of Technology, Management and Budget, essentially establishing a control Tzar outside the Education Department.
Guest Editorial: Melanie KurdysCo-founder Stop Common Core in Michigan
It is time to jettison Common Core and high stakes testing. Common Core and high stakes testing are hurting our children, undermining the teaching profession and destroying our public schools
Representative Gary Glenn sponsored HB 4192, Repeal & Replace Common Core. With 29 co-sponsors, it is stuck in the Michigan Competitiveness committee (chair Lee Chatfield). No other state has successfully jettisoned Common Core. It truly would be a competitive advantage if Michigan did!
Our representatives know Common Core is unpopular. Why are they not acting swiftly? Because two powerful, influential groups are standing in opposition: the education establishment and business leaders.
The education establishment has consistently shown their bias for the newest education fads. These are the same people who like Whole Language rather than phonics. They prefer new methods to multiply and divide rather than the "old" methods we all learned. They threw out cursive writing in favor of printing and typing. They threw out old literature like Tom Sawyer to replace it with politically correct Heather Has Two Mommies.
The education establishment likes Common Core. It uses new (unproven) teaching methods. Computer-based Common Core classes offer new delivery techniques, never mind over-stimulated kids are unable to concentrate. And computer-based testing makes it easier to judge kids and teachers for faster intervention (punishment).
Business leaders like Common Core because children are tracked into a massive data base creating a seamless system to develop human capital for the workforce. Business leaders think this human capital will be ready to do the jobs business needs. Business leaders like high stakes testing because they like the idea of closing schools that do not prepare our children correctly for their workforce: failing children, failing teachers and failing schools are a waste and should be eliminated.
Neither of these groups has the best interest of our children in mind. We do. We must save our children, our teachers and our public schools. We must jettison Common Core and high stakes testing. Tell our elected officials to Pass HB 4192 now.

++ Public education in Michigan is broken. Even Michigan's liberal and "moderate" establishment concludes this. But Gov. Snyder's 21st Century Education Commission Report doubles down and calls for government interference and control from the womb to the grave. The report leads with summary of poor performance by Michigan public schools e.g.: "Michigan children are falling behind. As early as fourth grade, Michiganders underperform their peers, ranking 41st on fourth grade reading performance nationally. Michigan is one of only three states that has seen a decline in fourth grade reading achievement since 2003.
Then the report asks to increase the same lousy policy that achieves such lousy results, and recommends that the State Board of Education be appointed by the Governor or be eliminated.
When Gov. Snyder says PreK he presumes to tell women what they can eat and do while bearing a child, and when he says PreK-20 he means that taxpayers should be on the hook for lifetime education for everyone. It is a utopian scheme anchored with a blind eye to why a collective education system stifles greatness and rewards failure. Frankly, we do not feel the Governor has a clue as to what might work, but he intends to rush there fast and with breakneck spending increases.
The report concludes that Michigan's higher income and white students are also among the worst performing in the country ranking 48th - 7 states worse that the lower income statistics. Those among our readers that defend their home districts are most likely deceiving themselves. Maybe YOUR children are the exceptions, certainly some teachers are high quality and doing their best, but as a society we are failing.

Dr. Russell Amos Kirk left this life on April 29, 1994. It is fitting MiCPAC is scheduled April 29 in his memory.
Dr. Lee Edwards, a leading historian of American conservatism and the author or editor of 25 books and Kirk expert headlines MiCPAC 2017
