What's New with Envision Eugene?

This month we continue our focus on implementing our community vision. From supporting downtown as the vibrant center of our community, to enhancing efficient transportation options along our key corridors, the Planning Division is involved in a number of initiatives that implement Envision Eugene. We hope this update provides you with a flavor of the work that is going on and links where you can find more information on projects that interest you. Vibrant Downtown
Downtown Development
Our community vision is centered around a vibrant downtown, supporting a mix of social, civic and commercial activities. Accommodating housing within our downtown supports other aspects of our community vision by reducing pressure on farm and forest land outside of our urban growth boundary and increasing the number of people living in 20 minute neighborhoods. Downtown development also supports local economic opportunities and fosters a safe, welcoming and vibrant core that we can all be proud of.
The Downtown Riverfront Development is a brand new, mixed use neighborhood on the former EWEB property. It has the potential to bring hundreds of new residential units, as well as new commercials spaces, to the downtown area. The development will also reconnect downtown to the Willamette River with a public park, increasing livability for downtown workers, residents and visitors alike. Another project that would bring jobs and residents downtown is the $60 million 5th Street Market expansion announced earlier this month. City Council received a presentation on this proposed development at their March 12th work session, which you can watch here.

The proposed Market District Townhomes at the foot of Skinner Butte is a third project that will support downtown vibrancy. When fully built, the development would include 20 townhouses within walking distance of parks, local shops and restaurants in the burgeoning "Market District." Affordable Housing Options
Missing Middle Housing
Housing affordability is a critically important issue for our community, and affordable housing options is a pillar of Envision Eugene. There is growing discussion in our community about how we can encourage more diverse housing options like row houses, secondary dwelling units, duplexes and cottage cluster developments, commonly referred to as 'missing middle housing.' City Council held a work session on this topic Feb, 26 and the Eugene Planning Commission received an update on the topic at their March 13th meeting.

Public Hearing: Secondary Dwelling Units
In 2017 the Oregon State Legislature passed a bill requiring that cities allow secondary dwellings in all single family zones. In response, planning staff proposed a first phase of changes to our land use code that would move us toward compliance with state law.

A second phase of code amendments would take place following a community process to involve residents.

The Planning Commission held a public hearing on March 6th and will make their recommendation on the first phase of proposed changes at their regular meeting on March 26th. Following their recommendation, the Eugene City Council will hold a public hearing on April 16 to hear from members of the public before making a decision.

Members of the public are encouraged to attend both meetings, or watch the meetings online. Members of the public can also provide oral testimony at the public hearing or submit written testimony to City Council before April 16th.

Efficient Transportation System
MovingAhead
MovingAhead is a partnership between the City of Eugene and Lane Transit District (LTD). The project will help determine major investments in our transportation system and support implementation of our community vision as it relates to efficient transportation.

For the past year and a half, LTD and the City have explored investment options along five key corridors: Highway 99, River Road, 30th Avenue to Lane Community College, Coburg Road and Martin Luther King, Jr. Boulevard. The team is currently finalizing its technical analysis and they are excited to share it with you this summer!
Once released, there will be a variety of events and opportunities for you to learn about the project and provide feedback. The team will use your feedback to refine a package of investments that works for people who ride the bus, bicycle, and walk. That package will inform how projects are prioritized for near-term investment and construction.
