In 2017 the Oregon State Legislature passed a bill requiring that cities allow secondary dwellings in all single family zones. In response, planning staff proposed a first phase of changes to our land use code that would move us toward compliance with state law.
A second phase of code amendments would take place following a community process to involve residents.
The Planning Commission held a public hearing on March 6th and will make their recommendation on the first phase of proposed changes at their regular meeting on March 26th. Following their recommendation, the Eugene City Council will hold a public hearing on April 16 to hear from members of the public before making a decision.

Members of the public are encouraged to attend both meetings, or watch the meetings online. Members of the public can also provide oral testimony at the public hearing or submit written testimony to City Council before April 16th.
