Dear CCCA Friends,
It is hard to believe that a year of serving as your President is already coming to an end. It has been an honor and a privilege. Whether it is the sheer pace of change we are encountering or the fun of the role, the year has vanished, but the outcomes are clear.
Today CCCA stands strong with increased city membership, a healthy transfer to our new management team and a bigger voice than ever with our legislative focus. We have much to be proud of, and I count myself fortunate to have had the support and dedication of board members and our membership in general to advance Contract Cities over the last year.
Sacramento is hearing our voice. Several trips this year have cemented personal relationships with legislative leaders and our Legislative Committee has been a constant source of ideas and activism. Contract Cities' legislative work has been greatly enhanced with the addition of Ilissa Gold as our Legislative Analyst. We are taking positions, getting face to face on issues and advancing policy. This is most evident in the progress we have made to fight over-concentration of commercial rehabilitation enterprises in our residential neighborhoods. SB 786 (D- Mendoza) is the best evidence of this progress. While we have much to do, the work we have put into legislative action these last couple years will build strength and success for our organization for years to come.
The future of Contract Cities is built on the relationships, wisdom, energy and leadership shown by our members. When I consider the voices at the table we have today and the enthusiasm for events like the Annual Municipal Seminar that have seen record attendance, it reminds us all that the future of CCCA is bright.
Our momentum in the coming year will be sustained by Mike Davitt as he takes the gavel to serve as President. He is a dedicated public servant, a voice of reason and a passionate advocate for the Contract Cities model as evidenced in the governance model exhibited by
La Cañada Flintridge. Succession planning has been a core strength of our Association and that remains just as true this year.
I thank each one of you for your support throughout my presidency. Leading California Contract Cities Association has been a highlight of my service in local government. I have so many more friends across Southern California, and I reap the rewards of these connections on a daily basis as I serve the residents of Malibu.

As the committee hearings in Sacramento move along, CCCA has been hard at work monitoring our key bills and getting our positions across to our elected officials.
The committee hearing on our sponsored bill to combat the over concentration of drug and alcohol rehabilitation facilities in residential neighborhoods, SB 786 (Mendoza), has been postponed until later in the session. However, we will continue to push for its consideration and for the Legislature to listen to the voices of all of the cities that sent letters in support of SB 786.
In the meantime, we are watching a number of other bills, including AB 1250 (Jones-Sawyer), a bill which would massively limit the circumstances under which a city can contract out for municipal services. Council Member, Jeff Wood
Council Member Jeff Wood was first elected to the Lakewood City Council in March 2011. He served as mayor from March 2015 until March 2016. Jeff is a graduate of Lakewood High School and California State University, Long Beach, where he received a degree in Speech Communication. Jeff and his wife Mary Jane chose Lakewood to buy their first home and to raise their two daughters.
Council Member Wood serves as Lakewood's representative to the California Contract Cities Association and is a member of the association's executive board. Jeff also serves as Lakewood's representative to the California Joint Powers Insurance Authority and is chair of the SELACO Workforce Development Policy Board. He is chair of the Lakewood City Council's Park Development Committee. He is also a member of the Council's Environmental Management and Lakewood Schools Committees, and is chair of the Board of Electors of the Lakewood Youth Hall of Fame.
In March 2017, Council Member Wood was appointed by Assembly Speaker Anthony Rendon to the Governing Board of the California Earthquake Authority.
