Spending Public Funds on State Questions Via Initiative and Referendum
The Oklahoma Attorney General has opined, while emphasizing the conclusion is dependent on the facts, that a municipal resolution that solely expresses a viewpoint on an initiative or referendum measure does not itself, and without more, authorize "the expenditure of any public funds" for the purposes of 26 O.S. Section 16-119.  Other actions by public officials ancillary to a vote on such a resolution, such as use of public space or city council time as a forum to debate and vote on the measure, or use of staff time to research the effects of the measure that do not themselves directly support or oppose a measure, are not subject to the restrictions of Section 16-119.  The Opinion contrasts expressing an opinion or position on an issue with acts that authorize or direct the expenditure of public funds to influence the vote.    See 2017 OK AG 1  For further discussion  click here.

Quality Communities Grant Program - Applications Are Now Being Taken: Deadline May 15th
OML has partnered with OU's Institute for Quality Communities to offer the Quality Communities Grant Program which will assist its members with up to 50% of the funding to those communities whose projects have been selected by OU's IQC for a project in their community. Applications are to be submitted to OU IQC and deadline to submit a request for assistance is May 15, 2017. Visit our website to download the brochure and for more information and application. Call For Nominations For OML Annual Awards
Nominations are now being accepted for the Mayor of the Year, Don Rider Award and Innovations Awards. The Innovations Award provides an opportunity for officials and staff of member cities and towns to receive recognition for their superior and innovative efforts.
 
The Don Rider Award recognizes outstanding individuals who have made significant contributions to their community as well as their profession through personal growth and involvement. 

It's also time to nominate your mayor for the prestigious Mayor of the Year Award.  Two awards will be given; one for municipalities with a population of 5,000 or more and the second to a deserving mayor from a city or town of less than 5,000 in population.

Next New Officials Institutes Coming In June
Throughout the year OML provides an intensive educational program specifically tailored for newly elected and appointed officials as well as experienced officials who want to keep up-to-date on municipal issues. An officer is defined in 11 O.S. Section 1-102. The June Institutes will be held June 8th in Oklahoma City at the Francis Tuttle Center, Rockwell location and June 15th in Tulsa at the Tulsa Tech, Lemley Campus. The two June classes will be your last opportunity to fulfill your requirements for this fiscal year.  For more information, see the NOI page on our website.
