April 28, 2017

Might as well get a head start on these reminders:  Only 8 more days until the Farmers' Market! The Market begins on Sunday, May 7th, 9 AM to 1 PM in the parking lot by the pool, same place as last year.  I've seen the vendor list and it's going to be awesome.  We've got a new batch of shopping bags; stop by City Hall to get yours. See you May 7th!
On the Agenda...

Our next meeting is next Tuesday, May 2nd. The Council will have a relatively short meeting to talk about assisting the AHI swim team use the high school pool during the summer months, the potential merger between the Open Space Advisory Committee and the Parks and Community Services Commission, and changes to our affordable housing goals resulting from the new Valley View affordable senior housing project. Click  here  to view the full agenda.

Looking ahead, mark your calendar for the City Council meeting on May 16. The City Council will consider a 5-year street improvement plan using Measure T sales tax and additional gasoline tax revenue resulting from recent legislation. The Council will discuss the condition of our underground utilities and streets, revenue projections, and consider a five year plan for paving local streets. More information will be in our next update.

Since our Last Update...

Your City Council has met twice since my last update. On April 18th, the City Council met to consider several business matters, but most importantly, two items related to improving our streets. First, the Council received a report about overall pavement condition in the City and several funding options for making improvements. This information was presented to the Council to give them some background for later consideration of our Measure T and gas tax implementation plan. You can see the pavement condition report here in item D1. Second, the Council approved a contract for grinding and paving several streets in town. Does it include your street? Check the map, here

The City Council also met jointly with the Parks and Community Services Commission and the Open Space Advisory Committee to talk about the plan for a new park at Clarke Ranch. The meeting was a workshop to hear from the community and provide overall feedback to staff. Community outreach is continuing in anticipation of a final plan later this year. See the agenda, here. The conversation about Clarke Ranch was so robust that we never got to the other items on the agenda!

Planning Commission Meeting Update

The Planning Commission met on April 27th, and received four wonderful presentations from Mr. Dennis' ACHS Economics class. The student groups presented their visions of a remodeled Broadway Street and spoke about the types of businesses and community features that they would like to see in American Canyon. The Planning Commission was very excited to hear their ideas, and will keep them in mind as we move forward.

The Commission also heard a request for an extension from the developers of Village at Vintage Ranch, a project that includes 159 three story rental townhomes on the corner of American Canyon Road and Highway 29. After consideration, the Commission declined to extend the deadline for this project. Unless the developer obtains building permits and has construction underway by July 27th, the project will not go forward.
Neighborhood Watch

Neighborhood Watch is one of the oldest and most effective crime prevention programs in the country, bringing citizens together with law enforcement to deter crime and make communities safer. The Neighborhood Watch program in American Canyon is actively recruiting members of the community who are interested in helping to keep their neighborhoods safe. Visit our website to sign up, get crime prevention tips, and find out about upcoming meetings. So far, more than 70 homes have signed up for neighborhood watch and new friendships are forming on many blocks throughout American Canyon.

Tips from Community Resource Officer Jeff Scott

As
the weather warms up property crime heats up as well. Don't become a victim! Unsecured vehicles and unlocked gates make an easy target and should be avoided. Criminals tend to take the path of least resistance and would much rather take unsecured property than break into a hard target.
Sign up for Neighborhood Watch! Get a network built around you with informed neighbors to help keep an eye out for one another. As always, for emergencies dial 911. All other non-emergency calls (suspicious activity) can be called into dispatch at (707) 253-4451. Keep the number displayed in a common location where it's easy to access and save it in your cell phone. And of course, let's take care of each other here in AC!

To avoid becoming an easy target for criminals follow the three D's of protection:
  • Deterrence - Good lighting, an alert neighborhood watch, sturdy doors, windows and locks.
  • Delay - Good home security will slow a burglar down. Burglars will not waste time if they can find an easier target. A few minutes delay or an alert neighbor and they will be caught.
  • Detection - An alarm system covering the perimeter and interior of your home, a dog, and a good neighborhood watch program are your best protectors.
Barking Dogs

From time to time we hear frustrations from residents about dogs in their neighborhood constantly barking. Each resident in American Canyon has the right to live in a safe and sane environment. A dog constantly barking for hours on end or late at night is a violation of the City's noise ordinance. This can also be a sign of something wrong, either with the dog or the humans they live with, which can be alarming to some people in the community. If your family includes a dog please be considerate of your neighbors and don't leave your dog out all night to whine and yelp. It's not fair to your dog or neighbors and it defeats the purpose of neighborhood watch efforts by falsely putting people on alert.
If you are frustrated by a barking dog in your neighborhood try talking to your neighbor or leaving a note on their door. Many times people are unaware their dog is serenading the entire street while they're away at work or for the evening. If the dog's family is home it's possible they have tuned the noise out or don't realize how far the bark carries in the neighborhood.

If talking to the neighbor isn't an option, you can report a barking dog problem by calling non-emergency dispatch at (707) 253-4451. If you want follow up from the officer and for your complaint to be documented you will need to give your contact information to dispatch. This information isn't given to the dog owner, but it's necessary in order for a trail of documentation to lead to any action being taken to solve the problem long term (if it persists). Be aware that when you make a report the problem will likely not have an immediate solution. A visit from an officer alerting the person of the disruption may quiet things down temporarily, if it keeps happening you will need to call again, and again, and maybe even again.

Helicopter Rescue Staged at the Corp Yard

On Monday, April 24th, the Corporation Yard was used as a staging and landing area for a rescue operation after two people and a dog became stranded along the Napa River when their boat was damaged by rebar.  The boaters were rescued by the CHP Helicopter Crew who brought them to the Corporation Yard where Police, Fire and AMR Medical were ready to provide assistance.  Luckily, everyone was OK.

Mosquitoes - What to do

It's Mosquito season again. Napa County Mosquito Abatement District is here to help. Interested in how you can reduce the mosquito population or do you need help with a mosquito problem near your home? Call Mosquito Abatement at (707) 553-9610 or go to their website.

Removing standing water outside and under your home is the first line of defense to reduce the Mosquito population. Do you have empty planters, buckets, toys, bird baths or other things that could collect water outside your home? They could easily become a mosquito nursery. Don't forget to check under the house too. If you have a pond, you can obtain free mosquito fish from Mosquito Abatement. Working together we can reduce the impact mosquitoes can have on our spring and summer evenings.

Honey Bee Relocation

On Thursday, April 20th, a honey bee hive fell out of a tree on Main Street. Public Works Department staff contacted Marshall's Honey Farm to request assistance. Bees prefer to be moved at dusk so the area was roped off until the evening and the crew from Marshall's Honey came over and relocated the hive to their farm on Lombard Road. Marshall's Honey relocated another damaged hive on Monday. If you see a damaged hive, please do not approach it, call Public Works at (707) 647-4550 or the Police Department at (707) 253-4451 and we will secure the area and make arrangements for them to be rescued.
