Welcome to the Holistic Child Health Newsletter.
The goal of my holistic pediatric practice, and of this newsletter, is to inform and support parents to become more empowered as the primary health care providers for their children. Extending far beyond Western medicine's conventional treatments, holistic medicine and mindful parenting allow us to boost children's natural immunity, support their optimum health and wellness, safely heal any illnesses, and prevent disease-without dangerous side effects. Holistic medicine provides us with the tools to nurture the physical, emotional, social and spiritual health of your children.
Over the coming months and years, I intend to use this newsletter to address some of your concerns as parents, share information that you might want to add to your knowledge base, and inform you of important issues and current events that are happening in the news, and in your area.

ACTION ALERT - NEW YORK
OPPOSE NY S3941: Expands Forced State Vaccine Tracking System to Release Blood Lead Levels to Schools
We are tracking 21 vaccine related bills in New York on the NVIC Advocacy Portal. There hasn't been very much movement overall so far, but we wanted to bring to your attention that one bad bill is starting to move quickly.
Your help is needed now to voice opposition to and stop S3941.
S3941, sponsored by Senator Kemp Hannon, was introduced on 1/30/2017 and referred to the Senate Health Committee. It had a first report on 3/13/2017, a second report on 3/15/2017 and advanced to 3rd reading on 3/20/2017.
S3941 grants schools access to a student's blood lead information already inappropriately stored in the statewide immunization information system. The purpose stated to provide "appropriate educational services" is a fallacy. There is no blood test that can accurately determine educational needs. S3941 represents an expansion of an already overzealous vaccine tracking system towards the direction of an intrusive health and human performance profiling system. This is an inappropriate function for a vaccine tracking system whose purpose and use is already highly controversial.
Compounding the controversy is the fact that parental consent is not required for children under 19 years of age to be included in New York's vaccine tracking registry. New York's vaccine tracking system is a forced inclusion system since permission for inclusion is not required and opting out is not available for children under 19. Adults were added to the registry effective 10/21/2014, There could be long term negative consequences to having this information in a database with expanding accessibility.
A school's judgement on academic needs and support of a child cannot be presumed from blood lead test results. That information should be part of the child's confidential medical record released to a school if and only if a parent and the child's doctor decide together it is in the best interest of the child.
The vaccine tracking registry law in New York needs to be changed to require opt-in written informed consent for vaccine and blood levels to be stored and shared with schools or other registry users. Unless use of the registry is purely voluntary, expansion should be absolutely opposed.

While Group B Strep (GBS) can be a dangerous infection in newborns, there are two approaches to determine which women in labor would benefit from antibiotics: one is to screen and treat
ALL women testing positive for GBS with antibiotics during labor, the other is to treat only under risky circumstances eg. rupture of membranes. Universal screening vs. risk based protocols. Fifteen years ago, the U.S. opted for universal screening, testing and antibiotics, whereas the U.K. only treats risky circumstances. The U.S. guidelines failed to lower the rate of GBS disease in babies as expected, and Cochrane Review years ago concluded it was not effective. Yet to this day, and in spite of microbiome and neurodevelopmental issues, the protocol in the U.S. is to give IV antibiotics to all women in labor testing positive for GBS regardless of individual circumstance. After a newborn in the U.K. died of GBS in 2016, the parents lobbied for guidelines to be changed to test all babies, and fortunately, wisdom prevailed over their reactionary fears.
Dr Anne Mackie, director of programmes for the UK NSC, said: "At the moment there is no test that can distinguish between women whose babies would be affected by GBS at birth and those who would not.
"This means that screening for GBS in pregnancy would lead to thousands of women receiving antibiotics in labour when there is no benefit for them or their babies and the harms this may cause are unknown.
"This approach also cuts against the grain of ongoing efforts to reduce the number of people receiving unnecessary antibiotics.
"Much better evidence is needed on such widespread antibiotic use among pregnant women and whether it is possible to find a more accurate test."
I recall the debate involved in creating the current U.S. guidelines, and based on the evidence since, and emerging research on the establishment of the microbiome at birth effecting lifelong health, it seems that revisiting risk based guidelines in the U.S. is necessary.

Dr. Palevsky is a board certified pediatrician who utilizes a holistic approach in his work with children and families.
Dr. Palevsky received his medical degree from the NYU School of Medicine in 1987, completed a 3-year pediatric residency at the Mount Sinai School of Medicine in New York City, and enrolled in a 1-year fellowship training program in the out-patient department at Bellevue Hospital/NYU School of Medicine. Since 1991, his clinical experience has included working in pediatric emergency medicine at Our Lady of Mercy Hospital in the Bronx, NY, serving as the Chief of the Pediatric Acute Care Unit at Lenox Hill Hospital in NYC, and working in in-patient and out-patient pediatric medicine, neonatal intensive care medicine, and newborn and delivery room medicine. Dr. Palevsky has also worked in a conventional, holistic and integrative pediatric practice at the NYC Beth Israel Center for Health & Healing- an integrative and complementary care medical facility. Currently, he runs his own holistic pediatric practice in Northport, NY and Manhattan. Dr. Palevsky teaches holistic integrative pediatric & adolescent medicine to parents, and medical and allied health professionals, both nationally & internationally. Dr. Palevsky is a former Fellow of the American Academy of Pediatrics, Past-President of the American Holistic Medical Association, and a diplomate of the American Board of Integrative Medicine (ABIHM).
