COMMODITY FUTURES TRADING COMMISSION
The CFTC's Market Risk Advisory Committee will discuss clearinghouse safety, the health of derivatives markets and cybersecurity.  The committee will hear CFTC staff reaction to recommendations it made in November regarding how to best protect clearinghouse members in the event of a default.  It also will discuss cybersecurity matters and the state of derivatives markets. Issues related to the markets expected to be raised include Brexit and other volatility triggers, liquidity, rising interest rates and collateral rules for uncleared swaps.

Full committee meets to consider H.R. 1694, the Fannie and Freddie Open Records Act, signaling the full House will consider the bill soon. The m easure would subject lenders to records requests under the Freedom of Information Act.

HOUSE FINANCIAL SERVICES
Full committee hearing on "A Legislative Proposal to Create Hope and Opportunity for Investors, Consumers, and Entrepreneurs." The bill would raise capital standards for banks in exchange for regulatory relief. It would repeal the Volcker Rule, debit card swipe-fee regulations and the "orderly liquidation authority" that allows federal officials to wind down failing banks during a crisis. The bill would affect many other areas of banking and securities regulation as well. A previous version was approved by the committee in 2016, and the new version takes a more ambitious deregulatory angle. This hearing is to "discuss" the bill, which has not formally been introduced. A committee vote has not been scheduled.
