HUD's Off ice of Native American Programs is pleased to announce, "Asset Building: A Pathway to Economic Self-Determination III" May 10-11, 2017 at the Isleta Resort, Albuquerque, New Mexico. The conference will focus on asset building innovations in Indian Country and strategies for advancing economic opportunity around people and place. There is no charge to attend.

NAIHC has worked with Regional Housing Associations (RHA's) to prepare a comprehensive list of legislative priorities for NAIHC's Legislative committee. The Committee shall further develop, finalize, and take any action on the final list which will be submitted to the Board as NAIHC's Legislative Priorities.  
 
GOAL: Develop a white paper that NAIHC and members can provide to their Congressional representatives. White paper would include:
 
  • Background of topic
  • What's the specific ask? (legislative provision? Letter/oversight to Agency? Etc.)
  • Who's impacted by NO action?
  • Successful anecdote of the program being successful (either past occurrence or prospective project)
More information needed:
                                                                                               
  1.  Expand the Bureau of Indian Affairs Housing Improvement Program, ensure transparent application and evaluation process
  2. Increase backing for "supportive services" for housing (to enable more wraparound housing services) and include, but not be limited to, relaxing restrictions on eligible activities
  3. Direct Tribally Designated Housing Entity Grant eligibility for HUD Programs, such as HOME
  4. Improved federal consultation processes and practices
  5. Seeking a floodplain exemption similar to States and Public Housing have
  6. Include case management in HUD/VASH Programs
Statutory change required:
 
  1. NAHASDA Statute
  2. Deliver Training and Technical Assistance (T/TA) funds in accordance with NAHASDA, and to retain T/TA management within Office of Native American Programs (ONAP), not moved to HUD's Policy Development & Research (PD&R)
  3. Extend the time for rebuilding demolished buildings

  1. Increase Indian Housing Block Grant annual appropriations. Reasonable funding for Native American housing programs (NAIHC Resolution 2016-02)
  2. Advocate for single agency source of funding for infrastructure and site development

U.S. Census Bureau is conducting the 2017 Boundary & Annexation Survey (BAS).
The Tribal BAS allows the Census Bureau to correctly count your community's residents and the federal government uses Census Bureau data to allocate more than $400 billion annually in federal funds for infrastructure, programs, and services.


You will not need to fill out the form:

If your tribe has no changes to report to the reservation or off-reservation trust land boundary that the Census Bureau has on file for them, please email [email protected] or [email protected].

You will need to submit the survey, if your tribe meets any of the below criteria, please have the tribe fill out the annual response form online.
  1. A tribe has changes to the reservation or off-reservation trust land boundaries that the Census Bureau has on file for them
  2. A tribe has new reservation or off-reservation trust land to report
  3.  A tribe would like to view the boundaries that the Census Bureau has on file for their reservation and off-reservation trust land

NAIHC Resolutions Process
IMPORTANT INFORMATION FOR THE ANNUAL MEETING OF THE MEMBERS
Wednesday June 28, 2017
Nashville, Tennessee

NOTICE OF BUSINESS MEETING -
In accordance with the Bylaws of the National American Indian Housing Council, the NAIHC Annual Meeting of the Members will be held on Wednesday, June 28, 2017, at Nashville Music City Center 201 5th Avenue South Nashville, Tennessee.


PROCESS TO CHANGE BYLAWS -
As required under Article XVIII of the NAIHC Bylaws, the bylaws may be altered, amended or repealed and new bylaws may be adopted by a resolution if at least thirty days written notice is given either by mail or facsimile to each voting member of intention to alter, amend or repeal or to adopt new bylaws at the meeting. This written notice must include the proposed bylaw amendment and is required to be delivered via mail.

Deadline for changes to bylaws: Friday June 2, 2017. Changes will be provided to membership by Friday June 9,
2017. Resolutions presented on the floor that purport to change the bylaws will not be entertained.

RESOLUTIONS FOR CONSIDERATION -
This allows time for draft resolutions to be copied in advance for distribution at the Members Meeting. Resolutions can be mailed to 122 C Street NW Suite 350 Washington, DC 20001 or emailed to [email protected]. Additional resolutions can be submitted to the membership from the floor during the NAIHC Business Meeting on Wednesday, June 28, 2016.

These resolutions must be in the proper resolution format and 200 copies must be made by the draftee(s) for the
membership.

SUPERMAJORITY REQUIREMENT FOR RESOLUTIONS -
Any resolution proposed for a vote of the membership at a duly-called meeting will require an affirmative vote of two-thirds (2/3rds) of the voting members present at any regular or special meeting of the members (Article XIX). Resolutions for consideration at the Members' Meeting should be submitted to the NAIHC Office in Washington, DC by 5:00 p.m. EST by Friday June 2, 2017.

If you are unable to attend the business meeting and would like to vote by proxy, please submit a proxy to: Valerie Butterbredt at [email protected] or by fax (202-789-1758).

Deadline for Proxies Tuesday June 27, 2017, 5:00 p.m. GMT.

Thereafter, proxies for the Members' Meeting will not be accepted. If you prefer to mail your proxy to the NAIHC Office in Washington, DC, it must be received no later than Wednesday, May 1st 2017. See attached proxy form.
