CCTFA Staffing Announcement
It is with regret that we announce that Linda Quirk, CCTFA Vice-President & General Counsel, will be leaving the CCTFA and CCTFA Foundation. Linda's last day will be Thursday, March 31, 2016, up until which time she is actively transitioning her many responsibilities with both organizations. 
 
After working in senior management in the cosmetics industry, Linda initially started with the CCTFA in 2008 as Director, Regulatory & Scientific Affairs and soon thereafter assumed the role as Director, Member Services, Communications and Corporate Counsel. Beginning  in 2011, she was promoted to the role of Vice President & General Counsel for both the Association and the Foundation. She also served as Corporate Secretary to both the Association and Foundation Boards of Directors and was Chief Privacy Officer. Linda has been an integral part of the senior management team and has made significant contributions to both the Association and the Foundation over the years. She will certainly be missed very much by the staff of both organizations.
 
Please join us, along with the Board of Directors, in thanking Linda for her many years of dedicated service to the CCTFA and CCTFA Foundation, and wishing her continued success in the future.

CCTFA Continues Work with Health Canada on Relief for Sunscreens
As industry awaits the finalization of the Consumer Health Products Framework and the publication of the Summary of Comments received, CCTFA continues to work with Health Canada to find interim measures to relieve the regulatory burden that members experience in bringing their sunscreens to market in Canada. On January 25, CCTFA and the Chairs of our technical committees met with the Natural and Non-prescription Health Products Directorate (NNHPD), the Cosmetics Program and the Health Products and Food Branch Inspectorate (HPFBI) in Ottawa to discuss measures proposed late in 2015. The key measures being deliberated include suitable Good Manufacturing Practices (GMPs) and alternatives to the quarantine and re-testing of products entering Canada. In addition to this meeting, CCTFA President Darren Praznik has had numerous calls with Jeannine Ritchot, Director General of the NNHPD. CCTFA continues to work with our Drug/NHP Committee and Sunscreen Subcommittee on these efforts.
 
Furthermore, CCTFA has been working with partner associations, led by Consumer Health Products Canada, to develop a guidance document for the sampling of non-prescription drugs, including low-risk personal care products. This document would assist Health Canada in appropriately enforcing the drug sampling provisions outlined in the Food and Drugs Act.
 
More information on both of these initiatives will be presented at CCTFA's Spring Regulatory Workshop in Ottawa in April.

Microbeads Update
For those members interested in the microbeads file, we received word from David Morin (Director General, Science and Risk Assessment, Environment Canada) of their intent to move forward with their most recent proposed Revised Listing Name for microbeads for addition to the List of Toxic Substances under CEPA.  The Listing Name, "Plastic microbeads which have a size greater than 0.5 micrometers and less than or equal to 2 millimeters", will include an accompanying Explanatory Note that clearly outlines that they are "the types of microbeads added to personal care products that are used to exfoliate or cleanse".  This definition addresses our industry's key concerns.  The Final Order is expected to be advanced for approval in March 2016 and we anticipate publication of the Final Order by May 2016.
 
Environment Canada has also begun consultations on the associated Regulations for Microbeads in Personal Care Products Used to Exfoliate or Cleanse and held a stakeholder meeting on Monday, February 22nd. CCTFA's Beta Montemayor participated in this meeting in Ottawa. The Consultation Document can be found on the CEPA Environmental Registry and CCTFA will be providing comments.  The scope of the proposed regulations are in line with what industry advocated for with coming into force provisions consistent with the Illinois Model Bill:
  • December 31, 2017, prohibiting the manufacture and import of microbead-containing personal care products, including cosmetics, that are used to exfoliate or cleanse, excluding non-prescription drugs and natural health products.
  • December 31, 2018, prohibiting the sale or offer for sale of microbead-containing personal care products, including cosmetics, that are used to exfoliate or cleanse, excluding non-prescription drugs and natural health products.
  • December 31, 2018, prohibiting the manufacture and import of a microbead-containing non-prescription drug or natural health product that is used to exfoliate or cleanse.
Proposed Reg ulations in Canada Gazette Part 1 are expected to be published by the end of 2016 after which there will be a 75 day consultation window.  Final Regulations in Canada Gazette Part 2 are expected by Summer 2017.

CCTFA Government Relations Update
CCTFA is well underway on our Government Relations Plan
to introduce our industry to the new Government including key Cabinet Ministers, Parliamentary Secretaries, Opposition Critics, Senators, and other influential MPs, particularly those in our members' ridings.
 
In keeping with CCTFA's Mission, our objective in these efforts is to a build positive reputation for CCTFA and foster strategic relationships with decision-makers and influencers in order to protect and advance members' ability to conduct business effectively in Canada.  Our goals include:
  • obtaining risk-based regulatory reform to eliminate unnecessary regulatory burden, facilitate access and speed to market, and minimize compliance costs for sunscreens and other "cosmetic-like" personal care products (i.e. via the new Consumer Health Products Framework and/or re-classification of DIN and NPN products to "cosmetics")
  • protecting market access and innovation (e.g. "animal testing ban" Bill, microbeads/microplastics, etc.)
 
CCTFA has reached out to our target list of Ministers, MPs, and Senators and, to date, have conducted upwards of 20 face-to-face meetings where we had the opportunity to introduce our industry, association, and priorities. A CCTFA briefing booklet was created to assist in our outreach  while member participation in key meetings has proven to be most beneficial.

We believe survivorship begins at the time of diagnosis. And surrounding every cancer survivor, there are people who care: we call them Co-Survivors. Whether it's a friend, a family member, a medical professional or an online supporter, we're   asking Canadian women to tell us who has made their cancer experience a little better with their selfless support.
 
From all submissions received across Canada, a panel of judges selected by the Foundation will choose the 10 most compelling submissions based on examples and descriptions that illustrate selfless and caring support. The most powerful entry will be selected by online voting at FacingCancer.ca and Faceaucancer.ca and be named the Facing Cancer Together Co-Survivor of the year.
