MeHI, the Massachusetts eHealth Institute  at the Massachusetts Technology Collaborative, is the designated state agency for promoting  Health IT  innovation, technology and competitiveness to improve the safety, quality and efficiency of health care across the Commonwealth of Massachusetts.
South Shore Mental Health Realizes Benefit of Early 
EHR Adoption
South Shore Mental Health (SSMH) provides community-based education, treatment, and recovery programs and services to those who struggle with a variety of mental health issues, developmental challenges, and substance abuse disorders.  

As a MeHI  eQuality Incentive Program  grantee, the  nonprofit behavioral health agency received funding to streamline technology across their programs and services to build on their core commitment to the continuum of care. SSMH also used the grant to create a robust IT capacity that will position the agency to address emerging market opportunities for collaboration and integration of services with health organizations beyond the behavioral health community. 

Before selecting and implementing their EHR system, SSMH began laying the foundation for the transition from paper to a digital system by introducing change management processes and proactively addressing other cultural adjustments within the organization. SSMH opted for an iterative process that allowed lessons from each clinic rollout to be incorporated in the next clinic's implementation, improving the process every step of the way. This resulted in a multi-year, phased rollout, which allowed SSMH to implement the EHR in its five outpatient clinics one at a time starting in 2012 and ending in 2016. 

Looking ahead, SSMH is evaluating comprehensive care management technology solutions with an eye toward opportunities for engagement, streamlined information exchange, and coordination of care with other health providers.

Mass HIway Regulations are Final and Available

In February 2017, the Massachusetts Executive Office of Health & Human Services (EOHHS) enacted state regulation 101 CMR 20.00: Health Information Exchangethe Mass HIway Regulations. The Mass HIway is the state-sponsored, statewide health information exchange (HIE). These regulations establish requirements for organizations that use the Mass HIway, requirements for Massachusetts providers to implement fully interoperable EHR systems that connect to the Mass HIway, and a mechanism for patients to opt-in and opt-out of the Mass HIway.

Mass. Digital Health Companies Can Apply for Internship Stipend


We are pleased to announce the launch of the MassTech Intern Partnership (MTIP) program, a state program that provides stipends to support internships for Massachusetts college students and recent graduates at digital technology companies in Massachusetts. 

Massachusetts digital health technology companies, as well as firms working  in the following industries  are eligible to apply for stipend reimbursements for summer interns
  • Cybersecurity;
  • Internet of Things (IoT); and 
  • Robotics.

Medicaid EHR Incentive Program Updates
Patient Volume Threshold Information Webinars
Are you new to the Medicaid EHR Incentive Program?  Perhaps you've attested for incentives before, but encountered issues with your Patient Volume Threshold (PVT).  Do you have questions about PVT calculations, options, strategies, or supporting documentation?
 
Join MeHI for this comprehensive educational session on Patient Volume Threshold. Topics will include:
  • Reporting period, group/individual, and paid claims/enrollee options;
  • Extraction, organization, and manipulation of PVT data;
  • Common errors and how to avoid them; and
  • Supporting documentation requirements.

Privacy & Security: Social Engineering 
Ensuring the privacy and security of health information is of the utmost importance. Potential hackers may use social engineering to access or corrupt health information, blending in easily as family caregivers, vendors, or even patients.

EOHHS Call for Members to Join Taskforce & Subcommittee
The Executive Office of Health and Human Services (EOHHS) is seeking 20-25 individuals to serve on the EOHHS Quality Measurement Taskforce for a two-year term and 9-15 individuals to serve on a Delivery System Reform Incentive Payment (DSRIP) Quality Subcommittee for a two-year period. 

The goals for the EOHHS Quality Measurement Taskforce are to:
  1. Identify core population-based quality measure sets that may be used in alternative payment model (APM) contracts with providers in the Commonwealth;
  2. Identify strategic priority areas for quality measure development in the Commonwealth (e.g. patient reported outcomes; SUD care; patient safety in outpatient); and
  3. Advise MassHealth on the quality measures and methodology that may be used as part of its ACO, CP, and Delivery System Reform Incentive Payment (DSRIP) programs. 
The DSRIP Quality Subcommittee will advise MassHealth regarding:
  1. Selection of additional metrics for providers that have reached baseline performance thresholds or exceeded performance targets;
  2. Assessing the effectiveness of cross-cutting measures, to understand how aspects of one system are affecting the other, e.g., whether BH/SUD/LTSS performance focus areas are affecting physical health outcomes;
  3. Alignment of measures between systems with purpose, to enable the state to assess the effectiveness in their outcomes across systems;
  4. Identifying actionable new areas of priority; and
  5. Systems-based recommendations for initiatives to improve cross-cutting performance.

Participate in Digital Health Investment Consultation Survey
Consultation on investment in innovative digital solutions for Active & Healthy Ageing - have your say!

The European Innovation Partnership (EIP) on Active and Healthy Ageing, supported by ECHAlliance, recently launched a short online consultation for all organizations that are actively deploying and implementing large-scale, sustainable, digitally-enabled innovative solutions for active and healthy ageing (AHA). 

The consultation was launched to identify plans for investment (both committed and potential) in the implementation of innovative solutions for active and healthy ageing, between 2017 and 2020. The consultation will inform the creation of an Investment Map illustrating the EU investment potential in this area, contributing to the EIP on AHA Policy Dashboard.

This is an excellent opportunity for organizations (any organization, public or private, irrespective of being partner of the EIP on AHA or not) to gain visibility at a European level for their investment potential, to identify enablers or obstacles that can impact the realization of those investments, as well as to contribute to the creation of an Investment Map for innovative digital-enabled AHA solutions.
