Unruly Gatherings will Get Added Fines up to $1000
|
TUESDAY MARCH 21 - The Tucson City Council unanimously backed changes to the city's 'red tag' ordinance concerning noise complaints.
The council opted to add another fine to those who
receive a second red tag notice within 180 days, forcing them to pay the city for the costs of responding police officers. The extra fine is capped at $1,000 per incident.
The city already has fines associated with unruly gatherings; $500 for the first red-tag offense and $1,000 for a second violation, but the new recovery fee, adds to the overall cost.

U of A creating a 1000-bed dorm in our neighborhood

The University of Arizona is moving over the 2009 north boundary to create a 1000 bed dormitory.
March 20 and 21, neighbors were made aware of plans that the University has made with a private developer to demolish homes and create a three block area north of Drachman and east of Park.
The project would have a 1000 bed dormitory for Honors Students, a recreation and retail area, and Honors College Offices. The JPNA has mailed a letter to mayor and council.
Main points:
- The project area is outside the University boundaries cited in both the University Area Plan and the 2009 Update to the 2003 University of Arizona Comprehensive Plan adopted by the Arizona Board of Regents, December 2009.
- The proposed project will house 1,000 students, not necessarily honors students, next to a residential neighborhood;
- The proposed development will severely impact Park Ave, which is already in terrible shape;
- The proposed development has been drafted without input from neighborhoods; an MOU is in the "final stages" according to the Vice President for Planning, Design, and Operations (21 March 2017 meeting)
- The proposed development bypasses CoT zoning laws;
- The proposed development does not contribute to the CoT tax rolls;
- The proposed development sets a precedent for the taking of properties by the UA anywhere in the City of Tucson.
- We question the legality of the arrangement.

design was approved by JPNA. JPNA has contacted the city to begin the permitting procedure. Costs for the signs will be the responsibility of the neighborhood. After all cost analysis are completed we will need a fundraising campaign!

Kick-off celebration signals work is to begin
|
Tucson Department of Transportation (TDOT), Regional Transportation Authority (RTA), Construction contractor, and neighbors convened March 24 at 10 am at the "Basin to Be" (Hampton and Grant).
This signals the beginning of the Phase 2 project-from Stone to Santa Rita. Jefferson Park neighbors who have Grant Road frontage will now experience the mixed pleasures of construction. Yes, things are underway but the noise will get old.

Grant Road Coalition - your voice to the city
Jefferson Park neighbors remain active on the Grant Road Coalition. The Coalition has advocated for:
1) Mitigation
for the properties adjoining Grant Road in the form of berms, walls, and vegetation.
2) A follow up noise study
when all is done.
3) The redirecting of funds
earmarked for concrete tables, ramadas, and sails in the basin to mitigation remedies for the adjacent residences.
4) A way to
repair/maintain the orphan parcels
that will be left from Park to Santa Rita - at least a seven year wait for Phase 5/6 to happen.
5) A commitment that the
bike/pedestrian crossing at Park
will be at least as safe as Mountain.
6) City funded costs for the redistricting of the
Jefferson Park historic district
to mediate for the loss of the historic homes lost in construction of Grant Road.
7) City funded
partial closure of Hampton
to protect traffic inflow from Grant Road
So far only 6 and 7 have been clearly agreed upon.

Little Editorial: All neighbors need to be more pro-active. With constant, clear, unified neighbor/citizen input the project can be an asset or it can be a 6 lane highway which decreases property values and the quality of life of our urban neighborhoods. The neighborhoods who have joined the coalition-JP, SAMOS, Catalina Vista, Mountain/1st, Campbell/Grant, El Cortez share a common vision and articulate a unified front in those efforts. It is a wonderful group of neighborhoods who are learning the ropes of interfacing with the city and finding unique and creative ways to solve problems. Buffelgrass is a nasty invasive grass that has been
classified as a noxious weed by the
state of Arizona. Buffelgrass has been spotted in the alley near Edison Park, and it is likely in other parts of the neighborhood as well.
You are required to remove buffelgrass from your yard. Learn more about the

Electrical work on the Banner border

Notice to JP Neighbors in the southeast-TEP putting up poles:
Last week, Tucson Electric Power (TEP) began preparing to install new power poles and underground electrical facilities west of Campbell Ave. on North Ring Road, North Martin Road, and south of East Elm Street. Digging is anticipated to continue until March 3 by Diversified Design and Construction, TEP's hand-digging contractor. New electrical poles are expected to be hauled and staged near installation sites during the week of March 6. TEP expects to install new poles the week of March 20. Work schedules are subject to change. This work will accommodate the expansion of Banner University Medical Center.

Spring fling returns to the U of A mall April 7-9

University Blvd (on the UA Mall) will be closed between Cherry Ave and Campbell Ave. In order for Spring Fling to begin configuring the event area, temporary fencing will be erected on this portion of the mall for the entirety of the closure.
