AGC MA Launches Young Safety Professionals Committee

 
The Young Safety Professionals, (YSP), is the newest committee joining AGC MA.  The group was formed with the mission to provide a better understanding of what it's like to be a new, young emerging safety professional in the construction industry.  The YSP is comprised of several General Contractors such as Dimeo, Columbia Construction, Suffolk and Consigli, to name just a few.

Foundations for Safety Leadership

presented the CPWR Foundations for Safety Leadership (FSL) at the AGC MA OSHA 30 in March. The highly engaging discussion posed the question to attendess; "CAN WORKERS TELL WHEN THERE'S AN ALIGNMENT BETWEEN WHAT MANAGEMENT OR SUPERVISORS SAY ABOUT SAFETY AND WHAT IS ACTUALLY DONE ON THE JOBSITE?", they responded with a resounding yes. The use of Signage and Orientations (new employee and new worker to project) are key indicators in reaching safety goals.

NIOSH, Partners, Announce Fourth Annual Stand-Down for Fall Safety

It is that time of year again where both employers and workers are invited to stand-down for fall safety.
Thousands of employers and potentially millions of employees are expected to participate in the fourth annual National Safety Stand-Down to Prevent Falls in Construction during the week of May 8-12, a combined effort by OSHA, the National Institute for Occupational Safety and Health (NIOSH) and CPWR - The Center for Construction Research and Training (CPWR), among other partners.

AGC continues the monthly series featuring various women working in the construction industry in Massachusetts to serve as a learning platform for aspiring students and industry colleagues. The profiles share the challenges women face in a male -dominated work-place, best practices, success stories and more. Brian O'Donnell Leaving AGC MA for Attorney General's Office
 
AGC MA Director of Labor Relations Brian O'Donnell is leaving AGC MA on April 21 to take a position with the Office of the Attorney General beginning April 24. He has served as Director of Labor Relations since November 2013. Prior to AGC MA, Brian served with the Office of the Inspector General and for many years prior to the IG, was an attorney in the Bid Protest Unit at the AG's office.  
 
Brian will be serving as an Assistant Attorney General in the Fair Labor Division (FLD) in the AG's Worcester office. FLD is charged with enforcing the Massachusetts wage and hour lows as well as other workplace protections.  He will also provide assistance to the FLD's Bid Unit which guides contractors and awarding authorities in complying with the Commonwealth's construction procurement laws.
 
During his time at AGC MA Brian, covered labor relations activities, employment policy/practice, employee benefits, EEO/MBE/WBE issues, public bidding & statute interpretation and workforce development & diversity initiatives. He also was staff liaison to the AGC's Labor Relation Division and HR Committee and served as AGC representative to several industry boards & trust funds.



AGC At Work for You 
 
The AGC Human Resources Committee's most recent meeting featured an interactive discussion on dealing with difficult workplace scenarios related to concerns such as abuse of leave policies, conflicts among workers, social media policies, and pay parity matters.  The discussion was facilitated by Attorneys Kate Beattie and Drew Matzkin of Mintz Levin
who provided guidance for best practices for developing policies and prcocedures to address such issues. 
 
The HR Committee's next meeting will take place on Thursday May 18th (8:30 to 10:00 a.m.) and will be hosted by Dellbrook | JKS in Quincy.   The program will feature a presentation on Mastering Difficult Conversations and Conflict  led by Joe Maressa of Fitzgerald, Stevens & Ford/OI Partners, a talent development and leadership solutions firm.  The discussion will focus on identifying strategies for preventing conflict from heightening and using difficult conversations to guide future progress.  Registration for the meeting is available on the AGC MA website--new members are welcome to attend!

AGC MA Legislative 2017 Priorities
 
AGC MA has filed 4 bills for the 2017-2018 Legislative session. According to AGC MA Legislative Agent Patrick Huntington, all bills are in the process of being assigned to State House Committees, many of which have new House and Senate Chairs. In addition, AGC MA is closely assessing which of the over 7,000 bills filed will impact commercial builders and/or the construction industry.
 
The 4 AGC MA bills are as follows. AGC MA has additionally joined an industry coalition to support a new DPU requirement:
  • HB 729 - Notice of Contract Legislation: Preserves a Notice of Contract in Pay if Paid Statute (Rep. Cahill)
 
  • HB 1702 - Subcontractor Default Insurance (SDI) Option:  Allows qualified CM's the option to utilize a sub-guard mechanism against defaults & deficiencies by trade contractors on Ch. 149A projects. (Rep. Rogers)
 
  • HB 3371 & SB 1710 - MBE/WBE Legislation: Restores an awarding authority's ability to allow filed sub-bidders (Chapter 149) or trade contractors (Chapter 149A) to sub out (no more than 10%) their work for the sole purpose of  assisting the CM or GC with its overall MBE/WBE project goals (Rep. Holmes & Sen. Dorcena-Forry)
 
  • HB 1649 - OSHA 10-Hour Legislation: Expands the current requirement that all employees who are employed on a public construction contract are required to complete an OSHA 10-Hour Course to include that the employee must take the OSHA 10-Hour course once every 5 years (Rep. Arciero)
 
  • HB 2696 - Encouraging Predictability in Utility Connections: Directs the DPU to include a utility company's record of providing new utility connections and relocations to connections as part of the service quality standards (Rep. Golden)

BWiC and SMPS are thrilled to co-present Evelyn Murphy, President of the WAGE project, a grassroots activist national organization to end wage discrimination against working women, and Resident Scholar in the Women's Studies Research Center (on leave) at Brandeis University, where she has researched and authored a book on women's wages entitled Getting Even: Why Women Don't Get Paid Like Men and What To Do About It, published by Simon & Schuster in October 2005.
 
Ms. Murphy will share practical advice on how to negotiate your wage in the work place. Following her program, real life mock negotiation sessions will be offered thanks to volunteers of the AGC MA HR Committee.
