AB 199 Will Negativly Impact Affordable Housing
The Tulare Chamber of Commerce joins the California Chamber of Commerce in opposing a job killer bill that will further exacerbate the already-problematic housing affordability crisis in California. If enacted, the bill,
AB 199
will drastically raise the cost of housing, thereby making projects financially infeasible or exorbitantly expensive.
This bill eliminates the long-standing residential exemption from prevailing wage rates, thereby making private, market-rate residential development a public work project for which a prevailing wage would be paid.

CalChamber Capitol  Summit
Registration is now open for the California Chamber of Commerce 2017 Capitol Summit and the Sacramento Host Breakfast events the CalChamber co-sponsors with the Sacramento Host Committee.
The Summit is set for May 31, and will be followed by the Sacramento Host Reception the evening of May 31 and the Host Breakfast on June 1.
The Host Reception provides networking opportunities for business leaders from all industries in California to discuss key issues facing the state.
The reception is a prelude to the Sacramento Host Breakfast the following morning. The breakfast provides a venue at which California's top industry and government leaders can meet, socialize and discuss the contemporary issues facing businesses, the economy and government.

Background Investigations and Employment
The California Office of
Administrative Law(OAL)
approved new regulations this week relating to the use of criminal background information in employment decisions.
These regulations will be filed with the Secretary of State's office and take effect on July 1. Employers will have additional burdens under the new regulations. As previously reported
, the California Fair Employment and Housing Council (FEHC) proposed these criminal history regulations last year.
In addition to reiterating existing prohibitions on the use of criminal history information in California, the regulations require employers to demonstrate that any criminal history information sought is job-related and consistent with a business necessity.

2017 National Mayors' Challenge for Water Conservation, April 1-30
|
City of Tulare joins Nationwide Challenge to be Most "Water Wise"
Carlton Jones, Mayor of the City of Tulare, is joining mayors across the country to ask city residents to make a long-term commitment to manage water resources more wisely by taking part in the annual National Mayors' Challenge for Water Conservation. In return for participating, residents can win one of hundreds of eco-friendly prizes, including the grand prize, a new Toyota Prius Prime plug-in hybrid vehicle.
The annual challenge, held April 1-30, is a non-profit national community service campaign to inspire local leaders and their residents to make easy-to-do online pledges at mywaterpledge.com. Individual pledges can include such things as using water more efficiently, increasing recycling, reducing pollution, and saving energy.
Last year, residents from over 4,000 cities in all 50 U.S. states pledged to:
* Reduce their annual consumption of fresh water by 1.9 billion gallons * Reduce waste sent to landfills by 42 million pounds * Prevent more than 87,000 pounds of hazardous waste from entering local watersheds.
Mayor Jones encouraged Tulare citizens to participate, saying: "Water is our most precious resource. When you save water in your home, at work, and in the landscape, you are also saving energy, because it takes energy to pump and deliver water. I encourage Tulare citizens to take the pledge and commit to adopting some of the little, every day ways you can save water and energy, increase recycling, and prevent hazardous waste pollution. It all adds up to a greener, more energy-efficient future for our city."

Southern California Edison (SCE) Brings Energy Saving Program to Tulare Businesses this Month
Businesses that slash energy consumption improve their bottom lines because they cut expenses and have more money to invest. Now, Southern California Edison has a program that allows businesses to install energy-saving products and measures at no cost.
The program is called Direct Install and it works like this: The utility has contracted with highly skilled experts to evaluate energy-saving opportunities. The opportunities are discussed with the business owner and if they would like to move forward they schedule a time and date for instillation. Replacing power-guzzling equipment with new technology, cuts power bills, reducing the carbon footprint of the business, and saving money.
It's really that simple. And the program is coming to Tulare in April. Program representatives will be in your area to discuss the program from April 4th to April 6th. Businesses that sign up will receive a free energy evaluation and upgrades such as Fluorescent lighting, LED signs, programmable thermostats and more.

On Tuesday March 21, 2017, the Tulare Leadership class had its "Federal and State" Government Day. The session included four guest speakers; Sean Doherty, office of Assemblyman Devon Mathis; Captain Keith Douglass, for Tulare County Sheriff Mike Boudreaux; Rudy Mendoza, office of Congressman Devin Nunes office; and, Presiding Judge Bret Hillman.
Sean Doherty, Chief of staff for Assemblyman Devon Mathis spoke to the class and discussed how bills are written and become law. He covered this in detail speaking of the support needed, the coalitions that are required, and the hurdles encountered as bills become law. We learned that it costs approximately $185,000.00 for a bill to be authored and in the last legislative cycle there were approximately 3209 bills authored. He spoke of the bills Assemblyman Mathis has worked on, specifically his water bills and veteran's court bill.
Captain Keith Douglass presented on behalf of Sheriff Mike Boudreaux. He spoke of the recruiting, hiring, training and retaining of qualified Deputy and Correctional Deputy Sheriffs. Captain Douglass detailed the departmental changes taking place within the Sheriff's Office and how Deputies and Correctional Staff are being challenged to be the difference.
