Upcoming Site Visits

As part of the Conditions of Funding for the County Grant Program, the Department will be performing a site visit to monitor the progress towards completion of funded projects.

The County Relations team reached out with preliminary site visit dates to all counties who received funding through the County Grant Program. Once the dates are finalized, the Department will provide a Site Visit Matrix for the county to prepare for the site visit.

Breaking News - Policy and Process Updates

Stakeholder Meeting on Upcoming Asset Verification System (AVS)
AVS:  Stakeholder Meeting
 
The Department is convening a stakeholder meeting to gather feedback on the upcoming Asset Verification System scheduled to be implemented in December 2017.  The system will be able to verify liquid assets held in financial institutions, such as bank accounts. This system will help streamline the eligibility determinations when an asset test is required for programs and waivers for individuals who are 65 and older, blind, or who have a disability. 

The meeting will be held at HCPF's office at 303 E. 17 th Ave., Denver, CO 80203 on Tuesday, April 18 from 1:00 to 2:00 p.m. in Conference Room 11AB.

On March 19, 2017, the Department implemented a project in the Colorado Benefits Management System (CBMS) to automatically pend a case during a member's redetermination (RRR) when certain information cannot be verified through an interface.
Department Updates 2017 Income Guidelines
2017 Income Guidelines: Agency Letters Now Available
 
The income limits for the MAGI Health First Colorado, Child Health PlanPlus, Health First Colorado Buy-In for Working Adults with Disabilities, Health First Colorado Buy-In Program for Children with Disabilities, Medical Assistance - Medicare Savings, and Low Income Subsidy programs are based on federal poverty level (FPL) guidelines that are updated annually. The 2017 guidelines were published on January 31, 2017 (Federal Register, Volume 82, No. 19, page 8831-8832).
 
The Department released the following 2017 Income Guidelines-Agency Letters to advise eligibility sites of these increased income limits:
  • 17-003: MAGI-Health First Colorado and Child Health Plan Plus (CHP+) 2017 Increase to Income Limits
  • 17-004: Health First Colorado Buy-In Program for Children with Disabilities 2017 Increase to Income Limits Supersedes 16-005
  • 17-005: Health First Colorado Buy-In Program for Working Adults with Disabilities 2017 Increase to Income Limits Supersedes 16-004
  • 17-006: Medical Assistance- Medicare Savings Program and Low Income Subsidy 2017 Increase to Income Limits
Please share these agency letters with all affected Medical Assistance eligibility staff, supervisors, and outside agencies, as appropriate.

Request for Public Comment:  Rules for Senate Bill 16-038 - Community Centered Board Transparency and PASA Audit Requirements
Public Comment Period open until April 15, 2017 at 11:59pm

The purpose of this communication is to inform Stakeholders and request public comment about proposed changes to 10 CCR 2505-10, 8.601.1 and 8.603.7, concerning Community Centered Board (CCB) Transparency and Audits. 

Pursuant to SB16-038 amending C.R.S. 25.5-10-209, these changes are necessary for the Department rules to remain consistent with statute. These proposed changes will align the rules with the statute and allow the Department to track compliance.

Regional Forums:  Needs Assessment Tool for indivudals receiving Long Term Services and Supports (LTSS)

The purpose of this communication is to inform individuals receiving LTSS, legal guardians, families, case managers, advocates, service providers and other stakeholders of upcoming Regional Forum Meetings where attendees can provide input about a new needs assessment tool.  The Regional Forum Meetings begin in April 2017 and are convened throughout the State.

Timeliness for February 2017
Timeliness numbers for the month of February 2017 are in! 

Timeliness for all Medical Assistance applications for the month was measured at 98.43 percent.   The Department and its county partners have registered 32 consecutive months above 95 percent timeliness.

Timeliness for all Medical Assistance redeterminations for the month was measured at 97.18 percent.   The Department and its county partners have registered 13 consecutive months above 95 percent timeliness.

This could not have been accomplished without the hard work of our county partners. Many thanks!

Process Improvement and Collaboration
Incarcerated Individuals:  Cost Savings for Local Governments

The Department would like to highlight efforts made by El Paso County Department of Human Services and the El Paso County Sheriff's Office to enroll eligible individuals upon release or for hospital stays exceeding 24 hours.

By focusing on these enrollment processes, the county has billed approximately $1.5 million in medical expenses to Health First Colorado, instead of absorbing those costs into the county budget.

In addition, the Department convenes a workgroup focusing on the jail-involved population; all county departments of human/social services are invited to attend.

Accountable Care Collaborative (ACC) Phase II Update
ACC Phase II:  Draft Request Comments

The next Phase of the Accountable Care Collaborative seeks to leverage the proven successes of Health First Colorado's (Colorado Medicaid's program) programs to enhance the member and provider experience. The goals of the Accountable Care Collaborative Phase II are to improve health and life outcomes of members while using state resources wisely. Learn more about ACC Phase II.
 
The Department sought targeted comments between November 4, 2016 and January 13, 2017 on the draft request for proposals (RFP) from stakeholders. More than 255 comments were provided on the draft Accountable Care Collaborative Phase II RFP. These comments, coupled with the feedback the Department received from 16 in-person meetings across the state and 3 live-webinars is helping refine the content for the formal release of the RFP in the spring 2017
 
Respondents expressed appreciation of the process and the opportunity to provide comments. Some of the themes from the feedback include:
  • Strong support for the focus on the integration of physical and behavioral health
  • Mixed response to the proposed attribution methodology
  • Requests for greater clarification regarding the six behavioral health visits that can be offered in primary care practices
  • Suggestions for stronger incorporation of substance use disorder services into the program
  • Recommendations that cannot be incorporated into the RFP, such as suggestions for expanding Health First Colorado benefits or alterations to federal managed care regulations
All comments submitted to the Department have been made publicly available and can be found on Colorado.gov/HCPF/ACCPhase2 .
 
The Department is working to review all comments received and is making updates to the RFP that align with our agency authority, state and federal rules, and the goals of Accountable Care Collaborative Phase II.
 
The Department plans to release the final RFP in Spring 2017. Below is a high level timeline for the Accountable Care Collaborative Phase II.

Shared Risk and Protective Factor Conference - Save the Date: June 6-8, 2017, Breckenridge

As prevention professionals, you have likely seen issues that are common among the youth, families and communities you work with - issues like poverty, families dealing with substance abuse, and youth who are not connected to or do not feel safe at school. We often refer to these issues as "shared risk and protective factors.
 
Implementing strategies that take a shared risk and protective factor approach creates opportunities to prevent multiple forms of violence, injury and substance abuse, helping multiple programs and agencies achieve their desired outcomes.
 
This conference aims to create shared learning opportunities for partners in Colorado and neighboring states to connect their work using a shared risk and protective factor approach, network with community partners and share best practices.

School Health Professional Grant application now available

Applications are now available for the 2017-2018 School Health Professional Grant ( https://www.cde.state.co.us/healthandwellness/schoolhealthprofessionalgrantprogram).  
This matching grant program exists to help secondary schools (grades 7-12):
 
1) Increase the presence of school health professionals (Licensed School Nurses, School Social Workers, School Counselors and School Psychologists) in secondary schools to provide substance abuse and behavioral health care to students who are enrolled in secondary schools and have substance abuse or other behavioral health needs;
 
2) Provide training and resources for the newly hired school health professionals, other behavioral health school team members, and school staff on the implementation of evidence-based programming (defined as programming that evaluation research has proven to be effective) on substance abuse prevention education and behavioral health education for all students who are enrolled in secondary schools; and
 
3) Allow school health professionals to provide care coordination and connect students who are enrolled in secondary schools with services that are provided by community-based organizations for treatment and counseling for students who are at risk for substance abuse.
 
Eligible Applicants
 
Education Providers (on behalf of secondary schools that include any of grades 7-12) are eligible to apply for this opportunity in order to enhance the presence of school health professionals (School Nurses, School Social Workers, School Counselors and School Psychologists) in their secondary schools. An eligible Education Provider is:
 
* A school district;
* A Board of Cooperative Services (BOCES);
* A Charter school authorized by a school district; or
* A Charter school authorized by the Charter School Institute.
 
Applications will not be accepted from individual schools, but must be authorized and submitted through the Education Provider. A charter school's authorizer will be the fiscal agent, if funded.
 
Approximately $9.4 million is available for the 2017-2018 school year. Grants will be awarded for a three-year term beginning in the 2017-2018 fiscal year. Additional grant funding for subsequent years will be contingent upon annual appropriations by the State Legislature and grantees fulfilling all program and fiscal reporting requirements. Funded applicants for the 2017-2018 school year are not guaranteed any additional funding beyond the 2017-2018 year at this time. Applicants must demonstrate a match of 10% of the funds requested. This may include both in-kind and cash matches.

Network Leadership Training Academy

Have you built up a network of partners to help you reach your organizational and professional goals? Are you looking for a place to learn more about how to do this kind of work effectively?

Many people today find themselves working within collaborative networks, but are struggling to find tools and a place to build skills for this new way of connecting across boundaries. The 5th Annual Network Leadership Training Academy (NLTA) is a 3-day interactive workshop offered by the Center on Network Science in the School of Public Affairs at the University of Colorado Denver. This learning opportunity is for network leaders and practitioners from across sectors to develop skills in order to build, manage, and evaluate collaborative networks.

The NLTA creates a space for conversations on network leadership, activities to learn and demonstrate ideas and skills, and practical tools to translate back to practice. Session topics include:
