Legislative News
Workers' compensation bill signed into law, goes into effect July 1
Last Thursday, Gov. Terry Branstad signed  HF 518 into law, which reforms Iowa's workers' compensation law. The effective date is July 1, 2017. The Division of Workers' Compensation may need to establish rules to implement the legislation, and we will need your feedback and expertise through this process.

In addition to formal rulemaking which goes through the legislative process, the Division of Workers' Compensation will also be evaluating whether any forms or petitions may need to be changed, eliminated or created. The division is seeking informal comment from the public. If you have feedback on processes that need to be improved, please send your comments to Michelle Vollstedt,  [email protected]. These comments will be aggregated into comprehensive comments provided to the division from ABI. You may also provide specific suggestions to Deputy Workers' Compensation Commissioner Heather Palmer,  [email protected].

House Appropriations subcommittee advances tax credit legislation
A three-person subcommittee on Thursday morning advanced HSB 187, which caps multiple credits for both individuals and corporate tax filers. During comments, Rep. Pat Grassley (R-New Hartford), chair of the House Appropriations Committee, said the only credits excluded from further discussion are the Earned Income Tax Credit and 260E programs, which support community colleges. 

Grassley wants to look at credits, including many business tax incentives, that allow refundability and transferability. We expect an amendment to be introduced before the bill advances through the full committee. However, the general feel from those who attended the subcommittee is that Grassley intends to move this legislation through the full Appropriations Committee. With only 12 scheduled days until adjournment, this is something ABI will be watching and providing updates on as information becomes available.

Iowa Legislature releases joint budget targets
The chairs of the House and Senate Appropriations committees have released joint budget targets for the 2018 state budget, which begins July 1, 2017. The budget includes more than $7 billion in spending.

In the next few days, legislators will continue to discuss details about what provisions are in each budget bill.  Although ABI does not follow budget bills from an appropriation standpoint, policy provisions can get added into these bills. We will be watching closely to ensure no amendments or policies are introduced that could negatively affect Iowa employers or the state agencies that employers work with on a regular basis.  Click here to learn more about the budget targets in a press release issued by the Iowa House Republicans.

Workforce Development bills head to Gov. Branstad
Bills continue to move at the Capitol as we enter what is expected to be the home stretch of the legislative session. Several of the bills that passed the senate are pro-jobs bills and encourage attachment to the workforce. The bills have already passed the House and now head to the Governor's desk for his review. Click here for information on each of the bills that passed.

Other key legislation moving forward
In addition to the workforce legislation that advanced this week, several other pro-jobs and workplace safety bills passed this week. The Iowa House approved legislation increasing competition on public construction projects. The House and Senate both approved legislation that supports workplace safety by allowing employers to use hair to test prospective employees for drug and alcohol use. Registration is open for 2017 regional public policy meetings
The ABI public policy team has scheduled four regional public policy meetings across Iowa next month to speak with members about the 2017 legislative session and get feedback on priorities for 2018. So far, meetings have been scheduled in Muscatine, Fairfield, Des Moines and Atlantic. The meetings are free. Click here to register.

Earlier this week, IIPAC donors got a first look at ABI's IIPAC Annual Report for 2015-16. The report is available to everyone here. Federal Spotlight: President signs bill disallowing OSHA regulations
President Trump on Tuesday signed a bill disallowing OSHA regulations that were contrary to statute and expanded the period during which employers would be at risk of penalties for OSHA reporting errors. Elevate Advanced Manufacturing is hosting an upcoming training session for those interested in joining Elevate's ambassador program. Ambassadors help fill the important role of informing the next generation of workers about the great career opportunities available in advanced manufacturing.

ABI thriving as third-quarter mark met

With three quarters of the fiscal year behind us, it is a great time to take stock of where ABI is in meeting goals and objectives for FY17. The good news is that the association is well on the way to having a record year.
Because an organization must have the resources it needs to be successful, and because I never forget the precarious position ABI was in just 12 short years ago, it is a pleasure to let you know that our financial position is strong. Our balance sheet shows strength and growth and our cash position is also strong.

At this time of year, ABI members want to know that public policy objectives are being achieved. While it is never prudent to count a legislative session as successful until it is adjourned, it seems clear that the 2017 session will be an historic one for Iowa and for ABI. Watch for more news about that soon.

Member training and events are also an area of success for ABI. Last month's biennial ABI Workers' Compensation Seminar set a recent record in terms of crowd size, early numbers for the annual conference are also showing a record crowd, and new revenue programs are serving members and the association alike.

Finally, the programs of the ABI Foundation continue to serve our state in terms of community and leadership development. Program financial support at the foundation is also headed to a record level. Keep reading...
