St. Johns County District 3 Update 
Greetings from District 3. I hope everyone is having a wonderful start to their new year.

Hurricane Matthew recovery is continuing in the County and we are still here to assist you. The County has begun working with FEMA for reimbursement of damages the County has sustained. This process will be slow, but hopefully when done, we can begin to bring our infrastructure that was damaged back to pre-hurricane standards.

The weather is great so get out and enjoy our beaches and parks!

Volunteer Opportunities with St. Johns County Boards and Committees 
The St. Johns County Board of County Commissioners provides residents who have an interest in participating in their local government with a variety of board and commission opportunities. Depending on the board or commission, the volunteer positions consider and make recommendations regarding a myriad of topics including planning and zoning issues, development projects, the library, parks and recreation facilities and programs, and arts, culture, and tourism matters. St. Johns River Waterway Debris Removal   
The Florida Department of Environmental Protection has established an email address for St. Johns County residents to report storm debris floating in the St. Johns Rivers. Please send all waterway debris removal requests, including debris on private property, to waterwaydebris@gmail.com. To report debris on private property, please include the address, a description of where the debris is located, and a picture if possible. To report debris on the river, please include the location or GPS coordinates, a description of the debris, whether or not the debris is moving, and a picture if possible. 
FEMA Floodplain Map Open House  
Federal Emergency Management Agency (FEMA) and St. Johns County are hosting a community outreach meeting regarding proposed floodplain map updates from 10 a.m. to 12 p.m. and 4 p.m. to 7 p.m. on January 24 at the Community Center and Exhibition Hall, 2508 South Beach Parkway, Jacksonville Beach, 32250.
 
Community officials, FEMA representatives, and insurance professionals will be available to answer questions regarding the proposed updates and the flood zone appeal process. Released in May 2016, the proposed updates are based on results of a recent floodplain study. As a result, portions of the County may have new flood zone designations, which can impact homeowner flood insurance policies and rates. Residents and business owners are encouraged to review the proposed updates, found at http://www.gis.bocc.co.st-johns.fl.us/floodzoneswipe/index.html, to determine the potential status of their property. 2017 Annual Beach Passes on Sale at Discounted Rate   
St. Johns County is offering the 2017 Annual Beach Passes at discounted prices of $30 for a St. Johns County resident pass, $40 for a non-resident pass, and $20 for a handicap pass. Passes will be available during normal business hours at the following locations:
 
  • Tax Collector's Main Office, 4030 Lewis Speedway.
  • Tax Collector's DuPont Center, 6658 US1 South.
  • Tax Collector's Julington Creek Office, 725 Flora Branch Blvd.
  • Tax Collector's Ponte Vedra Office, 5430 Palm Valley Rd.
  • St. Johns County Beach Services Office, 901 Pope Rd.
  • St. Johns County Ocean and Fishing Pier Gift Shop, 350 A1A Blvd.
 
Residents must present a valid I.D. with a St. Johns County address or present proof of property tax payments in St. Johns County. When requesting a handicap pass, a vehicle with a handicap hang-tag or license plate must be presented. Disabled military (100%) are eligible for a free annual pass by presenting military I.D. or a letter from Veterans Affairs. Beginning March 2, 2017, prices will increase. Vehicles accessing the beach do not need a beach pass until March 1, 2017.
Mickler's Landing Beach Parking Lot Closed for Beach Restoration Project  
The Mickler's Landing Beach parking lot, walkover, and all related facilities are closed due to the site being utilized as a staging area for beach restoration associated with Hurricane Matthew. Heavy equipment will be present on the beach until restoration efforts are completed. Visitors are encouraged to exercise caution when visiting Mickler's Landing Beach. The Mickler's Landing Beach parking lot will reopen Spring 2017. Improvements will include enhanced parking and access for pedestrians, emergency vehicles, and horseback riders, a new beach walkover, and native landscaping. For more information, please call 904.209.0322.
St. Johns County Hiring Beach Toll Attendants for 2017 Beach Season   
St. Johns County will accept Beach Toll Attendant applications between 9 a.m. and 12 p.m. on January 23, 25, and 27. Those interested in this seasonal position are encouraged to visit the Beach Services Office, 901 Pope Rd., St. Augustine, to obtain and complete an application. The season will begin the last week of February and end the last weekend in September. Toll attendants are responsible for selling vehicle beach access passes and providing customer service for St. Johns County beach visitors. St. Johns County Alpine Groves Park River Blessing and Beluthahatchee Park Tours    
St. Johns County is partnering with the Stetson Kennedy Foundation to host a River Blessing from 9 to 11 a.m. on January 28 at Alpine Groves Park, 2060 State Road 13. Residents are invited to participate in this ceremony inspired by early First Nations Native People and enjoy dialogue from the Matanzas and St. Johns River Keepers.
 
Immediately following the River Blessing, the Stetson Kennedy Foundation will host interactive tours from 11 a.m. to 1 p.m. of Beluthahatchee Park, 1523 State Road 13. Beluthahatchee Park is the only National Double Literary Landmark honoring author Stetson Kennedy and folksinger Woody Guthrie. For more information, please call 904.209.0348.
St. Johns County Offers Senior "Fitness in the Park" Program 
St. Johns County has partnered with the University of St. Augustine to provide Fitness in the Park, a free exercise program for adults ages 60 years and older, from 1 p.m. to 3 p.m. each Thursday from January 19 through April 13 (with the exception of March 2) at Canopy Shores Park, 804 Christina Drive. Occupational therapists and students from the University of St. Augustine will be on-site to provide individual fitness testing, assist participants in creating customized workout plans, and help achieve wellness goals for adults of all fitness levels. St. Johns County Hosts Bestselling Author Tim Dorsey
St. Johns County is hosting New York Times Bestselling author Tim Dorsey at 3 p.m. on February 3 at the St. Johns County Administration Auditorium, 500 San Sebastian View. Dorsey, author of Florida Roadkill, Coconut Cowboy, and multiple other top titles, will be speaking on his newest book, Clownfish Blues. This free event is open to the public. 2017 St. Johns Reads Program Features True Grit as Community-wide Reading Project
The St. Johns County Public Library System is pleased to announce Charles Portis' novel True Grit as the featured book for the 2017 "St. Johns Reads" community-wide reading project. To celebrate the program's 12th year, the County is hosting a St. Johns Reads Hootenanny event beginning at 4:45 p.m. on Saturday, February 4 at the St. Augustine Amphitheatre, 1340C A1A South. The event will feature music by the Wobbly Toms and a showing of the 2010 film True Grit. Doors open at 4 p.m.  In addition, a variety of programs will be staged at all six St. Johns County library locations throughout the month of February.
 
True Grit, a classic western novel, was first published in 1968 as a serial in the Saturday Evening Post, and made into the first of two film versions the following year. One of the few westerns told from the perspective of a woman, the classic story features 14-year-old Mattie Ross as she seeks retribution for her father's murder. Hastings Branch Library Offers Accredited High School Diploma Program 
The Hastings Branch Library is offering qualified community members the opportunity to earn an accredited high school diploma and credentialed career certificates through Career Online High School. Career Online High School is specifically designed to reengage adults into the education system and prepare them for entry into post-secondary career education or the workforce. The Hastings Library will award scholarships for Career Online High School to qualified learners looking to earn a high school diploma and advance their careers. St. Johns County Holiday Hours
Presidents Day
All departments of the St. Johns County Board of County Commissioners, St. Johns County Administrative offices, St. Johns County libraries, and the Pet Center will be closed Monday, February 20 in observance of Presidents Day. All offices will resume standard business hours on Tuesday, February 21.
 
Garbage, recycling, and yard debris collection will be not be affected. The Tillman Ridge and Stratton Road solid waste scale houses will remain open during standard business hours.
