Legislative Update:  Governor's Tax Plan Released

Governor Edwards released his tax plan last week. The main feature of the proposed policy is imposing a gross receipts tax or Commercial Activity Tax (CAT) on business. Corporations and limited liability entities with more than $1,500,000 in taxable gross receipts would be subject to this 0.35% tax. Cash discounts, returns and allowances deductions are allowed. The CAT tax is expected to bring in $800-900 million in revenue.
 
In return, Governor Edwards proposes to phase out the Corporate Franchise Tax and lower corporate income tax rates. The plan also calls to remove the 5th penny sales tax set to expire in 2018. The governor also wants to lower the rates for individual fliers but eliminate the Federal Income Tax deduction for Individuals. An expansion of sales tax on services is also in the suggested by the administration.

LHBA will monitor and plans to oppose any tax increase on business.
