President's Message

Dear CCCA Friends,

The legislative season is in full swing, and I can't think of a time in recent history when CCCA has been so actively involved in Sacramento. There is no greater evidence of this than the strong voices at work on SB 786 - a bill that will address overconcentration of rehabilitation facilities in residential neighborhoods. Coauthor Senators Tony Mendoza and Ben Allen have been critical to our efforts, along with a coalition of support from other associations who have joined us. There remains significant work to do on this front, but we have already made great progress.

Advancing legislation and tracking the activities of Sacramento has become a growing priority of CCCA, and to respond to that, I am pleased to announce that we have a new resource on the team at CCCA. Ilissa Gold has joined our team as a Legislative Analyst. Her primary responsibilities will be to support the Legislative Committee and track legislative matters for Contract Cities. She will also handle increased communication efforts for CCCA to update the membership on a full array of legislative and CCCA related initiatives.

Speaking of legislation, our marquee legislation for this year is SB 786 (see below for more info). We are asking all our cities to send your letter of support as soon as possible. Please click here for a sample letter.

The family of cities who have joined Contract Cities continues to expand with the addition of two more cities: Eastvale and Hermosa Beach. Adding member cities increases CCCA's reach and has several benefits for our members, including: greater scale in our activities, a louder voice in Sacramento, greater exposure for our Associate Members and increasing the number of new friends to network with at our events. I welcome both these new cities to our team, and want to thank Ali Sajjad Taj of Artesia for his tireless efforts to bring new family members to CCCA.

Since I last wrote to you, the Southland has held an election, and there are several new elected officials from member cities. These names are in addition to all the new people who were elected last November. For convenience, you will find a list of these newly elected officials below. When you have a chance to meet these folks, please give them a warm Contract Cities welcome and encourage them to be an active part of our important community.

I look forward to seeing everyone this month in my city of Malibu. Our staff have been working hard and landed a spectacular venue with tasty food and stunning vistas that offer a view of life on the edge of the Pacific. Please join me for the special outgoing President traditional dinner.

Residential Rehabilitation Concentration Bill Advances - SB 786

SB 786 is the California Contract Cities Association's signature piece of legislation for 2017, introduced by Senator Tony Mendoza and coauthored by Senator Ben Allen. This bill aims to address the problem of overconcentration of alcohol and drug abuse treatment facilities in residential neighborhoods, a longstanding legislative priority of CCCA. CCCA sponsored a similar bill in the last legislative session, AB 2403 (Bloom), which unanimously passed the Assembly Committee on Health, but was held in suspense in the Assembly Appropriations Committee. New Venue for Golf at Annual Municipal Seminar
Golfers at the AMS will have 
a new course to explore this
year. We are relocating our Annual Golf Tournament to the amazing Golf Club at La Quinta. The new course is about 15 minutes from the hotel and will give us much more flexibility for our tournament. This year, we are featuring a hole-in-one contest with a new car as the prize! Shotgun start is at 8 AM on Thursday, May 11th. The event will conclude with a reception and awards ceremony back at the Renaissance Esmeralda.

Associate Member Highlight

In addition to adding new Members, CCCA is adding new Associate Members. Our latest Associate Member is Commercial Bank of California. Board Highlight:


Mayor Sandra Armenta, CCCA Secretary Treasurer

Sandra Armenta has been involved in the community for many years through youth groups and community-based activities prior to being elected to the Rosemead City Council in March, 2009. She was instrumental in the development of the Public Safety CONNECTIONS Forum and the Beautification Committee. She also serves as the Vice-President for the League of California Cities Latino Caucus, the Secretary/Treasurer for the CCCA Executive Board and  as the city's delegate to various other boards. Throughout the years, as a Special Education Teacher, she has worked with parents who were unaware of the resources and programs available for their children. As a result, Sandra dedicated herself to work with her students' families to make them more aware of available resources. This experience, in part, provided a catalyst for her becoming a City Council candidate.

Associate Member Luncheon

We will be hosting an Associate Member luncheon on Thursday 27, 2017 from 11:30am to 1:30pm at the Norwalk Arts & Sports Complex and we would love for all of our members to join us. Lunch will include a roundtable discussion about the benefits of the Associate Members program and planning for our Fall Seminar and next year's Annual Municipal Seminar. Platinum members will receive two complimentary registrations, gold/silver members will receive one complimentary registration and bronze/friend/other will be charged a $25 registration fee per person.
