Rockville Construction Update


Planned Activities:
  • Mainline SR-9 asphalt removal and replacement is expected to begin as early as Monday, March 6.
    • Expect an increase in noise, vibration, and construction activity. 
  • Work hours will be extended during paving operations to maximize the equipment and project schedule. Work will begin at 7:00 a.m. and may extend as late as 9:00 p.m. until paving is complete.
  • Please help us complete this activity on-schedule. We respectfully ask residents not to park on SR-9 between 7:00 a.m. and 9:00 p.m. from March 6-20.
  • Final activities following paving include final lane striping and raising manhole lids. 
    • The lids require a concrete collar to hold the manhole in place. Metal plates will be placed over the lids once the concrete is poured to allow it time to cure - typically 3-5 days. These plates can rattle and create additional noise. We apologize for any inconvenience this may cause. The plates will be removed as soon as the concrete is cured.
Project Description: 
The section of SR-9 between the entrance to Rockville and just south of the Majestic View Lodge will be resurfaced and some of the shoulders will be widened between January and April 2017. 

Impacts:
Construction has been scheduled to occur during the lowest park visitation season and remains on schedule to complete by April 2017.  UDOT will maintain one lane of traffic at all times, to be controlled with flaggers and/or a pilot car. Delays of up to 15 minutes can be anticipated. 

Pedestrian Safety During Construction:
We want you to stay safe during construction. Crews are actively working in Rockville and are asking pedestrians and bicyclists to avoid work zones whenever possible. Please follow posted signs and flagger instructions or cross to the other side of the road when possible.

Springdale Design Update 

Thanks to those of you who were able to attend the open house in December. Below we've summarized the design changes since last spring and other concerns we've heard from you.  You can also check out the updated design anytime on ou r   SR-9 Story Map .

Design Changes
Ditches: UDOT has worked with the Springdale Historic Commission and Town staff to assess options regarding the ditches.  The majority of the ditches through town will be removed and memorial pavers or stamped colored concrete will be placed where ditches are removed.
Crosswalks/Pedestrian Access:  Three new crosswalks (near the Majestic View, Winderland Ln. and La Quinta) will be added to help provide  more safe crossing locations.
Lion Boulevard:  Space for  a le ft-turn lane from Lion Boulevard to northbound SR-9 will be added to accommodate traffic flow.
Parking:  The majority of on-street parking will be removed through town. Springdale Town is working on plans to address parking.  
Business Deliveries: The removal of on-street parking will also remove the areas where trucks are currently parking to make deliveries. 
  • Contact the Town of Springdale and the Planning Commission to offer your insights and to get more information on plans to address parking and deliveries.
Speed Limit: The speed limit will not be changed as part of this project. Several project features are expected to have a calming effect on traffic including
crosswalks, wider sidewalks and bike lanes, which together change the driver's perception of the roadway and make it look narrower. This change in perception has been shown to slow traffic. 

Other Concerns

Side Street/Property Access to SR-9:  The project team has heard concerns from area residents about access between SR-9, driveways and side streets.
  • Zion National Park is exploring options to update their main gate to improve traffic flow and access during the peak visitation times. More information will be provided as it becomes available.   
  • During SR-9 construction, access will be controlled by flaggers. Delays of up to 15 minutes are expected. The Springdale section is scheduled for construction from October 2017-April 2018, the lowest visitation timeframe, in order to reduce the impacts as much as possible.
Impacts to Private Property:  UDOT is working to keep the project improvements within the existing UDOT right-of-way whenever possible. Impacts to private property are expected to be minimal.
