Gorsuch's answer is worth watching in full.  The Bill of Rights, which includes the Second Amendment, exists purely to protect liberty.Sen. No surprise. Michigan's senators think unions are more important than people but corporations should not be handled in accordance with laws Democrats helped pass that treat companies almost as nice as people or unions. And heaven forbid we should have a Justice who enforces the Constitution instead of the "empathy" they demand, and mob rule of the goons they coddle.

ACTION ITEM: Write a letter to a local editor or phone into a talk show
Talking points: Judge Gorsuch is exceptionally well qualified to serve on the Supreme Court and Sen. Stabenow agreed in the past when she did not object to his previous nomination to the bench. It's time to stop these political games and I hope Sen. Stabenow and Sen. Peters will reverse their position and support Judge Gorsuch. (Thanks, Patrick)

Health Care: RyanCare Meltdown!

++ White House chief strategist Steve Bannon has privately expressed concern that the American Health Care Act (AHCA) betrays the populist voters who put Donald Trump in the White House - Publicly, Bannon has been working to help the bill pass. But privately he's talked it down in recent days. According to a source close to the White House, Bannon said that he's unhappy with the Ryan bill because it "doesn't drive down costs" and was "written by the insurance industry."  Article

++ Will Ryan survive as Speaker? Discussion About GOP Replacement to Paul Ryan as Speaker of the House Intensifies in White House, Congress. Republican officials in Congress and the White House are now openly discussing finding a GOP replacement to Rep. Paul Ryan (R-WI) as Speaker of the House, after Ryan failed to pass the American Health Care Act out of the House and misled the public and President Donald Trump when he promised repeatedly the bill would pass.
Ryan was caught on an audio file from October-obtained by Breitbart News and published a couple weeks ago-saying he is "not going to defend Donald Trump-not now, not in the future." Many allies of the president and several White House officials over the weeks since have confirmed that the president is concerned that Ryan may not have his-or his agenda's-best interests at heart. Ryan's failure to deliver the votes on healthcare cement Trump's skepticism of Ryan, they say.
White House sources said that the president is very frustrated with Ryan and feels that he has saved him multiple times already. After the election in November, it was widely reported that there were enough Republican votes to remove Ryan as Speaker-and the only reason conservatives kept him is that Trump won the election and embraced Ryan. But now Trump may perceive Ryan as a burden rather than someone who can help enact his agenda. Article
It has gotten so far along in the process that alternative names are being thrown around-anyone from House Freedom Caucus chairman Rep. Mark Meadows (R-NC), to former Freedom Caucus chair Rep. Jim Jordan (R-OH), to House Majority Leader Kevin McCarthy, to House Appropriations Committee chairman Rep. Rodney Frelinghuysen (R-NJ)-to Reps. Darrell Issa (R-CA), Marsha Blackburn (R-TN), and Peter Roskam (R-IL), according to one senior House GOP aide.

++ Interesting read on the Appropriations Committee Chair Frelinghuysen. Every Frelinghuysen generation has served in Congress from 1793 to present day. Ancestors served in the Continental Congress of 1779 and with General Washington.  Link  More on Rodney

++ Louie Gohmert: GOP Leadership 'LIED' to Trump About Obamacare - The prices of premiums will likely go up 75% or more. House GOP leadership, led by Speaker Paul Ryan, are lying to President Trump that Obamacare can't be fully repealed and still comply with the Byrd rule in the Senate. We have been told for weeks they cannot depend on the Senate parliamentarian, but he has not been asked. The parliamentary decision will be made by Pence or McConnell... I can't support a bill that will do more bad than good.  Video

++ Sen. Ted Cruz - I will never vote for a plan that will increase insurance costs... If Premiums Keep Rising After Obamacare Repeal, People Will 'Tar and Feather Us in the Streets'...the House bill only touches 2 of 12 Obamacare mandates...we need to repeal those mandates to lower costs... the three bucket plan will never pass - it requires eight Democrat senators to vote for it. You can't get eight Democrats to agree on saying good morning...bucket 3 is a suckers bucket - put it in #1 and get it done. . Link

++ Sen. Rand Paul on his plan Video

++ One Sentence REPEAL - Rep. Mo Brooks, a Freedom Caucus Republican from the 5th Congressional District in Alabama, has filed a one-sentence bill to completely repeal Obamacare. The bill, titled the "ObamaCare Repeal Act," simply reads:
"Effective as of December 31, 2017, the Patient Protection and Affordable Care Act (Public Law 111-148) is repealed, and the provisions of law amended or repealed by such Act are restored or revived as if such Act had not been enacted." (Thanks, Isabelle)

++ Throughout the Ryancare debate, the House's Republican leadership has wrongfully depicted the Senate parliamentarian as a cruel schoolmarm, eager to smack her yardstick across the knuckles of any GOP effort to give Obamacare the full-throated repeal and replacement that Republicans have promised for years.
But this scaricature appears badly overblown. Senate Parliamentarian Elizabeth MacDonough seems more like a fair-minded judge, happy to weigh Republican arguments for why the Senate should consider broader repeal-and-replacement language under filibuster-proof reconciliation rules.
They had not asked her! Senator did, and reported: "The parliamentarian said, there's not necessarily any reason that would categorically preclude you from doing more, both on the repeal front and the replacement front. All sorts of things are possible."
Even if she did, Vice President Mike Pence may exercise his statutory authority under the Congressional Budget and Impoundment Act of 1974 to overrule the parliamentarian and decide that any combination of X, Y, and/or Z is in order. Unless 60 senators vote to reverse the chair, Pence's decision would stand, and the Senate could include X, Y, and Z (or a blend thereof) in the final bill. It then could pass the measure with 51 votes.  Link

++ The reason Obamacare won't die, and that Ryancare can't win, is that you cannot reconcile socialism and liberty - not in medicine, and not anywhere.
(Dr. Michael Hurd opinion)
Liberal Republicans reportedly won't accept an all out repeal of Obamacare for the same reason Democrats don't - because it reduces Medicaid.
This whole debate over Obamacare always was, and remains, about Medicaid expansion. Medicaid rests on the premise that government owes everybody health care, and that health care is a right with which you're born. It's socialist. If you're open about your socialism, as most Democrats are now, that's one thing. But you can't claim to be a "free market, limited government" Republican while still upholding socialism, on the other hand. That goes for Donald Trump, or for anyone.
The only way to uphold or restore freedom in medicine is to uphold freedom, liberty and individual rights in general. Like it or not, you socialist Democrats and phony free market Republicans out there, socialism and liberty are total opposites. If you insist that health care is a right, then you're also insisting that somebody else be forced to pay for it. That means the person getting the free health care has extra liberty, and that you or I, or whoever pays for it, has less liberty. There's just no getting around it.
Last time I looked, the 13th Amendment rules involuntary servitude as against the law in America. If involuntary servitude is wrong and illegal, as well as against the Constitution, then by what right do we uphold Medicaid in the first place, much less the Medicaid expansion required first by Obamacare, and now the failed Ryancare? William Gavette - We are getting into a very dark place. When leaders openly advocate to violate our laws, there is a name for that...Either we have laws or we don't. At some
point, people will disregard all laws and the genie will be very hard to put back in the bottle.  se·di·tion - conduct or speech inciting people to rebel against the authority of a state or monarch.
Gene Clem  - My fear all along. When it becomes obvious that the federal government is lawless, well why should anyone else abide by their laws? The feds have been ignoring the laws for years and it just became rampant under the Obama administration. Once the 'Bubba's' figure out that they are on their own they will enforce the law of the jungle.
Jennifer McArdle Knapp - The difference between how the different networks put
 forth their stories is hysterical.
FOX "First Lady Melanie Trump Takes part in Intl Women of Courage Award Ceremony"
CNN "Melanie Trump makes rare appearance at State Dept"
MSNBC "First Lady makes rare public appearance to present awards"
They can't hide their disdain. No chance in hell they'd even mention it has to do with positive promotion of women. But they aren't biased. They aren't bitter angry people. The media is this country's biggest enemy
E mery W. McClendon - Transgressive, Trans-snowflake, Transgender, Transracial, Transgressor!  What's next?
Ken David   - As a Christian I am offended that I am expected to keep my faith hidden as to not offend those who aren't Christian. Why does the minority supersede the majority? We are a Republic you know.
Dan Tollis   - An average family cost for current health coverage runs about $11000.00 per year, with an average deductible of $8000.00   Then add in the co pays
They would spend over 19000 before the "insurance" would be effective....
Now that same family could put say 5k in a HSA. Buy a catastrophic policy at about 2k annually and for routine doctor visits budget about $700
Now you have affordable healthcare
Paul K. Walker - Leaving  #ObamaCare  to implode, was the best course of action. The Dem's own it!
Tom McMillin - the "limited time" is bogus. the GOP is in charge. they set the timeframe. the leadership used an old tactic of creating a false, quick deadline to try to strong-arm members to vote for a bad bill.
Tim Kuhn It's really a tragedy that anyone was somehow given the mistaken impression that government has any role to play in providing health care or insurance!
Zach Eineman - Reince Priebus stated that since the healthcare bill never made it, maybe it's time to work with some moderate Democrats. There you go Republicans, there's your great conservative administration! They'd rather reach out to the Dems, than the Freedom Caucus lol.  (right out of the Snyder play book?)
Dawn Lancaster  - I think the Democrats actually wanted the Republicans to pass the Repeal/Replace O'Care bill, but not for the reason you think. (Indeed. When premiums go up another 75% few Republicans would get elected.)
Joe Blowski - There are almost 200,000 more illegals living in LA than the entire population of Detroit. Think about that. Almost 900,000 illegals.
How much of your tax dollars are they diverting from legitimate causes every single day? Deport them all. Every last one. We can find better things to spend the money on.
Tim Bos  - Even more distressing is the fact that they and all other illegals are counted in the census, and the elevated population counts are used to determine how many congressional seats are awarded to California. Bottom line: California has at least 5 more seats than they should have. (and five too many electoral votes!)
Susan Jane Goldner  - Selling organs of fetus is not a crime? But recording conversations with organ traffickers (aka #PlannedParenthood) is a crime? #PinkOut
Babette Holder - 15 felonies for CMP activists' recordings, recordings! But PP gets away with murder! Tell me that not only sounds so wrong but is an abomination towards humanity! I can't even wrap my brain around the logic!

COMMENT: We do not agree with Trump loyalists that not supporting RyanCare was disloyalty. We think conservatives saved President Trump and the GOP by fighting for a better deal, in the Trump way!  We think Ryan deceived Trump alleging the Senate Rules were a limitation where they are not. The Ryan bill would have increased premiums 75% over the next three years. It left 10 of 12 Obama mandates in place. Such a scenario would have been a disaster at the 2018 elections and Trump would be dealing with a Democrat congress. The man is brilliant, but not even he walks on water. People in his own Adminstration, like Steve Bannon, were very fearful of the bill passing. Pence showed the right attittude - we will improve it and get it done.
There are responsible health care options
++ A new kind of doctor's office charges a monthly fee and doesn't take insurance - and it could be the future of medicine - It's called direct primary care, and it works like this: Instead of accepting insurance for routine visits and drugs, these practices charge a monthly membership fee that covers most of what the average patient needs, including visits and drugs at much lower prices. WHOA!!! Members of Congress make commitments when they run for Congress.
It is principled for them to honor campaign promises.
The President was among those who promised to repeal ObamaCare.
Let's get it done!
Darrin Moore - Yuuuuge mistake, President Trump, labeling the Freedom Caucus as the political enemy akin to democrats. He just threw the Tea Party overboard.
Politics is the art of the possible, and winning in politics is only possible if you practice politics as the art of addition, not subtraction, and certainly not division. He needs to hold the center and unify the right, not splinter it. Does he even know  who his base is anymore, and does he care about it?
The Left will always hate him, the squishes and moderates were confused about him, we thoroughgoing conservatives have always been suspicious of him, but the libertarians were at least hopeful about him, and the alt-right really isn't big enough to pass gas. He got elected attacking the establishment and has quickly become the establishment he himself attacks. He is now his own worst enemy. If he keeps this up, even he will hate himself.

++ Podesta Group Paid By Russian Bank During Clinton Campaign - while Democrats keep alleging the Russians interfered with the 2016 election we read again about the brother of Clinton's campaign manager. Recent revelations show Sberbank, Russia's largest bank, has given huge amounts of money not to the president, but to Democratic insider John Podesta's brother, Tony Podesta.
"Sberbank is if not the largest Russian bank, one of them. It featured heavily in the Clinton Cash book as the bank that helped arrange the purchase of Uranium One. So it's a bank that's very active in Russia, very tied into the Russian oligarchs..." More  (Thanks, Dawn

++ Sanctuary = breaking laws. President Donald Trump signed and Executive Order earlier today to bring Connecticut Governor Daniel Malloy into a Federal Courtroom. President Trump stated that the lack of cooperation with ICE agents and his federal immigration orders of enforcing the deportation of illegal immigrants has reached a boiling point. Trump stated "The direct acts of Governor Malloy is in contempt of federal law and is illegal and I will see to it he is brought up on these charges and we will decide if impeachment may be a reasonable manor of dealing with this" Trump also cited the city of Hartford and many other "Sanctuary City's" within Connecticut as being in direct violation of federal law and instigating tension between local and federal law enforcement. Malloy is due in Washington D.C. Federal Supirior Court early next week. Link, Kimberly

++ PROPERTY RIGHTS - Supreme Court hears precedent-setting case - The Supreme Court on Monday heard arguments in a high-stakes legal battle over a tiny waterfront lot that could affect how courts weigh whether government has illegally taken private property.  THE ISSUE IS WHO OWNS AND CONTROLS YOUR PROPERTY!
The owners of the waterfront land in Wisconsin claim that St. Croix County, through a decades-old environmental regulation, has taken their private property without compensation. Property rights advocates and several states have leapt to their defense, arguing that the case is important for maintaining rights for landowners across the country.
On the other side, Wisconsin and St. Croix argue that lower courts were correct in rejecting the claims. They are supported by the federal government and several other states. John Echeverria, a takings expert at Vermont Law School, said Murr v. Wisconsin could end up becoming one of the most important property rights cases ever decided by the Supreme Court. they were told they couldn't sell the property. Congress added the St. Croix River to the National Wild and Scenic Rivers program in 1972, and an ensuing county ordinance based on state regulations required a total area of at least an acre to develop. The 1975 ordinance, which required subtracting wetlands and floodplains from the total land area, meant the Murrs' vacant lot was too small to develop. The key question justices will grapple with is how courts should weigh whether an uncompensated taking of private property has occurred in violation of the Fifth Amendment...the court may say, "Why can't these poor people build their house?"
One immediate effect of the case could be in deciding a separate pending property rights case in front of the Supreme Court. In that case, Lost Tree Village Corp. v. United States, the government asked justices to review a lower-court decision that found the government liable for $4.2 million after it denied a real estate company permits to fill in wetlands. The developer, Lost Tree Village, had argued that a coastal parcel in Florida would be worth $25,000 without the necessary permit and $4.8 million with it after being developed into a residential property.  More

NOTE: PROPERTY RIGHTS will be a significant issue at MiCPAC 2017 in Holt, Michigan, April 29, 2017.  We are flying in from Tennessee John Anthony, author and head of Sustainable Freedom Lab, an expert on government restrictions, takings and regulations that limit our liberties and freedom, as unelected governmental boards and commissions creep into more and more control.
Lori Green of our Property Rights Task Force will report out findings on how we are losing personal and property freedoms through regional, county, and township regulations. And, we think Rep. Jim Runestad will join us with a brief on how conservatives are fighting for freedoms in the Michigan legislature.

++ Public education in Michigan is broken. Even Michigan's liberal and "moderate" establishment concludes this. But Gov. As early as fourth grade, Michiganders underperform their peers, ranking 41st on fourth grade reading performance nationally. Michigan is one of only three states that has seen a decline in fourth grade reading achievement since 2003.

Snyder says PreK he presumes to tell women what they can eat and do while bearing a child, and when he says PreK-20 he means that taxpayers should be on the hook for lifetime education for everyone. It is a utopian scheme anchored with a blind eye to why a collective education system stifles greatness and rewards failure. Frankly, we do not feel the Governor has a clue as to what might work, but he intends to rush there fast and with breakneck spending increases.
The report concludes that Michigan's higher income and white students are also among the worst performing in the country ranking 48th - 7 states worse that the lower income statistics. Those among our readers that defend their home districts are most likely deceiving themselves. Maybe YOUR children are the exceptions, certainly some teachers are high quality and doing their best, but as a society we are failing.
Our Conservative Education Task Force has proposals of our own and will further report on the Governor's commission in future issues.   Governor's Full Report

++ Snyder opposes Trump/Ryan Health Care revisions - lobbies Congress Michigan Gov. Rick Snyder is among a group of GOP governors who told congressional leaders Thursday they don't support the current version of House Republicans' replacement health care bill, urging them to give states greater authority to revise Medicaid programs they expanded.
"It provides almost no new flexibility for states, does not ensure the resources necessary to make sure no one is left out and shifts significant new costs to states," wrote the governors, including Snyder, John Kasich of Ohio, Brian Sandoval of Nevada and Asa Hutchinson of Arkansas.
All four lead states that expanded eligibility for the Medicaid health care program for the poor with federal funding under a Democratic health care law signed by former President Barack Obama. The federal government initially fully financed the expansion, but the states are gradually being forced to finance a small share of the expense under current law.
But the House plan cuts federal Medicaid spending and would cost Michigan $530 million to maintain its Medicaid expansion program by late 2019, an amount that would   trigger its end under state law, according to a new Senate Fiscal Agency report.
The U.S. House proposal would reduce Medicaid funding paid to the states about 25 percent. President Trump and HHS Secretary Price agree to give states more flexibility. More

++ House Bill 4070: Revise government eminent domain takings detail. Passed 76 to 31 in the House on March 28, 2017  To require state agencies to pay attorney fees and court costs of private property owners if a "governmental action" results in a loss of value and the department or agency failed to consult guidelines on government takings promulgated by the Attorney General. Also, to apply these rules on "takings" to all state departments, not just the Natural Resources, Environmental Quality, and Transportation departments. How they voted!

Rick Jones (R) on February 15, 2017To pay for state theft authority to revise the basis on which auto insurers are assessed (taxed) to support a government auto theft prevention authority, by also applying the assessments to commercial vehicle policies.    Text

Tim Greimel (D) on February 23, 2017 To increase the state income tax personal exemption from $4,000 to $6,000. It is noted a Republican bill is pending that would increase the exemption to $ 4,400, a savings of about

++ House Bill 4253: Accelerate vehicle trade-in "use tax on the difference" Introduced by Rep. Michael Webber (R)  To accelerate the 24-year phase-in of a 2013 law that exempted from use (and sales) tax the value of a trade-in when buying a motor vehicle, titled watercraft or recreational vehicle.

++ House Bill 4266: Exempt home use and de minimis farm sales - Introduced by Rep. (Long overdue!). HB4266
We thank Mackinac Center for Public Policy for alerts on bills!

++ New Bill That Could Repeal Common Core - Michigan would reject the Common Core State Standards, adopt Massachusetts' standards from the 2008-09 school year and give parents the right to opt their kids out of any testing if they see fit under legislation that faced mixed reviews during legislative hearings.
The bill, sponsored by Rep. Gary Glenn, R-Midland, and backed by 28 fellow House members, is the latest attempt to repeal the Common Core standards in Michigan. Previous efforts have faltered.  But this effort could have some momentum, given President Donald Trump is anti-Common Core and the two newly elected members of the State Board of Education - Tom McMillin, R-Rochester Hills, and Nikki Snyder, R-Pinckney - favor repealing Common Core. More

++ bill package (HB 4148 - 4157) will make the executive branch subject to the Freedom of Information Act (FOIA) and create a similar records disclosure system for the state House and Senate called the Legislative Open Records Act (LORA). The package is similar to legislation that was put forth by House members in 2016 that did not have the opportunity to reach the Governor's desk before the conclusion of the 2015-16 legislative session. (Thanks, Martin)

An Invitation - A lot has transpired in the last year! Although we never thought we lost it, We have our groove back! We have renewed hope for America returning to its greatness and to traditional values. Thank YOU! Now for Michigan.... Will we work together. or be plowed under?
MiCPAC 2017 will help us move to more: Conservative Governance. We have had MANY successful campaigns, giving us many elected officials in the legislature, county, township, school boards and city/village offices. Some officials we helped elect are doing great things. Lower ing taxes, increasing transparency, improving governance. We will meet some of them and hear some of their stories. We will discuss ethics in office and politics, and how to stay true in the face of so much temptation and pressure. We will discuss a conservative agenda in the legislature and our fundamental programs - Operation Watchdog, Projects Kirk and Friedman, and how they are designed to assure conservative governance. We will have at least one presentation on pressures the Federal government is putting on Michigan, probably the forced settlement of un-vetted aliens and refugees. We have a lot to be proud of. Let's learn from it and grow!

Project Kirk is designed for us to better understand the true precepts of what he called "The Permanent Things." Russell was the writer that Reagan, Goldwater, Wm. F. Buckley, Jr. and so many others read and referred to as the founder of modern conservatism. Share his wisdom with others

Kirk on The 10 Principles of Conservatism:  Link

"To the permitted brat with the permissive parents, few appetites are denied, and he grows up ignorant of the norms of human existence. Never learning in childhood that certain things exist which we ought to fear, he slides into physical maturity, bored, flabby in character, and moved by irrational impulses toward violence and defiance, the consequence of a profound disorder in personality." -- Russell Kirk,

Dr. Lee Edwards on Dr. Russell Kirk: Kirk argued that conservatism is based on six canons:
  1. A divine intent as well as personal conscience rules society, "forging an eternal chain of right and duty which links great and obscure, living and dead."
  2. Traditional life, as distinguished from "the narrowing uniformity and equalitarianism ... of most radical systems," is filled with variety and mystery.
  3. Civilized society requires orders and hierarchy-"if a people destroy natural distinctions among men, presently Buonaparte fills the vacuum."
  4. "Property and freedom are inseparably connected."
  5. "Man must put a control upon his will and his appetite," knowing that he is governed more by emotion than reason.
  6. "Society must alter ... but Providence is the proper instrument for change."  Read More
