Millennials are moving to America's cities - and not just the biggest ones. While places like New York City and Los Angeles remain millennial magnets, research from the Urban Land Institute shows that smaller cities, from Virginia Beach, Va., to Riverside, Calif., are actually seeing the most relative growth in their population of 25-to-34-year-olds.

Virginia Beach - Norfolk - Newport News, VA-NC and Richmond, VA ranked the top two cities in the country for millennial population growth.

HOPEWELL - City Manager Mark Haley on Tuesday night notified City Council of his intent to retire in the coming months, anticipating an end to an almost four-year chapter of Hopewell's history.

No firm date has been set for Haley's retirement, although the city manager stated that he would like to remain in his position until the fiscal year 2018 budget is passed, a new finance director is in place and the city's long-overdue Comprehensive Annual Financial Report for FY2015 is completed.

"I want to leave a nice clean plate," Haley said.
