Alliance Prepares To Engage in 2x  Funding Push For Education

The Issue 
One of the hallmark advocacy policies for the Northern Michigan Chamber Alliance has been to narrow the funding equity gap in per pupil funding of school districts around the state.

Historically, the Alliance has advocated for the 2x formula - where school districts receiving the minimum per pupil allowance would receive two times the amount of increase as school districts receiving the maximum allowance.  The policy behind it is to close the gap between the minimum and maximum districts.  Currently, the minimum districts receive $7,511 per pupil, while the maximum districts receive $8,229 per pupil - a gap of $718.

The Problem 
* In his FY 2017-18 budget recommendation, Michigan Governor Rick Snyder called for an allowance increase using the 2x formula - $50 increase for maximum, $100 increase for minimum.  (Gap $668)
*The Senate K-12 appropriations subcommittee also agreed to use the 2x formula in doling out an allowance increase - $88 to $176 per pupil.  (Gap $630)
*The House K-12 appropriations subcommittee, however, passed budget that did not include use of the 2x formula.  Instead, they voted for a $100 across the board increase per pupil.  (Gap $718)

With a growing workforce shortage in northern Michigan, educating our students to meet northern Michigan's growing employment needs is critical.  This continued equity gap represents dollars that are not going to our students, for no other reason than that's how it's always been.

MEET CHAMBER AMBASSADOR KRIS SCHAPERKOTTER 
Kris said she was thrilled when she was invited to become a Chamber Ambassador two years ago.  "When I was growing up in Charlevoix both of my parents were active in the Chamber and I gained an appreciation of the importance of supporting our community through them".  "I think one of the most important things the Chamber does is to foster a feeling of community for both residents and visitors.

As a Chamber Ambassador, representing her husband's practice, Dr. Thomas Schaperkotter, Optometrist,  Kris enjoys helping with Chamber events when she can and is always interested in the information that is shared and discussed at the Ambassador meetings.

Kris is a retired educator, having taught English and Psychology for 30 years; most of them at the Charlevoix High School.  In her free time she love to garden, read and spend as much time as possible enjoying summers at the lake.  "Charlevoix is a wonderful place to live!  We are surrounded with natural beauty, good people, and the perfect combination of sun and snow.  What could be better!

MAP ART / POINTS OF INTEREST 
The Charlevoix Circle of Arts will be opening a new exhibition on May 5th from 5-7pm called: Points of Interest.  The theme of this exhibition is based on the concept of creating artwork using maps.  Maps can embody many forms from guides to places, inner thoughts or favorite memories.  Throughout the month of April, interested artists are encouraged to enter their work online until April 30th.

Points of Interest is an intriguing exploration into the concept of mapping one's world whether it be incorporating shards of maps, map overlays, routes to favorite coffee shops, painted maps, sculptural maps, hot spots, textile maps, mosaics, maps of a journey through a great piece of work!

FREE SCREENING OF "BEING MORTAL" A FILM THAT EXPLORES END-OF-LIFE CARE 
Hospice of Northwest Michigan is holding a free community screening of the documentary "Being Mortal" on May 4, 2017 beginning at 6pm at the Charlevoix American House located at 615 Petoskey Avenue, Charlevoix.  After the screening, audience members can participate in a guided conversation on how to take concrete steps to identify and communicate wishes about end-of-life goals and preferences.

"Being Mortal" delves into the hopes of patients and families facing terminal illness.  The film investigates the practice of caring for the dying and explores the relationships between patients and their doctors.  It follows a surgeon, Dr. Atul Gawande, as he shares stories from the people and families he encounters.  When Dr. Gawande's own father gets cancer, his search for answers about how best to care for the dying becomes a personal quest.  The film sheds light on how a medical system focused on a cure often leaves out the sensitive conversations that need to happen so a patient's true wishes can be known and honored at the end. NORTH CENTRAL OFFERS ARCHAEOLOGICAL DIG IN ISRAEL
North Central Michigan College is offering individuals the opportunity to participate in an archaeological dig in Israel this summer.  This field school dig will run July 9 through August 8 with a two, three or four week option.  Join North Central instructor, Owen Chestnut, in valuable archaeological excavations at Ashdod-Yam.  Mr. Chesnut is the head archaeologist at the site of Ashdod-Yam, a port city for the Iron Age (700 BC) and one of the five major Philistine cities.  Excavations focus on finding evidence for Assyrian occupancy at the site.  Tours around Israel to Jerusalem, Masada and the Dead Sea will also be offered on the weekends.  More

Munson Healthcare Charlevoix Hospital and the City of Charlevoix are joining forces to co-sponsor a special event for area seniors.  Focused on gathering broad input regarding elements of an "age-friendly city", the event will provide a comfortable, fun format for seniors to share their thoughts and ideas.

The Charlevoix Library (Rooms A&B) will be the site of the event to be held on Wednesday, April 26 at 1:00pm.  An opportunity to vote on what components are the most critical needs for our city will be part of the afternoon's program and results of the forum will be shared widely.  This will act as the basis for a planning process involving the Health Department, City, Hospital and many others throughout the community. North Central Michigan College's Lecture Series will feature internationally-renowned neuroscientist and biological anthropologist, Dr. Helen Fisher, on Wednesday, April 26 at 7pm in the gymnasium in the Student and Community Resource Center on the Petoskey campus.  This lecture is free and open to the public.  Doors open at 6pm and Dr. Fisher's topic will be "Is Technology Changing Love?"
