Thank You Mayor Smolinski, Job Well Done
|

After six terms and 24 years as Mayor of the Village of Roselle, a great leader and friend to the DuPage Mayors and Managers Conference, Mayor Gayle Smolinski, has decided her sixth term will be her finale. Her tenure as Mayor will be followed by more time spent with her beloved family.
As a member of the Conference, Mayor Smolinski has been a true asset and active participant. She has served the Conference as President (twice) and Vice President (twice), as well as Director and member of the Intergovernmental Relations Committee, and Director and member of the Legislative Committee. She has also been a driving force at numerous Springfield Drive Downs, Mayors Only Coffees, Coffee Breaks with Legislators, and Annual Golf Outings.
It wasn't until recently that the Metropolitan Mayors Caucus Executive Board existed without Mayor Smolinski as a member. Serving since its inception in 2002 until 2015, including as Chair between 2006 and 2007, Mayor Smolinski helped tackle such regional challenges as school funding reform, O'Hare Airport expansion issues, pension reform, the Chicago water rate increase, and the consolidation of NIPC and CATS into CMAP, among many others.
The Conference and its membership has truly benefited from Mayor Smolinski. She has been a valuable resource towards the Conference promoting excellence in municipal government and lending an irreplaceable amount of knowledge and skill whenever the duty calls. The Conference thanks Mayor Smolinski for her extraordinary service and a job well done and wishes her the happiest of retirements.

Thank You and Best Wishes to Villa Park President Deborah Bullwinkel
As President Bullwinkel's term comes to a close, we would like to thank her for her hard work and commitment in helping to build a stronger Conference. Her involvement includes the Board of Directors, the Legislative Committee, the Annual Golf Outing, and as a participant in multiple Springfield Drive Downs. President Bullwinkel has also served the Metropolitan Mayors Caucus as an Executive Board member and an Environmental Committee member, as well as a DuPage Convention and Visitors Bureau Board member.
President Bullwinkel's interest in local government grew out of her involvement with local clubs and organizations. After attending a few Villa Park board meetings with concerns about the conditions of Villa Park streets, others in the community approached her inquiring if she would consider running for a position on the Village Board. That was the spark that started her involvement. In 2009 Deborah Bullwinkel became a Village Trustee and in 2013 was elected Village President.
We appreciate the energy and devotion President Bullwinkel has brought to the Conference. Thank you for your contributions and best wishes in all your future endeavors.

Thank You Glen Ellyn Village President Alexander Demos
The DuPage Mayors and Managers Conference would like to thank Village President Alex Demos for his time served as a valued member of the Conference. During his tenure, the Village of Glen Ellyn has been recognized for a variety of achievements. In 2016, the Village broke ground on a new police station and was also recognized as a Leading Green Power Community. More recently, Glen Ellyn was selected as the "Most Picturesque Small Town in Illinois."
President Demos and Glen Ellyn have always been strong supporters of the Conference with members serving on the Regulatory Issues Committee, Managers Committee, Transportation Technical Committee, and the Ad Hoc Public Works Directors Working Group. The Conference will greatly miss President Demos and wishes him luck in his future endeavors.

Best Wishes and Farewell to Lemont Mayor Brian Reaves
In May 2017, we will say good-bye to Lemont Mayor Brian Reaves. His contributions to municipal government and public service span many years and include numerous accomplishments, including strong residential and business development, increased bicycle accessibility in the Lemont downtown area, and the clearing of over 8 acres of invasive plant species using 650 plus volunteers with support from the Citgo/Heritage Quarries Recreation Area (HQRA) partnership . Mayor Reaves was elected as the Mayor of Lemont in 2009. Prior to becoming Mayor, he served as a trustee and chair of the Village Board's Finance Committee. In October of 2013, he was appointed to the Commuter Rail Board (Metra) as a Director and was reappointed for a four year term in 2015.
Mayor Reaves is also involved with our fellow councils of government. As a member of the Board of Directors of the Will County Governmental League, he chairs the Legislative Committee. In addition, he serves as President of the Northern Will County Water Agency and has been a member of the Metra Heritage Corridor Alliance since 2009.
Mayor Reaves has been involved in various transportation issues over the past several years and previously served on the Transportation Committee and Legislative Committee of the Southwest Conference of Mayors. We wish Mayor Reaves success and safe travels as he begins his East Coast chapter.

Annual Springfield Drive Down

Did you know that the Conference's annual Springfield Drive Down on April 25 and 26 is only $315 per person?
This price includes transportation to and from Springfield on a chartered bus, two luncheons, a reception and dinner with legislators, and lobbying activities at the Capitol. If that's not enough, Lieutenant Governor Evelyn Sanguinetti and Representative Patti Bellock will address attendees during meal-time AND members will meet with Governor Bruce Rauner (Mayors only), Senate Leader Christine Radogno, and House Leader Jim Durkin.
To best suit your needs, the Conference is offering multiple Drive Down options. For two days in Springfield, whether you take the bus or drive yourself, the prices is $315 per person. If two days doesn't fit your schedule, you may also opt for one day in Springfield, which includes a luncheon, reception and dinner with legislators, and lobbying activities on April 25, for $120 per person.

Elmhurst Holds 21st Annual St. Patrick's Day Parade

On March 4, Grand Marshall Elmhurst Mayor Steve Morley led Elmhurst's twenty-first annual St. Patrick's Day parade. Featuring over 80 floats, distinguished guests, marching bands, Irish dancers and local team mascots, the parade is ranked as the second largest St. Patrick's Day parade in the Chicago area.
Honored guests included the Governor Bruce Rauner, State Representative Patti Bellock, State Representative David Olsen, and DuPage County Chairman Dan Cronin.

Chicago Fire Television Show Films in DuPage County
The cast and
crew of NBC-TV's Chicago Fire spent the entire day in Westmont filming portions of an episode that aired on Tuesday, February 14, 2017 at 9:00 p.m. The production crew shot scenes at the Fire-Police Facility at 500 N. Cass as well as the Chicago Prostate Center on Pasquinelli Drive.
"Not only was it fun to have the TV show shoot in our community," said Mayor Ron Gunter, "but through the production fees we received, it was agreed that we would make donations for our Fire Safety Trailer, our Burn Camp Fundraiser, and our Emergency Management Agency. We did our best to accommodate requests while never compromising our services to the community."
Chicago Fire has also filmed in Elmhurst. Episode 22, during season 3 was filmed at the Elmhurst Quarry.

Bartlett Named Among Top Ten Safest Cities
The Village of Bartlett was named one of the top ten safest cities in America for 2017, according to a new report by Neighborhood Scout. The Village was ranked ninth overall. The Neighborhood Scout based its rankings on the total number of crimes that occurred and were reported to the Federal Bureau of Investigation (FBI) during the previous year, as well as the population of each city.
Other Conference member municipalities listed among the top 100 safest cities included Wheaton (32), Hanover Park (37), Elmhurst (82), and Carol Stream (89).

Aurora's Downtown Bike Lane Named One Of The Best Bike Lanes of 2016
A national bicycling organization, PeopleForBikes, has recognized Aurora's recently opened downtown protected bike lane as one of the top five best bike lanes in the country
. PeopleForBikes worked with industry experts to review the country's newest bike lanes, with an extra emphasis on those that helped to connect bike grids in their respective communities
. Aurora ranked fourth in the national review. Other cities in the Top 5 include New York City (5), Tallahassee (3), Chicago (2) and Seattle (1).

DuPage Convention and Visitors Bureau (DCVB)
Suburban Chicago generates $94 million in state hotel tax receipts for Illinois, providing nearly double the hotel rooms that Chicago does and returning $7 for every $1 invested. That's the message that the DuPage Convention & Visitors Bureau has taken to Springfield as they lobbied state legislators to provide robust tourism funding.
"Tourism is an important economic driver not only for DuPage and the collar counties, but for all of Illinois," said Beth Marchetti, Executive Director of DCVB. "By funding tourism, state legislators are in turn investing in their local communities." Last year, DuPage received $1 million in funding from the state, and in turn generated $18 million in state hotel tax for the state's economy.

DMMC Transit Oriented Development Workshop
The Conference is excited to be hosting a Transit Oriented Development Workshop on Monday, April 10, 2017. DuPage County is continuing to mature and experience increased traffic congestion as well as depletion of places to accommodate new homes and businesses. However, there is a trend in community development that allows communities to mitigate both of these issues. Known as Transit Oriented Development (or TOD), this urban planning tool encourages vibrant, livable, sustainable, car-optional communities for residents of all ages and incomes. With an evolution in mobility upon us, including an ever changing ride sharing industry, a continual desire from residents to be less reliant on their cars for transportation, as well as a future that could see autonomous cars, TOD allows communities to meet these changes with compatible land use to help them thrive.
The workshop will have presentations from Than Werner, Planning and Zoning Administrator for the City of Elmhurst, Kendra Freeman, Manager for the Metropolitan Planning Council, Colin Murphy, Researcher for Shared-Use Mobility Center, and Kristen Andersen, Principal Planner for Metra Commuter Rail.
Whether you are a mayor, manager, or community development staff member, this workshop will provide insight from peer DuPage communities and transportation industry experts about what TOD is, how it has benefited DuPage communities, and how it could benefit your community.

CMAP CMAQ Call For Projects
DMMC received 15 applications for CMAP's FY2018-2022 CMAQ/TAP call for projects. Among the projects submitted are seven for bicycle/pedestrian projects, two for emissions reduction projects, two for intersection/interchange improvement projects, two signal systems projects, one road modernization project, and one "other" project. The total amount of CMAQ funding sought is approximately $55 million. Applicants included the City of Naperville, the Village of Woodridge, the Village of Roselle, the Village of Carol Stream, the Village of Westmont, the City of Elmhurst, DuPage County, and the Forest Preserve District of DuPage County. Projects that have been awarded CMAQ funding will be notified in November.

CMAP 2017 Future Leaders in Planning (FLIP)
Future Leaders in Planning (FLIP), CMAP's youth leadership program, is now accepting applications for the summer 2017 program. High school students with an interest in urban planning, civic engagement, and learning how to make their communities better are encouraged to apply. SPC Ambulance Vendor Showcase a Success
On Wednesday, the new Suburban Purchasing Cooperative (SPC) Fire Core Cost Containment Committee (FCCCC) held an Ambulance Vendor Showcase at the Northeastern Illinois Public Safety Training Academy (NIPSTA) in
Glenview
. Thank you to NIPSTA for hosting the showcase, which featured nine ambulances from vendors including: McCoy Miller (Alexis Fire Equipment); Excellance, Inc. (Legacy Fire Apparatus); Horton Emergency Vehicles (Foster Coach); Demers Ambulance Mfg. (Demers Ambulance USA); Road Rescue (Fire Service Inc.); and, American Emergency Vehicles (American Response Vehicles). Committee members and other participants were able to examine the vehicles and talk with the vendors, all in anticipation of releasing a Request for Information (RFI) for a new ambulance contract. SPC Renews Call One Telecommunications Contract Extension
The Suburban Purchasing Cooperative (SPC) Governing Board has extended the third of four (4) possible one-year contract extensions on Telecommunication Services (Contract #137A) with Call One of Chicago. The contract extension runs from April 1, 2017 through March 31, 2018.
The SPC contract with Call One includes voice and data communications products as well as professional services including assessment/IT roadmap, consulting, remediation and management. Each participant's situation is unique and will be addressed as such with a customized solution.

SPC Renews Street Sweeper Contract

SPC Approved Thermoplastic Lane Marking Contract First Extension
The Suburban Purchasing Cooperative (SPC) Governing Board has approved the first of three (3) possible one-year contract extensions of the SPC 2017 Thermoplastic Lane Marking Contract #158 to Superior Road Striping, Melrose Park, IL from April 12, 2017 through April 11, 2018, with a a 3% price increase. Laport Inc. Awarded SPC Janitorial Supplies Contract
The Suburban Purchasing Cooperative (SPC) Governing Board has awarded the 2017 Janitorial Supplies contract to Laport, Inc., of Chicago based on their response as the lowest responsive, responsible bidder and being in compliance with all bid specification requirements. The duration of Contract #167 runs from February 21, 2017 through February 20, 2018. The SPC reserves the right to extend the contract for up to three (3) additional one-year terms upon mutual agreement of both the vendor and the SPC on a negotiated basis.

The Suburban Purchasing Cooperative (SPC) Governing Board is pleased to announce the approval of two new programs to supply vehicle/truck parts and manage fleet inventory operations. The agreements piggyback onto
programs offered by the National Joint Purchasing Alliance (NJPA), a Staples, Minnesota based national municipal contracting agency created by state statute in 1976.

A coalition of cities and villages, the Conference works to voice municipal concerns on local, regional, state, and national issues. It also serves its members and the region by fostering intergovernmental cooperation. The Conference is a not-for-profit organization supported by membership dues and grants.
