VSHP: 2017 End of Session Summary

The 2017 Virginia General Assembly session adjourned on Saturday, February 25, 2017. While this was a "short session," the legislature was still very productive and passed hundreds of bills.

The legislature passed numerous bills to address the opioid epidemic. VSHP supported many of these bills and advocated for them at our annual Day on the Hill. Here are some of the opioid bills we supported that have now passed both chambers:

HB 1750 (O'Bannon) Dispensing of naloxone: This codifies the Health Commissioner's standing order for naloxone and removes the requirement for a patient-specific prescription. This will allow pharmacists to dispense naloxone to anyone.

HB 2161 (Pillion) Workgroup to establish guidelines for prescribing of opioids: This bill forms a multidisciplinary workgroup to establish educational guidelines for training healthcare providers in the safe prescribing and appropriate use of opioids.

HB 2167 (Pillion) Regulations for the prescribing of opioids and buprenorphine: This bill directs the Boards of Dentistry and Medicine to adopt regulations for the prescribing of opioids and products containing buprenorphine.

Bills were also passed requiring mandatory Prescription Monitoring Program checks for prescriptions longer than seven days and requiring all opioid prescriptions be done electronically by 2020. The General Assembly is taking the opioid crisis seriously and addressing it from multiple angles.

For the budget, we were pleased to see the conference report include Delegate Hodges's budget amendment regarding MCO reporting on Medicaid pharmacy claims. Governor McAuliffe now has the opportunity to make amendments to the budget. The legislature will reconvene on Wednesday, April 5, when they will review and vote on all of the Governor's actions on bills, including the budget.

Call for Candidates for VSHP Offices

The 2017 VSHP Committee on Nominations is pursuing members who wish to get or stay active and involved in VSHP. These candidates should exhibit qualities of leadership, vision and professional awareness that will sustain the enterprising and pioneering spirit that has characterized VSHP.
The offices of President-elect, Treasurer and Board Member at Large are included in this election cycle. Nominees must be a pharmacist member of VSHP.
Position descriptions may be found on th e VSHP website at: http://www.vshp.org/uploads/.../6/0/6360223/officer_duties.pdf
Additionally, VSHP is accepting nominations for Regional President-elect for each of the 8 VSHP Regions. This person will serve as President-elect for your region from July 2017 to July 2018 and succeeds to the office of regional President from July 2018 to July 2019.
Due to size and geographical challenges, VSHP Region 5 has been separated into two regions: Region 5 and Region 8. (see map below)
All interested VSHP members who would like to self-nominate or nominate a colleague for any VSHP or Regional office are encouraged to do so via email to the VSHP Nominations Chair, Stephen LaHaye ( [email protected]). Nominations will be accepted through Friday, April 14th.
Although any member may nominate a pharmacist for VSHP office, VSHP bylaws state that only pharmacist members may vote in the election.
Candidates for state office will be vetted by the VSHP Nominations Committee and ballots will be administered electronically after nominees have accepted and been verified.

Mentorship Pearls
Erin Hickey and Julie Kidd, Mentoring Program Chairs

Reading outside of work or school can expand your professional mind, enhance your analytical skills, and also reduce stress. It can also enrich your mentoring relationships! This month, we highlight two distinguished leadership books and provide discussion questions. Mentors and mentees can determine their own timeline and schedule a meeting to discuss.

7 Habits of Highly Effective People (Stephen Covey)
Discussion Questions:
  • Be Proactive: What does it mean to be proactive? What qualities are needed to be proactive? Can you discern in your own life the difference between what you can influence and what you cannot? How proactive are you in your job...in your daily life?
  • Begin With the End In Mind: How do you define your own personal principles? Have you established a mission statement? What would (or does) it consist of? If you haven't already, develop your personal mission statement.
  • Put Things First: What are the key roles you take on in life? How can you integrate those into your mission statement?
  • Think Win/Win: What is win/win, and why does Covey believe it is important? Give an example from your own experience where you achieved (or not) a win/win situation?
  • Understand/Understood: why does Covey consider this principle so important? What does he mean by it...and how is it relevant to your life?
  • Synergize: What does synergy mean and how does it apply to personal effectiveness? How does it differ from the Win/Win principle? Can you think of how synergy might work in your own life-personal or professional?
  • Sharpen the Saw: How does this habit relate to personal renewal? What does Covey mean by achieving "balance"? How does one maximize producing vs. the capacity to produce? Can you apply this principle to your own situation?
