Holy Week; Passover
Fifty-one years ago today, on the morning of 10 April 1963, USS THRESHER (SSN-593), less than 
2 years old and the lead boat in a new class of nuclear-powered, fast-attack submarines, began deep-diving tests about 200 miles to the east of Cape Cod, MA. The submarine-rescue ship USS SKYLARK (ASR-20) stood by overhead. At 0903 SKYLARK received a garbled transmission over the underwater telephone: THRESHER reported "Experiencing minor difficulties. ...Have positive up angle...attempting to blow." But THRESHER and the 129 men she carried-including 17 civilians-never returned to the surface. Link  (Thanks, Ron)
 
On April 9th 1865 - Robert E. Lee surrendered the Army of Northern Virginia (26,765 troops) to
Ulysses S. Grant at Appomattox Courthouse, Virginia, effectively ending the war. Five days later on Good Friday President Abraham Lincoln was shot, dying the next morning. (thanks, Mike)

MCU has been at the forefront of education issues and MiCPAC will again weigh in with analysis, debate, and solutions.  The 4th phase of our Education Task Force will report. What is the right government responsibility for education? Who should have primary responsibility, and primary control? Who should set standards, or should they be set, and how do we measure progress?
   We spend billions of dollars each year on public education. Nationally about $15,171 a student, up 26% in five years, but USA ranks 34th in quality. Michigan spends about $14,000 a year per public school system, but we rank 41st in quality in this Nation that ranks merely 34th. Michigan spends much more than  Tennessee,  Indiana, and Florida. Tennessee ranks 2nd in quality but 49th in cost, at $ 8,765.   The next generation needs the same opportunities we had.  
   Why can't Michigan compete despite throwing more and more money each year at fewer and fewer students? Because a collective" never works! The current union controlled system protects the lazy and lousy as it holds down the brightest and best. The system is stacked against quality and accountability! When control comes from Washington D.C. and Lansing they impose cookie-cutter systems that teach their values, not the values of parents and the community.

  The Governor's 21st century education panel of establishment educators and special interests has doubled down, demanding even more money, lifetime education from before birth (telling mothers what to eat) until death - at taxpayers expense. He seeks to replace Michigan's elected state board with one the Governor would appoint. We reject this approach.
   Amidst growing concerns from parents and teachers surrounding the Common Core State Standards and the Federal government's control of classroom curriculum, the Thomas More Law Center (TMLC) has prepared a Student Privacy Protection Request form for use by parents who wish to protect their children by opting-out of Common Core aligned curricula, data mining and the release of information concerning their children's personal beliefs. Thomas More Law Center Chief Counsel Richard Thompson will also be with us.

Jewish Passover festival is starting tonight at sundown and
Jews will be preparing to host Seders to mark the occasion.
  Religion is a very personal matter, but we perceive that those who believe are
different citizens, as they must answer to a higher authority. That fact changes people. 
You can be moral without a religion, but unknowingly perhaps, those mores are based on typically based upon faith values.

++ President Donald Trump said Thursday night that the United States had carried out a missile strike in Syria in response to the Syrian government's chemical weapons attack this week that killed more than 80 civilians.
    "Tonight, I ordered a targeted military strike on the airfield in Syria from where the chemical attack was launched," Trump said in remarks at his Mar-a-Lago estate in Florida. Comment: Social Media is abuzz today as hate Trump folks are coming unglued and different segments of the conservative movement are expressing sentiments from no involvement to invade. There are new sheriffs at WH, State and DOD. Don't assume the same weaknesses and arcane policies of the past. None of us have the intelligence briefings and information on this so we are all guessing. Every time the MSM has slammed Trump on statements he knows more about, they get egg on their faces. He knows stuff we don't. If Trump says Assad was involved, as much as we may appreciate Assad's (few) good qualities, who are we to second guess? This was likely a surgical strike to send a message and indicate a new policy. It was likely not the beginning of a war or a major military offensive. Trump campaigned on making the USA safe again, strengthening the military, and on very restrained military engagements. Using the missiles he did in the way they were used was a brilliant display of technology and limited strategic engagement. We don't think Trump wants war any more than Dennis Marburger or any of the rest of us do. Reagan had very few military engagements and showed that peace through strength in the best policy. It is likely that is well. Do we give him rope or throw it over a tree with a noose? We have lots of compatriots with differing views on this. We suggest you "keep the powder dry" and let this President show us.

Response: Having a president who rebuilt the military and intelligence and was not misunderstood in his resolve to make America and the World more secure brought about diplomacy that broke the USSR and freed millions of people across Europe and Asia while bringing relative peace to the USA. Yes, having a bigger gun and a Strategic Defense Initiative broke the economy and the back of the USSR. How many fewer nukes are pointed at us now? And how many fewer do we have pointed at others? Learn from History or be doomed to repeat it.

++ Optimism at records in Manufacturing - The National Association of Manufacturers has surveyed its 14,000 members quarterly for years. In January optimism was at 56%. ++ The Trump administration's war against the House Freedom Caucus stepped up a notch Saturday with a senior aide calling for a primary challenge to Michigan Rep. Justin Amash.
   "[Donald Trump] is bringing auto plants & jobs back to Michigan. [Justin Amash] is a big liability," White House senior adviser and director of social media Dan Scavino tweeted, adding, "defeat him in primary."

Let's hope an improved plan and full repeal is agreed to!
If the GOP is to win in 2018 and 2020 they need to quit

++ Former US Attorney: Susan Rice Ordered Spy Agencies to Produce 'Detailed Spreadsheets' Involving Trump - Susan Rice, former President Barack Obama's national security adviser, ordered U.S. spy agencies to produce "detailed spreadsheets" of legal phone calls involving Donald Trump and his aides when he was running for president, according to former U.S. Attorney Joseph diGenova.
  "What was produced by the intelligence community at the request of Ms. Rice were detailed spreadsheets of intercepted phone calls with unmasked Trump associates in perfectly legal conversations with individuals,"   "The overheard conversations involved no illegal activity by anybody of the Trump associates, or anyone they were speaking with," diGenova said. ++ Michigan Supreme Court Justice Robert Young plans to retire and return to his former law firm. A statement from the court says Young announced his plans Wednesday during a meeting with fellow Michigan Supreme Court justices. He says his retirement from the court will be effective April 30 or earlier. He's going back to the Dickinson Wright firm.
   Young served three years on the Michigan Court of Appeals and 18 years on Michigan's highest court, including six years as chief justice. Young says he's proud of his accomplishments, including helping to reduce acrimony among the court.
   Earlier this year his colleagues elected Justice Steve Markman as Chief Justice.

++ Lansing declared a sanctuary city in unanimous council vote - It was a surprising outcome for many in the audience at Monday's Lansing City Council meeting, as the addition of the sanctuary city designation was added as an amendment from council member Jessica Yorko just prior to the vote.  That is, it was added as a surprise addition near the end of discussion and thus was sprung on community and audience.
  On March 27, U.S. Attorney General Jeff Sessions said law enforcement grants for state and local governments in the future could be contingent on whether the community cooperates with ICE officials and the Department of Homeland Security. 
    The executive order from Bernero did not designate Lansing as a sanctuary city, but codifies what Bernero told the council is current law enforcement practices for dealing with the immigration status of residents - including prohibiting Lansing police officers and city employees from asking about immigration status "except as required by federal or state statute or court decision."    OUR State Legislature redistributed in the fiscal year ending on June 30, 2016 to the City of Lansing, $13,911,200 of OUR Private Wealth to fund city programs.
  
Title 8 USCA ยง 1373(a) refers to the point in law that a foreign individual legal status within the United States of America:  "Notwithstanding any other provision of Federal, State, or local law, a Federal, State, or local government entity or official may not prohibit, or in any way restrict, any government entity or official from sending to, or receiving from, the Immigration and Naturalization Service information regarding the citizenship or immigration status, lawful or unlawful, of any individual."
   A Chartered Home Rule City that declares a public policy presented declaring said municipal authority to be a "Sanctuary" do so by knowingly violating their Oath of Office. An oath of Public Official is to support and defend the Laws of the United States and Michigan. Public Official who knowingly implement a public policy to harbor illegal aliens, are promoting a seditious policy of anarchy.
   Our State Legislature should immediately suspend all direct fiscal support to the City of Lansing inclusive of pulling the Home Rule Charter, until such time as the Mayor of Lansing, and the City Council suspend this corrupted public policy of overtly providing safe harbor to illegal aliens using OUR private wealth redistributed to fund Lansing City Programs that safely harbor these illegal actors. ++ Ford to invest $1.2 billion in Michigan plants -  including $850 million at its Michigan Assembly plant in Wayne to make the new Ford Ranger and Ford Bronco, as the U.S. market continues to shift from a car market to a truck and SUV market.
   The Dearborn automaker's $1.2-billion investment also includes plans to add 130 jobs at its engine plant in Romeo, where it will spend $150 million to expand capacity  so it can make engine components for the Ranger and Bronco. In addition, Ford said it will spend $200 million to build a new advanced data center adjacent to its assembly plant in Flat Rock. ++ Lansing declares itself a Sanctuary City - What benefit to them? We know they do not always obey the laws because Lansing Police sat it out when union goons were roughing us up on the Capitol lawn and on the streets during the Freedom To Work campaign.

   I had a dream last night where we left Kara (2.5 yrs old) home alone to watch the dog while the rest of the family went on vacation for a week. When we got home the only two problems were that Kara had lost her blanket and was upset about it and I left the trash can full of bacon resulting in the dog eating all of it and getting sick.
   Obviously the part about me throwing away bacon would never happen!

++ House Bill 4070: Revise government eminent domain takings detail. Passed 76 to 31 in the House on March 28, 2017  To require state agencies to pay attorney fees and court costs of private property owners if a "governmental action" results in a loss of value and the department or agency failed to consult guidelines on government takings promulgated by the Attorney General. Also, to apply these rules on "takings" to all state departments, not just the Natural Resources, Environmental Quality, and Transportation departments. How they voted!

++ House Bill 4253: Accelerate vehicle trade-in "use tax on the difference" Introduced by Rep. Michael Webber (R)  To accelerate the 24-year phase-in of a 2013 law that exempted from use (and sales) tax the value of a trade-in when buying a motor vehicle, titled watercraft or recreational vehicle.

++ House Bill 4266: Exempt home use and de minimis farm sales - Introduced by Rep. Tim Kelly (R) on February 23, 2017 To exempt production of farm products on a family's homestead for consumption, trading or farm-stand sale in small quantities from licensure mandates or other state government restrictions. ++ New Bill That Could Repeal Common Core - Michigan would reject the Common Core State Standards, adopt Massachusetts' standards from the 2008-09 school year and give parents the right to opt their kids out of any testing if they see fit under legislation that faced mixed reviews during legislative hearings.
   The bill, sponsored by Rep. Gary Glenn, R-Midland, and backed by 28 fellow House members, is the latest attempt to repeal the Common Core standards in Michigan. ++ Average SAT score for Michigan students: 1001 out of 1600  In reading and writing, the average score statewide was 507.5; the math score was 493.7. The College Board, which produces the SAT, considers 480 in reading and writing and 530 in math to be the minimum necessary for a student to be considered college or career ready. Article

++ bill package (HB 4148 - 4157) will make the executive branch subject to the Freedom of Information Act (FOIA) and create a similar records disclosure system for the state House and Senate called the Legislative Open Records Act (LORA). The package is similar to legislation that was put forth by House members in 2016 that did not have the opportunity to reach the Governor's desk before the conclusion of the 2015-16 legislative session.    We are pleased to announce that MCU donors have made a major commitment to provide 70% of the fees for several college students.
   Members of MFCR, YAF and TP-USA will pay only $15, and there will be a few internships with full scholarship.  Student can use the form below, designate chapter and mark $15 in the amount paid.
