MESSAGE FROM JEFF BLUBAUGH...

As you probably heard, there was a fatality house fire in District 4 early in the morning on March 15th in a lovely neighborhood west of 119th Street, just north of Kellogg.  A 70-year old woman and her three dogs all perished in the fire.  The cause of the fire is still under investigation, but it does appear to have been from the residence and not a grass fire. There were smoke alarms present, but it is not confirmed if they were operational.  The estimated damage for the structure is $75,000, and another $35,000 for the contents. Unfortunately the fire had burned for quite a while before being discovered by a neighbor. We will share more information as we receive it.
If you think that a fire will not happen in your home, please reconsider.  Whether it's old wiring, an appliance that has overheated, or not disposing of cigarettes/cigars properly, it can and does happen way too often.  Wednesday's tragic fire is an example of someone that did not suspect that anything was wrong until it was too late.  Be diligent and feel free to contact the Wichita Fire Department with any questions about fire safety.  And if you need a smoke alarm, they are still available for free.  WFD will even come to your home and make a proper installation for you.  Call 268-4441 for details.  Working smoke alarms save lives in most cases.  And if your smoke alarms are older than 10 years, it's a good idea to replace them with new updated models.  Don't forget to practice your emergency exit plan with everyone in the house.  Houses can be replaced, but your family and pets... well, you know.

Beverly (Bev) Sauerwein is a graduate of Kansas State University, mother of three and grandmother, and has been with Sauerwein Construction since 1981. She has been with Sauerwein Construction since 1981.  She is the Vice President of Corporate Services. Her duties include office management,  all financial/accounting management, federal and state tax liabilities, Safety, HR and  Benefits coordinator.  Bev has served on the Board of Associated General Contractors of Kansas, National  Association of Women in Construction-Regional and Wichita Chapter.

Recently, Dr. Amy Carey, President of Friends University, and Dr. Carole Obermeyer, VP of Student Affairs and Director of Athletics for Friends University, visited with Councilman Blubaugh at City Hall to get caught up on community events, programs, and proposed changes that are happening throughout Wichita District IV.  Both were excited to learn that the southwest Wichita bike paths connecting them to the Pawnee Prairie Sunset trail were in the process of coming closer to Friends University, 2100 University Avenue in the Historic Delano District. These trails will connect bicycles and pedestrians to more trails that will allow them to access the downtown area and others parts of Wichita.  Dr. Carey commented that many of their students do not own vehicles and rely on their bicycles to commute to other areas of Wichita, especially to purchase food items.

Meals on Wheels
DELIVERING MEALS ON WHEELS LETS EVERYONE SMILE!
This March, Senior Services participated in the 'March for Meals' campaign sponsored by Meals on Wheels America (MOWA).  MOWA works with hundreds of local Meals on Wheels programs to reach out to their communities and build the awareness for the issues facing senior hunger and isolation. "March is a time for us all to rally around Meals on Wheels," said Ellie Hollander, President and CEO of Meals on Wheels America. "Our ability to meet the needs of vulnerable seniors lies in the willingness and generosity of businesses, government and concerned individuals of all ages to contribute in their own way. It not only makes economic sense to enable seniors to stay healthy and safe at home, but it improves the health and vibrancy of our communities and our nation at large."

In celebration of the Chisholm Trail's 150th Anniversary and Women's History Month, Joyce Thierer will present the story of Texan Georgiana Jackson. Georgiana drove her family's cattle to Kansas during the War of Northern Aggression. Her family thought she would give it up after the war, but she went back to Kansas with her most loyal cowhands and started her own ranch. A Q&A will follow the performance.
For children ages 8 and up (including adults of course).

HOW TO GET RID OF THOSE
 UNWANTED NEWSPAPERS
The City of Wichita has recently received a large number of complaints regarding the free Wichita Eagle publications that are distributed to households that do not subscribe to the newspaper.  Residents who do not want the publications, or who want to report vacant properties where the flyers are piling up should contact the Wichita Eagle by calling 268-6209 or by e-mailing csrequest@wichitaeagle.com If there are areas where old publications have become a littering issue and need to be picked up, please contact Distribution Services Manager Keith Hansen at khansen@wichitaeagle.com or 268-6558.

DISTRICT IV STREET CONSTRUCTION UPDATE

MERIDIAN STREET CONSTRUCTION UPDATE!
The east side of Meridian is now underway and halfway completed, but remember that Harry is still closed at Meridian for all west bound traffic.  Kudos to Greg Baalman, City of Wichita, for keeping this project on course and looking forward to May 2017!
Traffic Impact:     Meridian is complete on the west side, and the east side to Harry is almost completed.  Hang in there everyone.  The end is in sight!
KDOT - I-235 & Kellogg (U.S. 54) Interchange
The first phase of the Kellogg/I-235 Interchange rebuild (dubbed the Red Project) began on November 10. Improvements include a one-lane flyover ramp for NB I-235 to WB US 54, A two lane flyover ramp for SB I-235 to EB U.S. 54, Removal of loop ramps in the SW & NE quadrants, loop ramp for EB US 54 to NB I-235 (SE quadrant) will be reconstructed, US 54 bridge over West St. will be widened to accommodate new auxiliary lanes from I-235. Auxiliary lanes on I-235 constructed from US 54 to Central Ave. NB I-235 ramp to EB US 54 braided with the new ramp lanes from SB I-235 to EB US 54.
Traffic Impact: Southbound I-235 ramp to WB US 54 is CLOSED - for up to one year. An official signed detour uses SB I-235 to K-42, then NB on I-235 to WB US 54 ramp. The West St. Entrance Ramp to EB US 54 is closed. West St. traffic from Irving to Taft is single lane each direction. Saturday, December 10, West St. at US 54 will be closed (7am - 7pm) to install bridge beams over West St. Bridge widening on I-235 above Maple St. continues and traffic on Maple is reduced to one lane in each direction. Elder St. at Maple is closed for reconstruction of a short section of Elder. Bridge work at US 54 & Hoover continues and Hoover is closed under US 54. H2O Care Fund
The City of Wichita recognizes that there are many residents who are struggling during these difficult economic times, especially during the holidays.  This voluntary program provides a simple way to directly help others.  Even small donations can add up and provide a way for people to maintain their water service.  There are three ways to help, and you can find out how by filling out the City of Wichita H2O Care Fund Program Donation Form here

WATER CONSERVATION 2017
 REBATE PROGRAM PLAN

Who  is Eligible?
Homeowners, renters of single-family homes, owners of multi-family rentals and owners of businesses who are City of Wichita water customers will qualify as participants. Consistent with the previous years of the program, rebates will be available to people replacing fixtures in existing buildings. Customers will continue to be limited to five rebates annually, and the program will continue until the funding is exhausted.
 
What  is Eligible?
Qualifying HE appliance and fixtures
 
Eligible for Up to:
  • $100 on Low flow Toilets: WaterSense qualified using 1.28 gallons per flush or less
  • $100 on Low flow Urinals: WaterSense qualified using 0.5 gallons per flush or less
  • $100 on High Efficiency Dishwashers: Energy Star or Consortium for Energy Efficiency (CEE)
  • $100 on High Efficiency Clothes Washers: Water Factor of 4.5 gallons or less (CEE rated)
  • $100 on Smart Irrigation Controllers: Labeled as approved by WaterSense©
  • $100 on Rain Sensor-Shutoffs: Set to shut off irrigation after ¼-inch of rain is received
  • $75 on Rain Barrels: 45 gallons or larger
  • $50 on Dual Flush Toilet Conversion Kits: Change inefficient toilets to using 1.6 gals. per flush or less
