Inside New FAR Rule on Untimely Payments to Subcontractors

New changes to the Federal Acquisition Regulation impose mandatory reporting requirements on federal prime contractors who fail to make full and timely payments to their small business subcontractors. Although little more than a month old, these new requirements already have been the source of considerable confusion for both federal prime contractors and small business subcontractors. Accordingly, this article aims to provide a user-friendly overview of the new requirements, and concludes by offering context and analysis from the perspective of both federal prime contractors and small business subcontractors.

A Green Machine Success

Until 2010, ammunition for small arms weapons has not kept up with evolving threats, and the performance of legacy ammunition has remained relatively stagnant since the early 1980s. Developed using Cold War-era technology, legacy ammunition has a number of deficiencies in providing warfighters with a definitive advantage against current and future threats. A large-scale effort to develop and field the next generation of small caliber ammunition-and with it, the overmatch capability legacy ammunition does not provide-is underway at Project Manager Maneuver Ammunition Systems (PM MAS), Product Manager Small Caliber Ammunition, located at Picatinny Arsenal, New Jersey.
FAS aims to refresh Multiple Award Schedules in April

The Federal Acquisition Service is moving to launch a "refresh" of its Multiple Awards Schedule next month, applying recent rules changes to its largest buying program.

On a March 22 conference call, FAS officials said the refresh could roll out in the middle of April and would include:

Purchasing by non-federal entities from federal supply schedules

Based off an amended General Services Administration Acquisition Regulation, state and local governments will now have expanded buying power in the State/Local Disaster Purchasing Program for disaster preparation, response and recovery.
