New Co-Chair Elected During Fall Meeting

Thank you to those who attended the Midwestern Radioactive Materials Transportation Committee's (MRMTC) F all 2015 Meeting in Des Moines, Iowa, on November 17-18. The two-day meeting covered a mix of committee business, presentations from representatives of the U.S. Department of Energy (DOE) and private industry, and an off-site demo on transportation modes.

The highlight of the committee's business session was the election of Teri Engelhart (Wisconsin) to be committee co-chair in 2016-2017. Laura Dresen (Indiana) will complete her two-year term at the end of this month. As captured in the photo above, the gavel was quite literally passed to Kelly Horn (Illinois), who will assume the duties of senior co-chair in 2016. Congratulations to Teri and Kelly on their new roles, and a big thank you to Laura Dresen for her hard work and guidance while leading the MRMTC!

The committee welcomed three new faces during the Fall Meeting, including newly-appointed member David Whitfill with the Kansas Division of Emergency Management. David takes the place of Jonathan York as Governor Brownback's appointee. We welcome David and thank Jonathan for his work on the committee!

Also in attendance at the committee's Des Moines meeting were two new legislative appointees, Kansas Senator Mike Petersen and Illinois Representative Pat Verschoore. An up-to-date MRMTC roster is available on the committee's web page.

Lt. Carla Schreiber (Nebraska) 
Committee members bade farewell to Lt. Carla Schreiber (Nebraska), a member of the West's regional groups, but also a familiar face at Midwest and National Transportation Stakeholders Forum (NTSF) meetings. The Des Moines meeting was Carla's last, as she will be retiring from the Nebraska State Patrol at the end of the year. We wish her all the best!

The final agenda, final attendance list, action items, speaker presentations, and other materials and links are now available on the meeting website. A complete meeting summary will be posted by the end of the year. A few reminders for committee members
: First, please update your state-specific information from the Planning Guide for Shipments of Radioactive Materials through the Midwestern States and return to Katelyn by this Friday, December 4, so it can be included in the online version of the guide. Second, remember to complete the brief committee priorities survey that Lisa Janairo sent earlier today. The survey will close at the end of the day on December 8 so please submit your responses by then. Other action items are now posted on the meeting website, so please take a look and complete any that are assigned to you.

Finally, please remember to mark your calendars for June 8, 2016, the date of the committee's Spring Meeting, which is being held in conjunction with the 2016 NTSF Annual Meeting in Orlando, Florida. Check your inboxes for a save-the-date email that was sent by next year's regional co-host, the Southern States Energy Board, earlier this week.

The Rail/Routing ad hoc working group (AHWG) met on November 17 and 18 in Des Moines, Iowa, in conjunction with the MRMTC's Fall Meeting. Members of the AHWG are continuing to work on addressing questions and issues related to routing and reciprocal rail inspections, organizing a series of three informational webinars on the rail system for the spring, as well as considering possible rail-related sessions for the NTSF Annual Meeting. Also, the group's new co-chairs are Tony Leshinskie (Vermont) and Mike Stead (Illinois).

In other AHWG news, volunteers involved in the Section 180(c) Proposed Policy Implementation Exercise will have a conference call on January 6  to discuss their training grants and next steps before a possible face-to-face meeting in early March. The volunteers have completed their mock assessment & planning grants and are working on their mock training grants. The mock merit review panel for the exercise met twice in November to review the volunteers' mock training funding applications.

Finally, the Information and Communications AHWG held a conference call on December 2 to discuss work on two projects: a New Member Page on the NTSF wiki site and the NTSF Newsletter. Learn about these products on the next NTSF webinar, " Internal NTSF Communications: Webinars, Wiki Site, and More." The webinar will be held on  Monday, December 7 at 1:00 pm CST You may register now for the webinar. Sponsored by the Information and Communications AHWG, the webinar  will provide a deep dive into the NTSF wiki site, a brand new "New Member Page", and the forthcoming NTSF Newsletter. The webinar will begin with a brief exercise to help participants learn tips and tricks for interacting on webinars. In NTSF Annual Meeting news, the 2016 regional co-host, Southern States Energy Board, sent a save-the-date email earlier this week. While the schedule is still being finalized, we know there will be two rounds of breakout sessions, three plenary sessions, and regional group meetings that will be held on June 8. If you have suggestions for plenary or breakout session topics, please contact Katelyn Tye.

MRMTC Fall 2015 Meeting Recap

On November 17-18, the MRMTC held its 2015 Fall Meeting in Des Moines, Iowa. The meeting was well attended by a mix of committee members, federal agency representatives, state regional group coordinators, and members of the NTSF Tribal Caucus. The committee also welcomed members of the Rail/Routing AHWG, which was meeting in conjunction with the Midwest's meeting.

The first day of the meeting featured committee business sessions, program updates from DOE partners and other federal programs, and a presentation by a representative of Dairyland Power Cooperative.

One of the items during the business session was the election of the committee's new co-chair. Co-chairs are elected by the committee for a two-year rotation, first as junior, then as senior co-chair. At this meeting, Laura Dresen handed over the duties of senior co-chair to Kelly Horn, and Teri Engelhart was elected to be junior co-chair by a unanimous vote.

During a regional roundtable and NTSF update, committee members reported briefly on nuclear waste-related activities in their states and members of the various NTSF AHWGs summarized the work being done on those.

One of the key components of MRMTC meetings are status updates from DOE programs that either ship, have shipped, or will ship radioactive waste through the Midwest. Meeting attendees heard from Ellen Edge with DOE-EM's Office of Packaging and Transportation, Erica Bickford with DOE-NE's Nuclear Fuels Storage and Transportation Planning Project, and James Mason with DOE's Carlsbad Field Office. In addition, Barry Miles from the Naval Nuclear Propulsion Program and Mel Massaro with the Federal Railroad Administration provided an overview of their role in radioactive waste transportation and highlighted opportunities for state participation in current or upcoming initiatives, such as training.

Another session on the first day featured Brian Rude, Vice President of External and Member Relations at Dairyland Power Cooperative, which owns the LaCrosse Boiling Water Reactor--one of the shutdown sites that is "first in line" to ship spent fuel to a federal storage or disposal facility, when one becomes available. Mr. Rude explained to attendees the role nuclear power plays in the Midwest and how spent fuel is currently stored on site. He also shared industry perspectives on possible long-term solutions for dealing with spent nuclear fuel.

On day two of the meeting, members of the MRMTC and Rail/Routing AHWG boarded a bus for a nearby Iowa Department of Transportation facility, where they were briefed on rail safety by representatives of Union Pacific, and observed a CVSA mock inspection of a WIPP RH-72B cask.

Union Pacific first gave an overview of the national and regional rail industry, then talked specifically about the railroad's incident prevention and response procedures. Attendees saw two examples of those procedures, one being a specially-equipped fire truck and the second being a simulation of Positive Train Control (PTC). Volunteers got "behind the wheel" to see rail transportation from the eyes of a locomotive engineer.

Finally, attendees were briefed on the Commercial Vehicle Safety Alliance (CVSA) Level VI Inspection Program, the Transuranic Waste Transportation Program, and then had the opportunity to see a mock inspection of a RH-72B cask.

Waste Control Specialists Sold to EnergySolutions' Parent Company 
In a November 19 news release, Energy Solutions announced that its parent company, Rockwell Holdco, Inc. had signed an agreement to purchase Waste Control Specialists LLC (WCS), the operator of a low-level radioactive waste disposal facility located in Andrews County, Texas.

WCS is one of the private entities that expressed interest in becoming a interim disposal site for the nation's nuclear waste and announced plans to apply for a license with the Nuclear Regulatory Commission. According to a November article from Nuclear Energy Insider, WCS management has said it will be focusing on waste from higher-return decommissioned sites in its initial license application to minimize the risks on project duration and costs.

University of Nevada-Reno Offers Graduate Certificate in Nuclear Packaging
The University of Nevada-Reno will now offer a Graduate Certificate in Nuclear Packaging (GCNP), sponsored by the DOE Packaging and Certification Program (PCP). The course provides a curriculum in packaging for nuclear and other radioactive materials that complements graduate programs in Mechanical Engineering and Materials Engineering and is more applied-knowledge-based than research-based, according to the program's website.

The PCP has been working with the University on developing a graduate-level nuclear program since 2013, and the Certificate and its courses are now approved.

Canada Postpones Decision on Repository Near Lake Huron 
According to an article by Michigan Radio, the Canadian government has chosen to delay its decision on permitting an underground storage facility at an Ontario Power Generation site less than a mile from Lake Huron. The agency responsible for reviewing the permit will announce its decision on March 1, 2016, instead of December 2, as was originally planned. On December 2, the Great Lakes Legislative Caucus (GLLC) wrote to Prime Minister Justin Trudeau and new Minister of Environment and Climate Change Catherine McKenna to share the GLLC's resolution opposing construction of the repository. The GLLC adopted the resolution at its 2015 Annual Meeting in September.
