This will be an excellent experiential learning opportunity for those who were unable to attend.

Notice to all Builders, Remodelers, Subcontractors and Homeowners

An addendum to the Contractors Licensing Law and Rules and Regulations were promulgated to require a specialty license for six sub classifications. They include:

1. Residential Pile Driving
2. Residential foundations
3. Residential Framing
4. Residential Roofing
5. Residential masonry/stucco
6. Residential swimming pools

Any corporation, partnership, or individual who, for a price, commission, fee, wage or other compensation undertakes or offers to undertake or superintend the following work as it relates to the construction of any building or structure that is not more than 3 floors in height, to be used by another as a residence, where the value of the work exceeds $7,500, including labor and materials, is required to obtain a specialty classification for that work..

Labor Only:
In lieu of obtaining a specialty classification, a subcontractor who provides labor only and does not supply materials may obtain a subcontract-labor-only specialty classification for work performed under the direct supervision of a licensed residential building contractor.

These rules were promulgated on January 20, 2016. A grace period was given by the Louisiana State Licensing Board for Contractors before enforcement began. That grace period has now expired, so enforcement is imminent.

Please inform your subs in these fields to apply for their specialty license immediately. For the homeowners, especially in the disaster areas, for your protection please make sure that your contractor and subcontractors are licensed. The Senate today voted to confirm Dr. Ben Carson to lead the U.S. Department of Housing and Urban Development.

NAHB has been a strong proponent of Dr. Carson, and immediately following the vote NAHB Chairman Granger MacDonald issued the following statement:

"NAHB congratulates Dr. Ben Carson on becoming the nation's 17th HUD secretary. Dr. Carson knows that removing regulatory barriers is a necessary component of any national housing policy and that housing is key to the long-term health of the U.S. economy. NAHB looks forward to working with Dr. Carson and his new team to ensure that housing is a national priority, to promote policies that will keep the housing industry moving forward and to provide affordable homeownership and rental opportunities for all Americans."





LEGISLATIVE UPDATE

The year started out with another special session called by the governor. This is the third special session for Governor Edwards since taking office a little over a year ago. The recent special session focused on a plan for state budget problems.    The heavily negotiated plan included the use of $99 million from the Rainy Day fund to plug the $304 million budget deficit. The governor wanted $119.6 million from the fund while the House preferred $75 million.  

A significant piece of the compromise was HCR 1 by Speaker Barras. The House of Representatives persisted the resolution was part of the agreement.  HCR 1 focused on paying state debt by directing the treasurer to allocate money deposited into the state treasury from constitutional and statutory dedications.
 
HCR 1 by Speaker Barras along with HB 3 by Rep. Henry and SCR 2 by President Alario all passed as part of the plan.  SCR 2 allowed the use of $99 million for the budget in this fiscal year.  HB 3 decreased appropriations and transferred statutory dedications to the general state fund.
