Greetings fellow APWA members! As I write to you, we are only two months away from the annual APWA Conference & Equipment Show.  Please join us May 10-12, 2017 in Fredericksburg, Virginia for the best opportunity you will have all year to access the latest information impacting our industry and network with fellow public works professionals.  
 
Speaking of the conference, the Executive Board recognizes that branding and marketing play a key role in communicating what the annual conference has to offer and in attracting the right audience.  The Mid-Atlantic Chapter has a long standing tradition of providing education sessions and an exhibit floor   full of vendors showcasing the latest technology and equipment to help find solutions for your communities.  This event has been known as the Annual Conference and Equipment show for 59 years. 
 
Following National APWA's lead with the re-branding of the national conference in 2016 as PWX, or Public Works Expo, we want to update the name of our Chapter's conference to revitalize what the event has to offer.  We are seeking your help!  A competition is currently underway to solicit suggestions for an exciting and memorable name that people will recognize and look forward to attending year after year.  The goal is to create brand loyalty and consistency while conveying new innovations, technologies and networking opportunities as part of the learning experience for all generations and all levels of public works professionals.
 
Please consider submitting your suggestion for a conference name and tagline.  Information on how to enter can be found in our Chapter Works Weekly email.  The top five suggestions will be shortlisted by the Board of Directors and put to our membership for a vote. The winning submission will be awarded a free registration to our 2018 conference and a $50 gift card.
 
While the annual conference is the largest event sponsored by the Chapter throughout the years, plans are continuously underway for other events throughout 2017.  Lunch and Learn programs will be held in Hampton Roads, Richmond and Northern Virginia and the Public Works Institute is gearing up for another session this April.  We have many active, volunteer members working to bring relevant topics to you.  Please support these events and be on the lookout for the Chapter Works Weekly email where you can find details and links to our website for registration.
 
My term as Chapter President will come to a close at the annual conference in May.  It has been an honor to serve as your President.  I will continue to stay involved and look forward to future volunteer opportunities.  Last year when I accepted this office, I challenged members in the audience to become an active participant or volunteer so they could REAP the many benefits that come with your APWA membership: 
 
  • REACH a network of over 28,500 members throughout North America and share common goals, challenges and solutions. APWA's infoNOW communities can be accessed anytime you are faced with difficult questions concerning your community's public infrastructure.
  • EDUCATE: Lunch and Learn programs and the Public Works Institute supported by the Mid-Atlantic Chapter offer a wide variety of topics and training. In addition, members have free access to the Members' Library, an online collection of educational resources via the National APWA site.
  • ADVOCATE:  "APWA Advocates" is the network of APWA members committed to promoting APWA's legislative priorities to Congress through outreach and education. You can easily sign up via the National APWA website.
  • PARTICIPATE: The Mid-Atlantic Chapter Works Weekly email and Chapter Works quarterly newsletter have information on events and opportunities close to home.

The 59th annual Mid-Atlantic Public Works Conference & Equipment Show

The 59th annual Mid-Atlantic Public Works Conference & Equipment Show will take place May 10-12, 2017 at the Fredericksburg Expo Center located in Fredericksburg, VA. The conference theme is "Public Works Makes It Happen" and recognizes the agencies and their employees for service that never sleeps and seldom tires.
 
Be sure to take advantage of this opportunity to network with your public works peers from the areas served by the Chapter - Virginia, Maryland, West Virginia and the District of Columbia.  This regional conference brings together public works professionals offering educational seminars, information and insights.  The conference program includes the annual ROAD-E-O and golf tournament, and organizers are hosting an area grade school trip to witness the ROAD-E-O equipment and possibly also see a work zone demo. Additionally if you are interested in volunteering and participating in the Wednesday May 10th tree planting community outreach, contact Dave King .

The Awards Committee has come through once again and we will have great people and projects being recognized. Travis Davis has led the Awards Committee and we thank he and his team for reviewing the numerous award nominations and selecting the winners.

Matt Villareale and his Road-E-O Committee have the plans finalized for the course, and we fully expect the local winners to compete for the seven events. Other Road-E-O Committee members include Jeff DuVal; Ray Bass; Josh Knight.

The Thursday Networking Social will be held at A. Smith Bowman Distillery, where transportation is being provided to and from the distillery. Plan to join us of for a relaxing and fun evening. Attendance is included with full conference and exhibitor/sponsor registrations, accordingly.

Mid-Atlantic Public Works Institute Update

The Mid-Atlantic Public Works Institute (MA PWI) is scheduled to host the final session of a four session series on April 4-6, in Richmond, VA. The Steering Committee is proud to announce that we will graduate out first cohort of participants who have completed all four sessions over the past two years.

Our fourth session focuses on Executive Management. We are excited to have a host of speakers representing several Companies and Agencies from across the Chapter.  These subject matter experts will relate their experience in Contracts, Project and Construction Management and creative Decision Making related to Public Works operations and management.

Special thanks to the APWA Mid-Atlantic Chapter, Arcadis, Greeley and Hansen, Waste Industries and Brown & Caldwell for sponsoring the institute.  We also wish to thank the agencies and consultants that allow staff to provide training and attend the sessions. We would not be able to continue this important professional development opportunity without their ongoing support.

The following agencies will be represented at Session IV:

Virginia Municipal League Awards Newport News Platinum for Excellence in Environmental Policies and Practices

Newport News, Va., - The City of Newport News has been awarded platinum, the highest level, in the 2016 Green Government Challenge from the Virginia Municipal League (VML). The award was presented to the City at VML's annual conference on October 11.
 
The Challenge was first established in 2008, and the City has been recognized each year as a Green Government. VML's challenge is designed to encourage implementation of specific environmental policies and practical actions that reduce the carbon emission generated by City operations and the broader community. The City was evaluated on 11 categories and 55 action items including energy efficiency, waste management, renewable energy, and innovative initiatives.
 
The VML Green Government initiative recognizes that communities need to take innovative steps to reduce energy usage and promote sustainability.  "This is the fourth year in a row that the City has received the Platinum Award and it demonstrates our commitment to create a more livable and sustainable community," said City Manager Jim Bourey. "We will continue to keep this city moving forward by integrating sustainability in our best management practices, planning, and investment strategies."
 
Newport News earned the award for many initiatives including:
 
  • The City and the Newport News Public Schools (NNPS), in collaboration with the United States Environmental Protection Agency (EPA) is implementing a Green School Grounds Initiative.  The initiative is focused on managing stormwater on school grounds and providing a unique platform to engage NNPS in actions promoting environmental awareness, literacy, and stewardship.
  • The Special Events Division of the Newport News Department of Parks, Recreation and Tourism recently announced that a total of 27 special events in Newport News have been certified as Virginia Green events. The certification marks the City's commitment to minimizing the environmental impacts of events and creating additional stewardship opportunities for participants. A few of the many ways that the City is promoting stewardship at events include: recycling grease used by vendors, prohibiting polystyrene items, providing ECO Stations comprised of trash, recycling and food composting containers, and developing a volunteer Green Team.
  • The City's Solid Waste Recovery Operations Center earned a Pollution Prevention (P2) DiamondAward for 2015, from Hampton Roads Sanitation District (HRSD) for 10 consecutive years of perfect permit compliance of its landfill leachate disposal system. The award recognizes the facility for having no spills, maintaining pH at the appropriate levels, maintaining the collection station, and submitting all required paperwork within the deadlines. HRSD considers recipients of these awards to have demonstrated a commitment to environmental excellence.
 
WASTECON/ISWA World Congress-"No Time To Waste"
Here is a truly unique opportunity for APWA members involved with or interested in solid waste management!  It is especially advantageous for members of the Mid-Atlantic Chapter.  

In September 2017, the Solid Waste Association of North America (SWANA) and the International Solid Waste Association (ISWA) will combine WASTECON and the ISWA World Congress. This is a rare opportunity for the two association members to come together under one roof for share information, practices and ideas.  It the first time the events have combined in over 20 years!  Happily, for the Mid-Atlantic Chapter, this robust and comprehensive educational conference and trade show will be held right here in Baltimore, Maryland.

The theme for this year's event is "No Time to Waste".  Plans, including the technical sessions, are still being finalized.  However, many of the keynote speakers and panels have been set.  The impressive list of presenters promises a worthwhile time and experience for all the participants.

Topics will highlight all aspects of solid waste management (planning, communications, collections, special wastes, recycling/resource recovery, composting, landfills, landfill gas and biogas and waste-from-energy).  As if that is not enough, many of the sessions will be tailored to international topics and feature information from a variety of countries offered by recognized experts.
  
SWANA boosts 8,000+ members, primarily located in the U.S. and Canada.  Their offices are headquartered in Silver Spring, MD.  ISWA is headquartered in Wien, Austria.  They rarely host a conference in the U.S., but had over 1,300 attendees from 72 countries join them for last year's congress.

City of Newport News Wastewater's New MOM Dashboard

The MOM Dashboard is an extremely informative tool that will provide City management and the public with useful information about the City's investment in wastewater infrastructure.
The Mission of the City of Newport News Wastewater Division is to protect the public health, safety, and the environment through the effective and innovative Management, Operation and Maintenance of the sanitary sewer system.

According to the original State Order by Consent (SOC), the City was required to submit a Management, Operation and Maintenance (MOM) program that documents elements used to manage the City's sewer system and minimize Sanitary Sewer Overflows (SSOs). Each section of the Wastewater Division was assigned specific MOM goals to achieve. Management goals are accomplished by Administration and Section Leadership. Operations and Maintenance goals are accomplished by Analysis, Information, Maintenance, Support (AIMS), Collectors, Pump Stations, and Wastewater Inspectors. Achieving these goals demonstrates the effectiveness of the MOM Program.

So how do we track the MOM goals?
 
Several of the goals are tracked through the new MOM Dashboard. Data entered on work orders are fed into the MOM Data Model, and appear on the Dashboard.
 
The Dashboard will provide quick and easy access to data compiled by the Wastewater Division to demonstrate their achievement of the MOM goals. Each Dashboard provides three views including general information, a map view of work locations, and work order details such as date initiated/closed, quantity, description, and costs. In addition to tracking work performed, the Dashboard could prove useful for determining project priority, workflow, staffing and budget needs. 

Young Professionals in Public Works Forum
Fairfax, VA, May 23, 2017


The Mid-Atlantic Chapter, in cooperation with VDOT and the Fairfax County Department of Public Works & Environmental Services (DPW&ES), is planning a Forum on the unique and extensive challenges facing young professionals in public agencies. These challenges include career development, recognition in the workplace and personal growth issues. The Forum will be held during National Public Works Week (NPWW) at VDOT's Northern Virginia District Office in Fairfax, VA.  It is tentatively scheduled for May 23, 2017 from 10:00 am to 3:00 pm. This is an excellent way to celebrate NPWW.  
 
Invited speakers include Jamie Bauer of Virginia Department of Environmental Quality, Director James Patteson of Fairfax County DPW&ES, Director Rudy Chow with City of Baltimore DPW and VDOT staff. For additional information, contact Amy Linderman  Seating is limited so be sure to add this event to your calendar and watch for future registration details.
 
Event sponsorships are available at $150 each, which includes registration for one person, as well as on-site recognition and postings on the Chapter website. Sponsorship requests submitted after May 15th cannot be guaranteed recognition. For event sponsorship, contact Ken Eyre .
 
Additionally, participants are encouraged to bring food (package and cans) and dry goods to the forum as part of the Chapter's Community Service Program. Our Friend, Judy Mueller

Second National President of APWA, APWA Presidential Leadership Award, VA-MD-DC Chapter President, and the list goes on. Judy Mueller has been a pillar for our public works profession. Beginning in Virginia Beach and establishing herself as the leader for public works in Charlottesville, Judy has decided to take on her next adventure - retirement.

I met Judy back in the 1990s when I became active in APWA. As City Engineer and Public Works Director, I valued Judy's insight and support in advancing public works policy at the state legislative level and the local level. Judy led Charlottesville and APWA through 9/11 and represented public works at the federal platform to be recognized as first responders. She was my role model.

As a female in a male dominated profession, particularly at the start of her career, she entered our profession as a leader to be recognized and never looked back. Her stories of standing up for gender equality are inspiring to me. Judy has led the way for women to achieve in public works.

I am happy to have been given the opportunity to celebrate her retirement with her friends and family and wish her the best as she embarks on a new chapter in her life.

Virginia Recycling Association Recognizes Newport News Recovery Operations Center
 
 
 
The Virginia Recycling Association has awarded the Newport News Recovery Operations Center (ROC) their annual Outstanding Government Agency Award in September 2016. This award recognizes a state or federal government agency, institution or non-profit organization that has developed and implemented a sustainable waste reduction and prevention program to include reuse, recycling and buying recycled products.
 
The purpose of the ROC is to capture unwanted material and recover, re-direct, beneficiate or dispose of the material in the most effective manner possible. The VRA award recognizes the center for the variety of services provided including recycling drop off, household hazardous waste and electronic waste collection, metal and appliance collection, and collection of leaves and woody material from which mulch and compost is produced for sale. Additionally, methane gas produced by the old Denbigh landfill is provided to the Denbigh Community Center and to Mary Passage Middle School as a fuel for their boilers. The ROC also coordinates with schools and civic groups to provide recycling and environmental awareness education.
City of Newport News Wastewater Inspector Assists Spanish-Speaking Readers

In 2016, Beatriz Patino joined the Wastewater Division of the City of Newport News Department of Public Works as a Wastewater Inspector. As part of the training for her new position, it was necessary to study the educational material published by the Hampton Roads Planning District Commission (HRPDC).  HRPDC supports Hampton Roads jurisdictions by providing a variety of brochures, as well as TV and radio spots about the City's Fat, Oils, and Grease (FOG) Program.  In addition, HRPDC provides instructional materials to local Food Service Establishments to illustrate the FOG Program requirements. These brochures are available to customers in English, Spanish and Chinese.

Ms. Patino desired to make some changes to the Spanish brochure to help Spanish speaking customers more clearly understand the requirements of the FOG Program and the City ordinance. Motivated by the Department's commitment to provide the best possible service to the citizens of Newport News, she was pleased to carefully review the  translation of each brochure and provide an improved version so the information given to the public was not only presented in a clear manner but with the professionalism citizens and business owners deserve.

The Mid-Atlantic Chapter has invited localities throughout central Virginia to present upcoming contracts and projects that may be advertised for design and/or construction in the near future, procurement trends, and priorities for the next fiscal year. Localities find this presentation beneficial as it disseminates information to a large block of the consultant and the contractor community at once, leading to increased interest in projects.  Consultants and contractors benefit by gaining insight into each locality's CIP, contract opportunities, and the chance to meet with locality staff during breaks.   Proceeds from this seminar go to an excellent cause - funding the Chapter's scholarship program.  Over the past few years we have granted thousands of dollars to deserving students.

10 Reasons Public Works should Do Data Differently

Below are ten reasons by example why you should invest in the skills and time up front to get at your own data. Most software programs boast visually beautiful dashboard capabilities that want to steal that responsibility from you. The ones that don't provide reports that answer a multitude of questions. As convenient as that sounds you are missing out by not manipulating and digging into the data yourself.
 
  1. Real-time: A fleet analyst downloads an excel spreadsheet of healthy and broken down trucks and delivers it to the solid waste truck supervisor who is assigning vehicles. Meanwhile another solid waste truck breaks down and the report is no longer accurate.
  2. Flexibility: An AVL snow-plow system needs to report out based on different geographical areas from the pre-set ones and the software owners waste time negotiating extra fees until snow season is over.
  3. Quality Assurance: A canned report filters out values for unknown or new solid waste categories and as a result tonnage values are misreported until identified by an audit.
  4. Combination: Parking meter information from one data source combines with parking ticket information from another data source to identify which tickets should be voided due to broken parking meters before a citizen complains.
  5. Understanding: Digging into fleet maintenance data helps identify several unused fields to flag vehicles for preventative maintenance when brought into the shop for an accident.
  6. Transparency: Credibility of parking ticket geographical equality improves when anyone can view the parking ticket map at the same time at any time.
  7. Human Error: The original spreadsheet of last month's route completion accidently "loses" a few rows of data and route completion is 2% lower than it should be.
  8. Time Savings: One SnowDash reports automatically during a storm on four different data sources and frees up two analysts to ask and answer questions to improve snow mobilization.
  9. Empowerment: Employees take responsibility for service request data and ask new questions of service level agreements and gaps in service delivery, which leads to resetting service level agreements that have been taken for granted for years.
  10. Consolidation: In one place the executive team views fleet resources against personnel resources against route volumes to understand overall resource demands.
One way to do dig through and analyze your data yourself is to use a business intelligence tool to automate your data streams and visualize it in a personalized environment. It may seem intimidating but you don't have to do it all at once. Start with one system and build from there. It's worth it.
