The PA Commonwealth Court issued a decision on appeal on Feb. 28 that reversed an Allegheny County court's decision that West Jefferson Hills School District had willfully violated the PA Separations Act by including site plumbing for its new $67 million high school in the general trades packages. Because the Commonwealth Court decided that the plaintiff was not due damages because it had waited too long to pursue the claim, the question of whether excluding site plumbing was note settled.  You can read the full decision here.

In other Separations Act news, Dept. of General Services Secretary Curt Topper gave a surprising reply to a question about ideas for changing the Procurement Code at the Senate Appropriations Committee  2017-2018  budget hearings. Topper replied, "Separations Act requires that we do business less efficiently than we could otherwise do business...So, I'd love to see us address that problem." Project News  

University of Pittsburgh is taking pre-determination of responsibility forms to pre-qualify prime contractors for the long-awaited $20 million Hillman Library renovation. Pitt selected Turner Construction as CM for its $4 million Scaife Hall Phase 1B project. McKnight Realty Advisors selected Allegheny Construction Group as contractor for the Terminal Building (aka Riverwalk Corporate Center) in South Side, an 800,000 sq. ft. former warehouse. Uber selected the design team of IKM and CJL Engineering for its next expansion, a $10 million buildout of 120,000 square feet in the Crucible Building in the Strip. The Pittsburgh Parking Authority awarded a contract to Massaro CM Services as its agent for the new  700- to 1,000-car   9th and Penn Garage. Massaro was also selected for the $8-10 million expansion of Allegheny Health Network's perioperative services and related work at Forbes Regional Hospital. In infrastructure news, the Southern Beltway Section 55c1-1 went out to bid, due in mid-April. These sections have run between $50-70 million each.

Cranberry-area firm Herbert, Rowland & Grubic, Inc. announced that three of its professionals have been named practice area leaders: Matt Bonanno, P.E., will oversee the civil engineering practice area, Adrienne Vicari, P.E., will oversee financial services, and Doug Weikel, P.E., will oversee construction services.
