2016 Annual Treasurer's Report
We completed the year in good financial condition. Gifts were 104.9% of budget. Expenses were 95.8% of budget. We have 4.2 months of cash in the bank.
Discussion
Gifts:
In October 2015, we approved a $210K budget for 2016. Actual OCWM gifts for 2015 came in at $219K. Actual gifts for 2016 came in at $220K, or about a .5% increase over the previous year. This is important because in October we approved a 2017 budget of $219K, and now that we know personnel costs under the new staffing configuration, personnel costs will likely be about $2K higher than what was approved in October, and as congregations were alerted at that meeting. So for 2017, assuming giving continues at the same or a marginally higher rate compared to the past two years, we should be fine if tight, assuming non-personnel expenses come in at or under budget (see Expenses discussion below for additional perspective).
Expenses:
Actual expenses by the numbers were 101.3% of budget. This included the one time $8600 unbudgeted cash OCWM gift to the Ohio Conference, as well as 28% OCWM of the $10K gifts over budget for 2016 (another $2800), both of which are treated as expenses for accounting purposes. Backing out these values, actual expenses were 95.8% of the $210K budget. Why not higher? In substance, expenses from Departments were low. For 2017, I would expect expenditures for Departments to be higher as our new staff is energized and programs such as Elders, Pastoral Excellence, and MID programming are ramped up.
Cash:
We have 4.6 months of cash in the bank by the numbers. $5K of this is cash waiting to be transferred to investment when the time is right. Furthermore, this ratio is calculated on the $210K 2016 budget rather than the $219K 2017 budget. Adjusting for these considerations, cash/months is about 4.2. If that still seems high compared to my stated objective of a 3.0 average value, be aware that over 20% of our annual gifts come in the single month of December, so we are always cash rich at the end of December and for the first month or two of the following year. This is therefore a reasonably normal value at this time of year associated with managing cash flow.
Finally, you should know that your Association Council approved a one time $9055 OCWM cash gift to the Ohio Conference given your generous contributions in 2016 in excess of budget. With this gift, the effective pass-through rate of OCWM from your Association to the Ohio Conference (and through the Conference to the Wider Church) increases from 28% to 31% for 2016.

Sad Board Votes to Sell Pilgrim Hills,
Move Program to Templed Hills by Fall 2017
|
We know that many of you have wonderful personal connections to and memories of your experiences of our Pilgrim Hills Camp site. You and your family have experience God and Christian community in life-changing ways at this sacred and beautiful place.
So it is with great sadness, we announce to you that the Ohio Conference Board of Directors voted at its Feb. 17 meeting to sell its Pilgrim Hills Camp in Brinkhaven, OH. Templed Hills Camp in Belleville, OH, will be retained with a plan to renew its physical plant so it can more effectively serve the faith formation ministries of the churches of the Ohio Conference UCC.
Please read the full text of the detailed article we have prepared outlining the reasons for this decision and the plans we have for the future.
Here is how this decision will affect our program in the coming months:
- Summer Camp programs WILL CONTINUE at Pilgrim Hills in 2017. Register by May 15 for what will be our final season at this site.
- Templed Hills Campsite will be readied for use by September 2017.
- The Board will prepare a business plan for its outdoor ministries program by September 2017.
- The Board will report on property and its plan for the future of outdoor ministries at its Annual Gathering September 15 & 16, 2017 at Westerville Community Church.
- Several listening sessions will be held by our board of directors so you can ask any remaining questions. We will send a separate email with the dates of those gatherings soon.
- We will host events that will give you space to say good-bye to this site where so many have experience God and Christian community over the years.
Though we are very sad, our hearts are also full of hope. In the next year, we will celebrate these special ministries which have formed the faith of so many people through our outdoor ministries programs. We will discover even more opportunities to connect with one another, and we will inspire ourselves to discern the future shape of faith formation ministries in the wider church in Ohio, West Virginia and northern Kentucky.
We are so grateful for your choice to use our Outdoor Ministries program to help form your family's faith at Pilgrim Hills over the years. We know that it has a special place in your heart, mind and soul and we hope you use this final season to say good-bye. We are confident that our faithful God and the loving community you've formed at camp will serve as comfort and support in the coming months. We also want you to be part of our plans moving forward. Please join us in the coming months as we celebrate our important ministries at Pilgrim Hills and envision how we can all help each other to "love God and live in the way of Jesus" through outdoor mi

A Call For Covenantal Elders
Saturday Feb 18 was a restructuring time for the Association Covenantal Elders. We are still needing more volunteers, so if you feel called to this ministry please contact

The Elders in our association are a link between congregations and the association. Elders visit to learn about congregations and offer referrals and insights as requested. This year the Elders will also be gathering information for Church and Vitality in the process of developing a resource guide to assist in networking congregations.
Please note the new groupings of elders and congregations:
Shirley and Rev Herb Hicks will continue to share ministry and insights with United in Granville, Highwater in Newark, St John's in Newark, Oasis in Pickerington and Trinity in Thornville.
Rev Bill Miles and Shirley Long will continue with St Michael's in Baltimore, Trinity in Baltimore, St Paul in Glenford, and Zion in Thornville.
Marilyn Lloyd will be in relationship with Zion in Delaware, First in Mt Vernon, Congregational in Radnor, St John's in Columbus, Grace in Columbus and Evangelical in Portsmouth.
Revs Herb and Mary Ann Goetz will share insights and stories with Advent Columbus, Dublin Community, North in Columbus, Trinity in Columbus. Mary Ann will join Marilyn for Evangelical in Portsmouth and Herb will connect with First in Marysville.
Richard and Yvonne Teeters continue to enjoy Orchard Hill Chillicothe, Grace Lancaster, Clearport, Mt Carmel Lancaster, United in Mt Sterling, Heidelberg in Stoutsville and St Paul's in Columbus.
Congregations for whom we are still seeking volunteers include: Congregational in Belpre; First in Marietta, Little Muskingum in Marietta, Second in Marietta, Bridges in Charleston, First in Huntington, David's in Canal Winchester, First Congregational in Columbus, Move United in Columbus and Community in Westerville.
Please hold these folks up in prayer. This is an exciting time in our association. Networking is critical to our vision of effective ministry.

Pastoral Excellence Program
Greetings! Rev Linda here. On January 31 we held a training class for Pastoral Excellence Facilitators. Our plan of action is to establish Facilitators and then we will begin inviting clergy to join a group that meets their personal needs and goals. Each group will covenant for one year beginning February 1 of current year through January 31 of the following year. These consistent start and end dates will assist in organizing the program. 2017 covenants will be less than one year to get the rhythm going.
