As part of the Conditions of Funding for the County Grant Program, the Department will be performing a site visit to monitor the progress towards completion of funded projects.

The County Relations team reached out with preliminary site visit dates to all counties who received funding through the County Grant Program. Once the dates are finalized, the Department will provide a Site Visit Matrix for the county to prepare for the site visit.

Reminder!  COGNOS Report for Medical Assistance Eligibility Spans
COGNOS Report should be pulled daily
 
As part of implementation of the Department's new claims payment system, the interChange, the September 2016 CBMS build added a new COGNOS report titled Medical Assistance Eligibility Span Error Report.

The Medical Assistance Eligibility Span Error Report will include all errors with Medical Assistance (MA) Eligibility Spans that were sent to the interChange. These errors could be caused by data entry discrepancies. CBMS Users will need to review this report daily, resolve errors and re-authorize eligibility timely. If the error cannot be resolved, a State Help Desk Ticket should be submitted.
  • Report Title - Medical Assistance Eligibility Span Error Report
  • Report Description - Report includes all MA Eligibility Spans that could not be processed due to an error caused by user data entry. The data entry will need to be corrected and eligibility authorized in order for the medical span to be resent to the interChange.
  • Report Frequency - Daily
  • Report Format - Excel, PDF, CSV
  • Report Access - County/MA Site Supervisors, County/MA Site Worker, State Staff. County/MA Site will only have access to their portion of the report. State Staff will have access to the entire report.
  • Report Field Columns - Client Last Name, First Name, State ID #, CBMS Case #, Error Span Begin Date, Error Span End Date, Error Code, Error Description, Error Type
  • Report Location - Medical Span Folder
The types of errors that could be received, and an image of the report, are found below.
  • Member last name missing
  • Member first name missing
  • Mailing address is missing
  • Mailing city is missing
  • Mailing state is missing or invalid
  • Mailing zip code missing or invalid
  • Phone number must be numeric or spaces
  • Date of death cannot be before date of birth

March 2017 CBMS Build
System build includes income calculation, member noticing, and system pend updates to CBMS, in addition to other system updates.   Click here to see the entire March 2017 Build Update.

MA: Pend at RRR

Currently, when an MA redetermination is made, CBMS users are not able to systematically pend for verifications that are not verified via an electronic source, such as self-employment income, earned income from sources not reported to the Colorado Department of Labor & Employment (CDLE), Unearned Income Types such as Private Retirement, and resources specific to non-MAGI categories of MA. Functionality will be added to systematically pend prior to RRR, so current data can be collected and used for the next recertification period.

CBMS users will...
  • Need to ensure they are updating received verifications for an MA RRR prior to auto reenrollment so to not negatively impact the clients' RRR approval.
  • Need to update the date verified for received verifications on the applicable pages so that the system will recognize that information has been received.
  • Have the ability to pend for additional verifications as needed prior to RRR.
  • Be able to receive verifications and update the system if not received timely, and CBMS will reapprove individuals based on the date the verification is received.
MA: Client Correspondence Enhancements - IEVS

The IEVS Discrepancy letter template will be updated to make it easier for members to understand the notification and any action required. Updates to format, language and dynamic language will be made.

A new page will be created in PEAK to allow the member to respond to the IEVS Discrepancy letter: Response Needed about your income. Responses received on this page will be mapped to both the Reasonable Compatibility and Additional Information pages in CBMS.

The State Relay language within the Non-Discrimination section of the NOA template will be updated to the following: If you are deaf, hard of hearing or have a disability that affects your speech and use a TTY, you can contact State Relay by dialing 711.

MA: Income Calculation Enhancements

Marketplace programs do not currently use income records for any source except for self-attested income, including IEVS records. This can cause individuals who received an IEVS interface record to terminate in Medicaid and then be force-passed back onto Medicaid due to their self-attested income record being within the MA federal poverty (FPL) limits.

Additionally, self-employment expenses continue to be deducted after the self-employment has ended when a Marketplace determination is made, which incorrectly force-passes individuals into Medicaid. This project will ensure that individuals will not roll back to Medicaid when determined ineligible due to an interfaced income. This project will also update PEAK and CBMS to help ensure that the Annualized Self-Employment Income and Expenses are correct when they are end-dated.

CBMS users will see a pop-up message reminding them to review Annualized Income and APTC Expense Summary pages when end-dating self-employment records.

Pend at Redetermination (RRR):  Presentation Slides now available

On February 9, the Department held a meeting with county partners to discuss the upcoming CBMS March Build which includes changes that may significantly impact county processing of RRR packets.
 
Current CBMS functionality requires county departments to manually pend certain redeterminations, such as those without Social Security Numbers, those reporting self-employment, or Non-MAGI cases with resources, utilizing reports from COGNOS.  Through the CBMS March Build, the functionality will be modified to automatically request these verifications from members without the requirement to manually pend the case.  However, the modified functionality will require timely action be taken by the county department on member verifications to ensure the case is not discontinued in error.

Special Supplemental Nutrition Program for Women, Infants, and Children (WIC)
Now available on PEAK and PEAKHealth

The Special Supplemental Nutrition Program for Women, Infants, and Children (WIC) provides healthy foods, nutrition education, breastfeeding support and other services free of charge to Colorado families who qualify.   Pregnant woman and children under 5 years of age who are enrolled/eligible for Health First Colorado are income-eligible for WIC. 

Beginning on March 20th, the WIC program will be added to Colorado PEAK's online application and the PEAKHealth mobile app. The goal of this project is to increase referrals to WIC and allow for targeted outreach to potentially eligible clients. Reminder!  Provider Revalidation for Counties - TIME SENSITIVE
County Provider Revalidation must be completed before March 1, 2017

Counties must complete the revalidation and enrollment process to be approved as a Health First Colorado or CHP+ provider. Any county that bills the Department for services to our members must complete the application.

Timeliness for January 2017
Timeliness numbers for the month of January 2017 are in! 

Timeliness for all Medical Assistance applications for the month was measured at 98.15 percent.   The Department and its county partners have registered 31 consecutive months above 95 percent timeliness.

Timeliness for all Medical Assistance redeterminations for the month was measured at 97.95 percent.   The Department and its county partners have registered 12 consecutive months above 95 percent timeliness.

This could not have been accomplished without the hard work of our county partners.  Many thanks!

Process Improvement and Collaboration
Incarcerated Individuals:  Cost Savings for Local Governments

The Department would like to highlight efforts made by El Paso County Department of Human Services and the El Paso County Sheriff's Office to enroll eligible individuals upon release or for hospital stays exceeding 24 hours.

By focusing on these enrollment processes, the county has billed approximately $1.5 million in medical expenses to Health First Colorado, instead of absorbing those costs into the county budget.

In addition, the Department convenes a workgroup focusing on the jail-involved population; all county departments of human/social services are invited to attend.

Accountable Care Collaborative (ACC) Phase II Update
ACC Phase II:  Draft Request Comments

The next Phase of the Accountable Care Collaborative seeks to leverage the proven successes of Health First Colorado's (Colorado Medicaid's program) programs to enhance the member and provider experience. The goals of the Accountable Care Collaborative Phase II are to improve health and life outcomes of members while using state resources wisely. Learn more about ACC Phase II.
 
The Department sought targeted comments between November 4, 2016 and January 13, 2017 on the draft request for proposals (RFP) from stakeholders. More than 255 comments were provided on the draft Accountable Care Collaborative Phase II RFP. These comments, coupled with the feedback the Department received from 16 in-person meetings across the state and 3 live-webinars is helping refine the content for the formal release of the RFP in the spring 2017
 
Respondents expressed appreciation of the process and the opportunity to provide comments. Some of the themes from the feedback include:
  • Strong support for the focus on the integration of physical and behavioral health
  • Mixed response to the proposed attribution methodology
  • Requests for greater clarification regarding the six behavioral health visits that can be offered in primary care practices
  • Suggestions for stronger incorporation of substance use disorder services into the program
  • Recommendations that cannot be incorporated into the RFP, such as suggestions for expanding Health First Colorado benefits or alterations to federal managed care regulations
All comments submitted to the Department have been made publicly available and can be found on Colorado.gov/HCPF/ACCPhase2 .
 
The Department is working to review all comments received and is making updates to the RFP that align with our agency authority, state and federal rules, and the goals of Accountable Care Collaborative Phase II.
 
The Department plans to release the final RFP in Spring 2017. Below is a high level timeline for the Accountable Care Collaborative Phase II.

Governor proclaims Children's Dental Health Month

 

Colorado Gov. John Hickenlooper issued a proclamation recognizing Children's Dental Health Month and Oral Health Colorado. Oral Health Colorado is a network of oral health advocates representing a  diverse group of individuals, coalitions, networks, organizations and associations focused on advancing oral health and ensuring health equity throughout Colorado.
