President's Message
Cher(e)s membres du CCDI,
C'est pour moi un honneur de vous écrire pour la première fois en tant que présidente du CCDI. Tout d'abord, je tiens à remercier Adrienne Jarabek Marion pour le travail remarquable
qu'elle a accompli pendant sa présidence. Le dévouement et l'éthique de travail d'Adrienne ont non seulement accru la visibilité de notre organisation, mais ont également contribué à renforcer avec brio le partenariat avec des organisations clés telles que la SQDI.
Au cours des derniers mois, j'ai consulté le conseil d'administration afin d'élaborer un ensemble de priorités qui guideront mon mandat. J'ai également rassemblé l'équipe qui va élaborer et organiser notre congrès annuel. Après examen des observations reçues, nous avons de nouvelles idées pour le prochain congrès que nous avons hâte de partager. Demeurez à l'affut.
J'aimerais inviter tous les membres à me faire part de leur vision du CCDI et à vous engager. Il s'agit de votre association et nous voulons qu'elle reflète vos besoins et priorités. Il importe de souligner que notre organisation va bien au-delà du congrès annuel. Le CCDI encourage l'étude du droit international à travers l'attribution de bourse d'études et l'approfondissement des relations et du dialogue entre les juristes, les universitaires, les individus et les organisations de droit international partout au Canada et à l'étranger.

Dear CCIL members,
It is my great honour to write to you for the first time as President of the CCIL. First and foremost I would like to thank Adrienne Jarabek Marion for the remarkable work she accomplished during her Presidency. Adrienne's dedication and work ethic has not only increased our organization's overall visibility but has also strengthened our partnerships with key organizations such as SQDI.
Over the past months I have consulted extensively with the Board of Directors and I am developing a set of priorities that will guide my mandate. I am also happy to report that I have assembled the team that will conceptualize and organize our signature annual conference. Based on our outreach we have fresh ideas for the format that we are excited to share. Stay tuned.
I would like to extend an open invitation to all members to share with me their vision of the CCIL or to get involved. This is your association and we want it to reflect your needs and priorities. Don't forget, our organization is not just about our annual conference. We also encourage the study of international law through scholarships and to broaden relations and dialogue between international lawyers, scholars, individuals and organizations across Canada and around the world.
Looking forward to seeing you at the Annual Conference.

45th Annual Conference

The 45th annual CCIL Conference was held last November in Ottawa. Once again, the CCIL was pleased with the amazing engagement of the international law community! Attended by delegates and speakers from across Canada and abroad, the Conference brought together scholars and legal professionals from a broad spectrum of backgrounds to discuss the 2016 theme: The Promise of International Law: Solutions for the World's Crises.
Le CCDI tient à remercier tous ceux qui ont rendu ce congrès possible: commanditaires, conférenciers, bénévoles et participants. Transnational Criminal law in the Americas
The Transnational Law and Justice Network at the University of Windsor, Faculty of Law, will be hosting a conference from
May 4-5, 2017 on the topic of Transnational Criminal Law in the Americas. This conference seeks to engage academics, policy makers, NGOs, and individuals working on the ground in a multidisciplinary regional dialogue about the most pressing transnational criminal law issues facing the Americas today. The Honourable A. Anne McLellan, P.C., O.C., will be delivering the public Greenspan Cohn Lecture in criminal law and Professor Robert Currie of the Schulich School of Law, Dalhousie University, will be delivering the keynote address.

Relief in the Crosshairs: International Law and the Protection of Aid Workers during Armed Conflict
The Canadian Red Cross and the University of Saskatchewan College of Law are hosting a half-day conference at the University of Saskatchewan on
March 15, 2017. This timely event will include a discussion with a panel of experts from the Judge Advocate General, the International Committee of the Red Cross, the Canadian Red Cross. The speakers will touch upon issues relating to types of conflict, who is protected, accountability for violations of the law, and other challenges to the protection of aid workers during armed conflicts. The Canadian Council on International Law is sponsoring a post-conference coffee social, which will allow attendees and presenters to continue the discussions raised during the conference.

Canadian National Rounds of the Philip C. Jessup
International Law Moot Court Competition 2017
Call for Judges | Appel de candidatures pour les juges
The Philip C. Jessup International Law Moot Court Competition (the "Jessup") is now looking for judges in order to successfully run the Canadian national round of the largest moot court competition in the world!
The theme this year will address transboundary aquifers, cultural heritage, basic human rights to food and water and what happens when arguable violations of those rights generate refugee outflows.
The Canadian competition will take place in Edmonton, Alberta from
March 2-4, 2017. Fourteen Canadian law schools will be gathering to vie to be one of Canada's representatives to the international rounds. Canada will be sending two teams to compete at the international rounds, which will take place in Washington, DC in April 2017.

| Breaking the Cycle of the World's Crises and Conflicts: How to Enhance Understanding and Respect for IHL By Sarah Volstad
Since 1949, the Geneva Conventions have formed the foundation of international humanitarian law (IHL). The rules, set out in four conventions and three additional protocols, only apply in times of armed conflict and seek to protect the rights of people who are not taking part in hostilities as well as the rights of those who can no longer fight due to illness, injury or capture, for example. But how should the Geneva Conventions be applied? And, more fundamentally, how should they be understood? These are the questions that Jean Pictet and his colleagues sought to answer with their 1950s commentaries on the treaties, published by the International Committee of the Red Cross (ICRC). The Pictet Commentaries, as they have come to be known, are heavily based on the proceedings of the diplomatic conference which led to the Conventions as well as on practical experience during the Second World War.
Over the six decades that have followed the Pictet Commentaries, one might have expected a notable decline in the frequency with which the commentaries were referenced, yet the reality is quite the opposite. Since 2000, the number of references
to the original commentaries has dramatically increased. Why?

| La promesse du droit pénal international Par Delphine Ducasse
La session La promesse du droit pénal international s'inscrit parfaitement dans le thème du 45ème congrès du Conseil canadien de droit international « La promesse du droit international ». En effet, les panélistes se sont entretenus de différents enjeux affectant le droit pénal international, et de la façon dont celui-ci influence positivement la vie des citoyens du monde. Darryl Robinson, professeur à la Queens University, Fannie Lafontaine, professeure à l'Université Laval, Valerie Oosterveld, professeure à la University of Western Ontario et Pascal Paradis, Directeur général d'Avocats sans frontières Canada ont notamment discuté de l'impact positif du mécanisme des enquêtes préliminaires de la Cour pénale internationale dans les systèmes pénaux nationaux. Le cas de la Colombie a été examiné, où l'enquête de la Cour serait liée à une évolution des pratiques en matière de crimes sexuels. Les panélistes ont également abordé la question de la crise en Syrie et du fait qu'elle serait un contre-exemple du bon fonctionnement du droit pénal international, comme le conflit perdure et les conséquences tragiques se multiplient. Il a été argumenté au contraire que le droit pénal international intervient plutôt une fois que le conflit est terminé, et qu'il y a déjà une évolution marquante dans le conflit syrien. En effet, il y a des tentatives de recueillir de la preuve sur le terrain sur les possibles infractions au droit pénal international dans une perspective de futures poursuites.
L'enjeu majeur abordé lors de ce panel reste l'annonce par trois pays africain (le Burundi, l'Afrique du Sud et la Gambie) de leur désir de se retirer de la Cour pénale internationale...

Farewell to Past President and Professor Emerita Sharon Williams, an inspiring international jurist
It is with great sadness that we advise of the passing
of
Sharon A. Williams, past CCIL President (1998-1999) and Osgoode Hall Law School Professor Emerita. We extend our sincere condolences to Professor Sharon Williams' family, relatives, colleagues, friends and students.
Professor Williams was a distinguished lawyer and Professor of International Law and International Criminal Law at Osgoode Hall Law School of York University, Toronto. She authored many publications and books on international criminal law, international and national cultural property law, and international environmental law. In addition to her work at the Osgoode Faculty, Sharon acted as a consultant to the 1985 Deschênes Commission of Inquiry into War Criminals in Canada. She prepared government reports on the extra-territorial aspects of Canadian criminal law, the denaturalization and deportation of war criminals in Canada, and crimes against humanity. She also served as a consultant to the Department of Justice on extradition matters and acted as special adviser to the Canadian Delegation at several session of the General Assembly of the United Nations. At the international level, Sharon served as a member of the Permanent Court of Arbitration at The Hague from 1991 to 1997 and was a Judge ad litem at the International
Criminal Tribunal for the former Yugoslavia in The Hague from 2001 to 2003.

Professor Williams made an enormous contribution to national and international criminal law. She forged many strong relationships throughout her career with the international law community and will be greatly missed.
