Reporting Period 2 of the FY 2016-17 County Incentives Program, runs January 1, 2017 through June 30, 2017.

All FY 2016-17 County Incentives Program, Reporting Period 2, deliverables will be due no later than close of business July 5, 2017.

Upcoming Site Visits

As part of the Conditions of Funding for the County Grant Program, the Department will be performing a site visit to monitor the progress towards completion of the funded project.

The County Relations team reach out to county grant recipients to schedule site visits for February and March 2017.  Several site visits will be done in conjunction with those in neighboring counties, so specific dates will be provided to those grant recipients.

Breaking News - Policy and Process Updates

Pend at Redetermination (RRR):  County Meeting
County Meeting on Upcoming CBMS Changes to Redeterminations (RRR)
 
Please join the Department for a meeting with county partners to discuss the upcoming CBMS March Build which includes changes that may significantly impact county processing of RRR packets.
 
Current CBMS functionality requires county departments to manually pend certain redeterminations, such as those without Social Security Numbers, those reporting self-employment, or Non-MAGI cases with resources, utilizing reports from COGNOS.  Through the CBMS March Build, the functionality will be modified to automatically request these verifications from members without the requirement to manually pend the case.  However, the modified functionality will require timely action be taken by the county department on member verifications to ensure the case is not discontinued in error.
 
The meeting will be held on February 9, 2017, 1:00 - 2:30 pm at the Department, 303 E. 17th Avenue, Conference Room 11 ABC, Denver, CO 80203 . Dial-in information will be available, but in-person attendance is encouraged.

IRS Form 1095-B Mailings
IRS Form 1095-B in the Mail to Health First Colorado and CHP+ Members

The Department began mailing 1095-B tax forms to nearly all Health First Colorado and all CHP+ members on January 12, 2017 and will continue mailing the forms through January 25, 2017.
 
IRS Tax Form 1095-B is a federal tax document that includes information about the months during 2016 in which Health First Colorado and CHP+ members were enrolled in qualifying health coverage as required under the Affordable Care Act.
 
Members are not required to include the 1095-B form with their tax return, but they should keep it with their tax records to verify coverage.
 
The Department will begin mailing corrected 1095-B forms, as needed, in February 2017.

Behavioral Health Presentation:  Colorado Counties, Inc. (CCI)
Department provides presentation to county human/social services directors at CCI's Winter Conference
 
In November 2016, the Department's behavioral health staff presented jointly with Colorado Department of Human Services's staff to county commissioners and county/human services directors on the structure of the Health First Colorado behavioral health system.

The Important Dates document details deadlines for Claims, PARs, and more.

The Training document contains course descriptions and registration information for the Provider Web Portal training - which starts on Tuesday the 17th.
 
If you bill Health First Colorado (Colorado's Medicaid Program) and/or Child Health Plan Plus for any services you provide, such as non-emergent medical transportation, you should plan to attend all sessions of the Provider Web Portal training. If you cannot attend one of the webinar sessions, recordings will be available at the end of January.

Reminder!  Provider Revalidation for Counties - TIME SENSITIVE
County Provider Revalidation must be completed before March 1, 2017

Counties must complete the revalidation and enrollment process to be approved as a Health First Colorado or CHP+ provider. Any county that bills the Department for services to our members must complete the application.

Timeliness for December 2016
Timeliness numbers for the month of December 2016 are in! 

Timeliness for all Medical Assistance applications for the month was measured at 99.19 percent.   The Department and its county partners have registered 30 consecutive months above 95 percent timeliness.

Timeliness for all Medical Assistance redeterminations for the month was measured at 98.31 percent.   The Department and its county partners have registered 11 consecutive months above 95 percent timeliness.

This could not have been accomplished without the hard work of our county partners.  Many thanks!

Process Improvement and Collaboration
Incarcerated Individuals:  Cost Savings for Local Governments

The Department would like to highlight efforts made by El Paso County Department of Human Services and the El Paso County Sheriff's Office to enroll eligible individuals upon release or for hospital stays exceeding 24 hours.

By focusing on these enrollment processes, the county has billed approximately $1.5 million in medical expenses to Health First Colorado, instead of absorbing those costs into the county budget.

In addition, the Department convenes a workgroup focusing on the jail-involved population; all county departments of human/social services are invited to attend.  The next scheduled meeting will be:

Department Updates
HCPF Person- and Family-Centered Approach:  Building a Culture of Collaboration with Members

To begin the second phase of our continued member experience work, the Department solicited input from Member Experience Advisory Council members and other external stakeholders in early 2016. Council members and stakeholders all identified the member experience as the place with the greatest need for continued work. The Department's Person-Centered Approach Core team began discussions with County Human Services Directors to determine some specific ways the grant dollars can support the work of improving the member experience at the county level.

Based on feedback from County Human Services Directors from each region across the state, the Department plans to hire a contractor to help us conduct feedback sessions with staff from County Departments of Human/Social Services and with medical assistance clients. The goal of the feedback sessions will be to identify feasible methods to improve the member experience in Health First Colorado and CHP+ at the county level.

The Department has not yet determined a project timeline but will provide further information at a later date.

From Governor John Hicklenlooper
Gov. Hicklenlooper announces 'Call for Innovation' to help underserved Colorado youth

On Monday, Jan. 9, 2017,  Gov. John Hickenlooper announced the "Colorado Call for Innovation," soliciting innovative approaches from nonprofits, local governments and service providers to improve outcomes for Colorado underserved youth and their families.
 
"The Colorado Call for Innovation is an ambitious statewide effort to catalyze collaboration to move the needle on measurable outcomes for children and their families," Gov. Hickenlooper said.
The Call for Innovation (CFI), released by the Office of State Planning and Budgeting (OSPB), is focused primarily on two groups: child welfare-involved youth with low on-time high school graduation rates, and young first-time offenders who are briefly admitted to secure detention and then return to their families and communities.  
OSPB is interested in innovative approaches to boost high school graduations and reduce juvenile justice involvement, among other key outcomes of focus. OSPB is also interested in upstream preventive approaches for these youth, and in "two-generation" interventions that consider the needs of both youths and their families.
The Call for Innovation is connected to a Pay for Success feasibility study OSPB is conducting. Pay for Success is an innovative financing model linking funding for services to measurable outcomes and impact. OSPB received a federal grant via the Sorenson Impact Center, a Utah-based organization dedicated to innovative and evidence-based policymaking, in July last year to pursue this study. OSPB will consider compelling ideas collected through the CFI for possible funding, either through a Pay for Success project or through the regular budgetary cycle.
To complete a CFI submission, organizations and local governments should provide responses to the questions in the "CFI Application" attachment by March 21, 2017. The full Call for Innovation is available here
