Welcome to the February edition of
ENEWS! This issue will cover important information about Waterdown's Urban Boundary, the upcoming Public Meetings, the many projects happening throughout the community in 2017, and Tax Benefits for Low Income Families. Please be sure to read through the many exciting events happening in our community!
Residents ask: "How much more development in Waterdown?"
Residents have been wanting to know how much land around Waterdown will continue to be developed. The Waterdown Urban boundaries are set - there will be no more development after the areas currently under construction are completed.
The map above shows the urban boundary outlined in the broken black line surrounding Waterdown. It also indicates the provincially approved residential growth within the Waterdown urban boundary. There will be no further residential development once these subdivisions are complete at approximately 7,500 new homes. Waterdown is surrounded by the Green Belt which protects lands outside of the urban area from any further growth under this provincial legislation.
The current residential and commercial development lands along Parkside Drive, Hamilton Street, and Dundas Street which are now under construction should be complete in the next five years. The farmland outside of these development are not inside the Urban Boundary. These lands are in the Green Belt and cannot be developed for housing or commercial uses.
The vacant land located to the west of Hollybush, south of Parkside to Borers Creek and over to Hwy #6 was approved in 2002 for prestige business park development. This business park will be similar to the Clappison Innovation Drive business park located just west of Clappison Corners off Dundas Street (behind the Tim Hortons/Wendy's). Development has started and will include the extension of Clappison Drive from Boston Pizza/No Frills up to connect with Parkside Drive. This road extension is scheduled to be completed by fall 2017.

Public Meeting: Firearms Discharge By-Law Update
Residents are encouraged to attend an upcoming public meeting to provide your comments to City staff on the proposed Firearms Discharge By-Law changes.
The City of Hamilton is conducting a comprehensive review of the Discharge of Firearms By-Law.

Public Meeting: Waterdown Road Bypass Expansion
Residents are invited to attend a Public Meeting to view the latest
plans for the widening of
Waterdown Road
. This a joint project between the City of Hamilton and Burlington which was approved by the Ministry in 2014. Draft plans are now 90% complete. Doors open at 6:30 pm with a formal presentation at 7:00 pm. The actual road construction is planned for 2019.

Flamborough 2017 Projects
There are many big projects scheduled for Waterdown and Carlisle in the coming months. There are
several Ontario Municipal Board (OMB) challenges, including the proposed condo development at 383 Dundas Street - the current site of Connon Nurseries. As well,
the OLG casino application for Flamboro Downs.
In Waterdown, currently there are several developments including the
renovation of Memorial Hall, with the addition of an elevator and work on the interior and exterior of the building. Also, the widening of Parkside Drive is set to start construction in 2017 and the Waterdown Road expansion, which is a joint project with the City of Burlington will start in 2019. In 2017
the installation of a new baseball diamond complete with lights at Joe Sams Park will be complete this spring. And the Clappison Drive expansion to connect to Parkside Drive is currently underway for completion Fall 2017. In 2017 the City will also be conducting a feasibility study for a public pool in Waterdown.
In Carlisle, projects to start in 2017 include the
construction of an elevator at the Carlisle Arena scheduled as well as a f
easibility study for a new Carlisle library - both part of the Canada 150 grant.
We can expect to continue to see growth in the community where new business parks are scheduled to start between Coreslab Drive and the Harry Howell Arena as well as a prestige business park North of the Clappison Power Centre on the vacant lands up to Parkside Drive and west to Highway 6.
New businesses committed to moving in will bring new services and create jobs in Flamborough.
Ward Boundary Review
City Council recently adjusted the ward boundaries across the City of Hamilton. which resulted in Council supporting Option 1. The result is a fair compromise to ensure the voices of suburban Hamilton residents are still well represented at the Council table. More information will be available at a future date.
Tax Benefits for Low Income Families
Filing taxes may not be your idea of fun, but it can make a big difference to your family's income. New financial supports such as the Canada Child Benefit can mean hundreds of extra dollars per month for low and middle income families who have children up to the age of 17. However, you must file your taxes in order to access this extra money.
For example, a family with 2 children and earning $28,000 a year could be eligible for a tax free benefit of $900 a month through the CCB - that's $10,800 per year! Families receiving social assistance are eligible for the benefit too, and it isn't deducted from Ontario Works or ODSP.
The City of Hamilton wants to make sure everybody who is eligible can access the money to which they are entitled, and is working with community partners and poverty-reduction organizations to develop a plan to expand free community tax clinics in Hamilton. Courtcliffe Park Creek Restoration Construction
Conservation Halton in partnership with the City of Hamilton, Trout Unlimited Canada, and the Courtcliffe Park Committee has announced the next phase of restoration for the Bronte and Mountsberg Creeks in Courtcliffe Park. Community consultation for this project occurred on June 18, 2016 and June 28, 2016 in Carlisle. The aim is to return the creek to a healthy state. Project construction will occur during the following dates:
* February 1 to March 31, 2017
* July 1 to August 30, 2017
There will be some disruption to trail access in Courtcliffe Park during these times. However, best efforts will be made to keep trails open as much as possible. Temporary construction signage will be installed in Courtcliffe Park describing the project and indicating any temporary trail closures. To learn more on this project, click

HC-HY Flamborough Paint Challenge

The epic 5 km obstacle course paint run winds through Joe Sam's Park.

Mountainview Heights Phase 1 and 2
Mountainview Heights is a comprehensively planned community which comprises the majority
of the Waterdown South Secondary Plan area. The development is approximately 375 acres in
total size, and is to be completed in three phases. The initial phase is complete, with 248 dwelling units and St. Thomas the Apostle Elementary School. Phase 2 is currently underway, with the moving of the piles of dirt on either side of the School. This phase will include new residential and commercial units and the beginning stages of a new park once the western portion of Mountainview Heights is completed.
Agro Park will be 5 acres, constructed in late Fall 2016 to be completed in the Spring/Summer of 2017. The park will be to the west of the school and another planned park in subsequent phases will be directly to the east of the school.
Earthworks and grading commenced in April of this year (2016) and are expected to continue throughout the summer, the grading is now complete. The installation of site services (storm sewers, sanitary sewers, water mains, utilities and roads) are expected to follow in the fall and then continue to August 2017.
When site servicing is completed in the summer of 2017, a second road, similar to Burke Street called
Mallard Trail, will be completed and include a bridge, providing a second access into the community from Dundas Street.

Mountainview Heights residents, remember to contact your builder to get your grading deposits reimbursed. Request a security deposit form; fill it out and send it back. They will keep it on file until the city assumes the roads.

Road Improvements in Waterdown
Clappison Drive to Connect up to Parkside Drive & Clappison Power Centre
Clappison Drive extension is underway with a final design, with construction to start spring 2017. It is anticipated that much of the traffic will move from Hollybush Drive to this new Clappison Drive route to the Power Centre and Clappison intersection of Hwy #5 & 6.
Parkside Drive Improvements
Staff are currently in land negotiations with two final property owners. Once that stage is complete, construction for the Parkside Drive Improvement Plan will begin, scheduled for spring 2017. It will include a three-lane upgrade with continuous centre turning between Main Street West and Highway #6. Further updates will include new sidewalks, bike lanes, three new stoplight intersections and pedestrian crossings.
Waterdown East-West Corridor
Construction for the corridor will begin in 2017/2018 in phases. The corridor will run north from Dundas Street East with a new road up to Parkside Drive between Spring Creek and Evans Road. It will run west on Parkside Drive curving north behind Alexander Place, then west again over to connect with Highway #6 just south of the 5th Concession. The project is currently in the detail design phase.
Waterdown North-South Corridor
The project is scheduled to begin in 2019. This is a partnership between the City of Hamilton and the City of Burlington.
T
he corridor will run from Craven Avenue in Burlington to Dundas Street East in Waterdown.
The project will initially widen Waterdown Road to three lanes, and will also widen Mountain Brow Road to four lanes.
In addition, there will be a multi-use pathway on the west side and a new traffic signal at Waterdown Road and Mountain Brow.

Replacing Dundas Street Grindstone Bridge
Grindstone Bridge will be replaced as part of the final stage of the Waterdown corridor projects.
Phase one of the bridge replacement will involve relocating
utilities in and around the bridge such as water and hydro. An Environmental Assessment of the area is currently underway. For more information,

Phase two of the bridge replacement project will be the actual reconstruction of Grindstone Bridge. The City will host Public Information Centres closer to this time in order to address traffic mitigation, construction issues, environmental concerns, and any other comments/inquiries from the community.
Highway 5 & 6 Interchange
Twelve properties on the west side of Highway 6, south of Parkside Drive, have been purchased by the Ministry of Transportation in preparation for the future Highway 5 and 6 Interchange.
The purpose of these improvements is to enhance traffic flow and address future capacity issues within the area. The project's completion is driven by the Ministry of Transportation's Provincial Budget, and therefore the City has no authority over construction timelines. The project is currently in the detail design phase.

Flamborough Women's Resource Centre
|
The Flamborough Women's Resource Centre (FWRC) has a variety of services and programs for women. To begin, individual Counselling supports women in making life decisions that are good for them. Specialized counselling for women who have, or are experiencing, mental or physical abuse is also available. The Transitional Support Program is available to link women to a variety of Flamborough community resources including assistance with housing supports. Legal advocacy assists women in navigating today's complicated legal systems including police, legal aid, family law, custody issues and immigration law. All of these services are private and confidential and located at the FWRC in Waterdown.

The Waterdown Food Bank is open to those in need every Tuesday from 2-6pm or by appointment. The Waterdown Food Bank has helped many residents over the years through difficult times, and continues to be a valued community service.

The Flamborough Food Bank (FFB) is a not-for-profit, community based organization that supplements individual and family household food and personal care needs through community donations and resources.
The FFB is open to anyone who is in need of food or personal care supplements. It also offers holiday assistance including Easter, Thanksgiving and Christmas food hampers. Clients can only be registered with one food bank in the Hamilton area. Clients are welcome to come in every two weeks. To register as a client, please fill out a registration form at the Carlisle United Church. The registration process requires: Photo ID, proof of residency, proof of income and major expenses.
