Human Response Network
The  Human Response Network  is a private, non-profit agency, serving all residents of Trinity County. The organization began in 1980 as a volunteer effort of 3 women who provided assistance to pregnant women and their children escaping violent environments. The group incorporated in 1984, and today manages an annual budget of $2.2 million, employing 28 full time equivalent positions.

The passage of Assembly Bill 1944 relating to child
care, repeals the requirement for parents to sign and return the Notification and

ESSA State Plan Stakeholder Policy Input Meetings
The CDE, in partnership with select county offices of education, is convening stakeholder meetings to inform the development of California's Every Student Succeeds Act (ESSA) State Plan.

What's Happening
California 

T o date, the Assembly has introduced 234 Assembly bills and the Senate introduced 190 Senate Bills.

This week, the Assembly and Senate will convene floor session on Monday and Thursday.  On Thursday February 2nd, the Assembly Budget Committee will convene an Overview of the Governor's 2017-18 Budget upon adjournment of session.  To listen, click here.

To date, the following bills have been identified as priorities for our field:
  • AB 60 (Santiago & Gonzalez)  - Subsidized child care and development services: eligibility periods.  This bill would establish an initial eligibility and redetermination periods of not less than 12 months.  Additionally, this bill will establish ongoing income eligibility to mean that a family's adjusted monthly income is at or below 85 percent of the state median income, based on the most recent data on state median income published by the United States Census Bureau, for a family of the same size.
  •   AB 160 (M. Stone)  - CalWORKs: eligibility: This bill would restore the 60-month time limits (which is currently 48 months) for the California Work Opportunity and Responsibility to Kids (CalWORKs) eligibility and update the program's earned income disregard process.
  • AB 227 (Mayes) - CalWORKs education incentive.   This bill would create the CalWORKs Educational Opportunity and Attainment Program to provide CalWORKs recipients with a monthly education incentive grant of $100 for attainment of a high school diploma or its equivalent, $200 for attainment of an associate's degree or career technical education program, or $300 for attainment of a bachelor's degree, if the educational program was completed while the recipient was receiving CalWORKs assistance.
  • AB 231 (Chavez) - Subsidized child care: eligibility: (please note the CAPPA's office has been working with ASM Chavez on this bill and it is expected to be amended) This bill would, for the 2018-19 fiscal year, and each year thereafter, (1) define income eligibility as a family's adjusted monthly income at or below 75% of the state median income, adjusted for family size, and adjusted annually; and (2) establish a phasing-out scale for eligibility levels based on the state median income, as specified. The bill would also require the income of each family receiving state-funded child care under the act to be verified annually. This bill would also limit subsidized child care services to 8 years.
  • AB XXX (Aguiar-Curry) - GED and ESL: (please note this bill has not yet been officially introduced)This bill would add educational programs in English as a Second Language and classes to attain a high school diploma or general educational development certificate to the list of eligibility criteria for state subsidized child development services under the California Educational Code.

Dwindling Support for Working Families' Child Care Needs

History of R&R and APP

Remarks at the 40th Anniversary of the founding of R&R/AP

Cindy Mall contacted me two and half weeks ago and asked me to do a short history of R&R/AP and then lead into a remembrance of Patty Siegel.   Patty passed right after Christmas last year.    So I thought I would focus on AB 3059 which was passed in 1976 and created the initial funding for both R&R and AP.  Patty was one of the key players in the adoption of AB 3059 and none of us would be here today without it.

First I must tell everyone that I wasn't there at the beginning.  I moved to CA in 1981 to go to graduate school at UCLA and in 1982 I received a fellowship in child and family policy from the Bush Foundation.  Our orientation began with a trip to Sacramento where I met Patty Siegel, Arlyce Currie and several others child care advocates who were responsible for the passage of AB 3059.  So like when my children asked me whether dinosaurs roamed the earth when I was a kid, I answered no but your grandpa was around then.  I wasn't there at the beginning but I knew many of the people who were there.  Click here to read full history as presented.

Update on the Title V Regulation Overhaul Process
The CDE/EESD has announced plans and a process to promulgate regulations that will update the California Code of Regulations,  Title 5 (CCR)Chapters 19 and  19.5. Many of the provisions of these regulations need to become current and aligned with California laws recently enacted, as well as the federal Child Care and Development Fund (CCDF) Program Final Rule, published September 30, 2016. 
As a first step in this process, EESD solicited input from its contractors, partners, and stakeholders. Over 517 suggestions were received through emails, AB 104 recommendations, and fall conference stakeholder meetings. These suggestions could potentially impact 46% of the 211 regulations found in Chapters 19 and 19.5. CDE has synthesized these suggestions, which can be found  hereAll comments received will be posted to CDE's website shortly. CDE has stressed that they are still open to suggestions and are committed to transparency and stakeholder involvement throughout the process. The EESD plan of action that highlights the desired outcome, major steps, and timelines for promulgating these 5 CCR updates can be found  here.  
The Office of Administrative Law (OAL) rule-making process will be followed, which includes public comment periods. See flow chart here

EESA State Plan Development Opportunity
Meetings will take place in various counties from February 6- February 11.

As a part of California's transition to the Every Student Succeeds Act (ESSA), California must submit an ESSA State Plan to the U.S. Department of Education. The CDE, in partnership with select county offices of education, is convening stakeholder meetings to inform the development of California's ESSA State Plan.
The purpose of these meetings is to present the policy decisions California needs to make in order to develop its ESSA State Plan, and gather feedback from a wide variety of stakeholders on the options the State could pursue in order to address those policy decisions.
