New SUMA Board Now Complete

Five elections at Convention 2017 completed the SUMA Board of Directors:
  • President - Councillor Gordon Barnhart, Town of Saltcoats
  • Vice-President of Towns - Mayor Rodger Hayward, Town of Naicam
  • Vice-President of Villages, Resort Villages, and Northern Municipalities - Mayor Mike Strachan, Village of Torquay
  • Saskatoon/Regina Executive Member - Councillor Darren Hill, City of Saskatoon
  • Northern Regional Director - Mayor Bobby Woods, Northern Village of Buffalo Narrows
  • As Vice-President Strachan moved to the Executive Committee from a Regional Director position, SUMA also welcomes a new Southeast Regional Director - Councillor Lori Stephan, Town of Broadview

Convention 2017: Congratulations Award Winners

There was plenty to celebrate at Convention 2017. On Tuesday afternoon, the winning urban municipalities received their Saskatchewan Municipal Awards in a room full of their peers. Congratulations to all winners!

1st Place:
Oil Spill and Water Crisis Response - City of Prince Albert
 
2nd Place:
Our Humboldt Strategic Framework - City of Humboldt
 
3rd Place (tie):
Unmanned Aerial Vehicle/Laser Survey - Town of Kerrobert
 
3rd Place (tie):
Highway 316 Concept Plan - RM of Blucher
 
Regional Cooperation Award:
Wallace Creek Watershed Association Board - Village of Rhein and the RMs of Sliding Hills, Wallace, Calder, Saltcoats and Churchbridge.
 
Then on Tuesday evening, we celebrated long-serving municipal employees and elected officials at the President's Banquet and Awards Ceremony. There were 22 award recipients this year, and SUMA was proud to honour all the Meritorious and Honorary Award winners as well as our Life Membership Award winner.

MLDP Module in Val Marie

Those of you in the southwest, consider signing up for the MLDP module, Strategic and Financial Planning for Municipalities, Monday, February 27,  9:00 a.m. to 4:00 p.m. at the Val Marie RM Office 112 Railway Avenue E, Val Marie. The cost is $135 plus GST and the deadline to register is end of this week. Census 2016 Population and Dwelling Counts Now Available

Statistics Canada released population and dwelling counts from Census 2016 last week. You can check out your community's stats on the Statistics Canada Saskatchewan Census Profile page and compare with Census 2011 numbers. As a province, Saskatchewan increased its population by 6.3 per cent, which was above the national average of five per cent between 2011 and 2016.

Building Capacity: 
Johnson Shoyama Institute for Public Policy Public Workshops

The Johnson-Shoyama Graduate School of Public Policy is holding a one-day public workshop on the Relationship between Indigenous and Non-Indigenous People, March 7, 2017, at the University of Regina.  The workshop will cover: 
  • the historical events and policies that affected the relationship between Indigenous people and non-Indigenous people;
  • Calls to Action highlighted by the Truth and Reconciliation Commission (TRC);
  • current Indigenous policy; and
  • engagement strategies and relationship-building tools.
Workshop fee is $350 plus GST.  Register online  today.

LA FOIP Webinar Video

Thanks to the Office of the Saskatchewan Information and Privacy Commissioner, you can see a recording of a webinar on LA FOIP 101: The Basics for Cities, Towns, Municipalities, etc. The video runs just under an hour and covers T he Local Authority Freedom of Information and Protection of Privacy Act (LA FOIP), access requests, privacy breaches, the Information and Privacy Commissioner, and balancing the public and the private. The webinar was presented by Saskatchewan IPC Analysts Melanie Coyle and Kayla Oishi, along with our very own Steven Dribnenki, SUMA Policy and Legal Advisor. You can also check out the recording on YouTube

Book a Free Visit from SSHF Travelling Sports Exhibit

The Saskatchewan Sports Hall of Fame (SSHF) is hitting the road in 2017 to celebrate Canada's 150th anniversary, and showcase Saskatchewan's phenomenal sports history. An outfitted semi-trailer filled with artifacts is available for bookings at no cost. If you're planning an event in your community with a projected attendance of at least 500 and would like the SSHF to be there, contact them today. You can email the SSHF or call 306-780-9232. Time to Renew: VFF Insurance
 

Volunteer Firefighter and First Responders Insurance renewal is due soon. All participating municipalities received renewal invoices in early December. The deadline to renew coverage is February 28. If you plan on renewing this coverage and have not already done so, please send a copy of your invoice along with your payment to the SUMA office. Late renewals will result in a lapse in coverage, so get your renewal in today!

Funding: Climate Adaptation & Infrastructure Planning

The Federation of Canadian Municipalities recently announced the launch of two new programs designed to help municipalities  take action on climate change and strengthen infrastructure planning and decision-making. The programs are funded by the Government of Canada. 

The Municipalities for Climate Innovation Program includes several cycles of grants, the earliest of which offers up to $175,000 to develop plans and studies to reduce greenhouse gas emissions and help your community adapt to impacts of climate change. 

The Municipal Asset Management Program is designed to help municipalities take a holistic approach to infrastructure renewal.

Funding: Community Airports 

The Government of Saskatchewan is now accepting applications for the Community Airport Partnership (CAP) Program until Friday, March 31, 2017.
 
Eligible applicants include municipal or community owned airports that support economic development, general access to surrounding communities, and air ambulance operations. Communities are encouraged to partner with other communities, RMs and businesses in their proposal.

SUMA has long advocated for sustainable funding for community airports. In 2010, the SUMA Board of Directors endorsed a policy advocating for additional funding for airport infrastructure in southern Saskatchewan. The Community Airport Partnership (CAP) program has since received a much-needed boost to continue building links between Saskatchewan and national and international markets. Please take advantage of this program for your
regional community airport.
 
CAP is an ongoing program subject to the availability of funding on an annual basis. Half (50 per cent) of the eligible cost is available for funding, with a maximum contribution of $275,000, for an approved project.
