Important Message from CDE regarding CAPP
Over-enrollment Issues


The below message was sent out from CDE last Friday. 
If your program is projected to be  over-enrolled,  please let CAPPA
know so we can help support you during this process.

The California Department of Education is aware that many California Alternative Payment Program (CAPP) contractors are projected to over-earn their fiscal year 2016-17 contracts due to over-enrollment as of December 31, 2016.
The Early Education and Support Division (EESD) and the Fiscal and Administrative Services Division (FASD) - Child Development and Nutrition Fiscal Services are working together to address the over-enrollment issues with the CAPP contractors projected to over-earn. 
At this time, please do not dis-enroll children and families served by CAPP contractors. Additionally, if you are projecting to over-enroll, please don't enroll additional families.  It is also recommended that you begin submitting fiscal reports monthly in order to get the most up-to-date earnings projections. The EESD is working diligently with the California Department of Finance and the Legislature to come up with possible financial solutions for
the current fiscal year.
If your program is projected to be over-enrolled, and have not already notified your EESD field consultant and your CDNFS Fiscal Analyst, please do so as soon as possible.

CDE will issue further guidance as soon as they have additional information.

Overview of the Governor's 2017-18 Budget: Proposition 98 and Early Childhood Education;  Federal Funding

To date, the following bills have been identified as priorities for our field:
  • AB 60 (Santiago & Gonzalez)  - Subsidized child care and development services: eligibility periods.  This bill would establish an initial eligibility and redetermination periods of not less than 12 months.  Additionally, this bill will establish ongoing income eligibility to mean that a family's adjusted monthly income is at or below 85 percent of the state median income, based on the most recent data on state median income published by the United States Census Bureau, for a family of the same size. *high priority for supportFind the fact sheet HERE. 
  •   AB 160 (M. Stone)  - CalWORKs: eligibility. This bill would restore the 60-month time limits (which is currently 48 months) for the California Work Opportunity and Responsibility to Kids (CalWORKs) eligibility and update the program's earned income disregard process.
  • AB 227 (Mayes) - CalWORKs education incentive.   This bill would create the CalWORKs Educational Opportunity and Attainment Program to provide CalWORKs recipients with a monthly education incentive grant of $100 for attainment of a high school diploma or its equivalent, $200 for attainment of an associate's degree or career technical education program, or $300 for attainment of a bachelor's degree, if the educational program was completed while the recipient was receiving CalWORKs assistance.   • AB 231 (Chavez) - Subsidized child care: eligibility. This bill would, for the 2018-19 fiscal year, and each year thereafter, (1) define income eligibility as a family's adjusted monthly income at or below 75% of the state median income, adjusted for family size, and adjusted annually; and (2) establish a phasing-out scale for eligibility levels based on the state median income, as specified. The bill would also require the income of each family receiving state-funded child care under the act to be verified annually. This bill would also limit subsidized child care services to 8 years.
  • AB 237 (Aguiar-Curry) - Child care services: eligibility. This bill would add educational programs in English as a Second Language and classes to attain a high school diploma or general educational development certificate to the list of eligibility criteria for state subsidized child development services under the California Educational Code.

In 2013-14, the state created the Local Control Funding Formula (LCFF) for county offices of education (COEs). With this funding, COEs are required to (1) provide alternative education to certain at-risk students and (2) oversee school districts' budgets and academic plans. COEs may use any funding available after completing these tasks on optional activities that reflect their own priorities. We have concerns that providing funding directly to COEs for alternative education and optional activities detaches school districts from the decision making process of how to best serve their students. To address these concerns, we recommend the Legislature shift that funding to districts and allow them to contract with COEs (or other providers) for services. Because oversight of school districts' budgets and academic plans likely is both more effective and efficient when performed at the regional rather than state level, we recommend the Legislature fund COEs directly for these activities. Because our recommendations signify major changes in the way the state funds COEs, we recommend the Legislature phase in the new funding model over several years.

The 2017-18 Budget: Proposition 98 Education Analysis

The LAO has released an analysis of the 2017-18 Bu
dget:  Proposition 98 Education Analysis.

Beginning on page 35, is the topic of preschool.
  Throughout this section, it discusses the pros and cons of the preschool models, and notes the challenges some state preschool providers report in earning their contracts.  Beginning on page 38, the LAO notes recommendations including to:
  • Allow All Types of Providers to Apply for New Full-Day Slots
  • Focus on Unserved Eligible Children Before Expanding Eligibility
  • Reject (Governor's) Preschool Proposals, Pursue Alignment More Holistically
  • Adopt Transitional Kindergarten/Kindergarten Flexibility in Tandem With Differential Rates
By the end of the month another report will be released by the LAO focused specifically on child care.

As we embark on 2017, we look forward to a new year and how we can make an impact during the first 100 days of the new administration. On child and family programs and policy we remain committed to ensure the new Administration and Congress are aware of the policies and resources critical for positive outcomes; and, that within states and communities we engage influencers and implementers to advocate for policies in the best interest of children. Our  Child Care Works movement  is poised to continue the momentum around ensuring that quality, affordable child care remains a national priority for both the new administration and Congress, and upcoming events like the Child Care Aware of America®  Policy Summit  will position child care advocates to make their voices heard in the first 100 days.

Update on the Title V Regulation Overhaul Process
The CDE/EESD has announced plans and a process to promulgate regulations that will update the California Code of Regulations,  Title 5 (CCR)Chapters 19 and  19.5. Many of the provisions of these regulations need to become current and aligned with California laws recently enacted, as well as the federal Child Care and Development Fund (CCDF) Program Final Rule, published September 30, 2016. 
In an effort to keep the field updated on this ongoing process, CAPPA has created a new Regulations tab on our webiste. You can find updates, resources, information and recommendations submitted to CDE by CAPPA's subcommittee on CCDBG, Regulations, and Best Practices.

Early childhood classrooms are wonderful places for children to learn the social skills necessary for entry into kindergarten and later school success. Research indicates that the structure of the classroom environment, paired with planned instruction, supports the development of social emotional skills as well as prevents behavioral issues.
