AIA Arizona is monitoring the 2017 Arizona legislation and is asking for your assistance in OPPOSING Senate Bill 1188 (Reference Title:  Procurement Process, Professional, Construction Services). 

The bill was sponsored by Senator John Kavanagh and passed out of the Senate "Committee on Government", so we need to kill it before it goes to the House.  Here is a copy of the bill.
 
Senator Kavanagh wants to change the current Arizona procurement law to allow:
 
5.  For construction services or professional services contracts that are fully funded with state monies, the procurement officer may enter into simultaneous negotiations with the highest ranking qualified persons or firms on the final list until an agreement is reached on compensation and on other contract terms that the procurement officer determines to be fair and reasonable to this state or a determination is made to reject all persons or firms on the final list.
 
Senator Kavanagh was careful to create a distinction between projects that receive federal money and those that don't.  Arizona has to use QBS for federally-funded projects.  This multiple, simultaneous negotiation proposal - means the low bid wins!  It would extend to not only state agencies, but cities, towns, counties, school districts, etc.
