Annual Legislative Reception and Dinner
|
|
|
The annual Legislative Reception and Dinner was held January 18, 2017 and drew over 150 members and guests, including local legislators. The evening was led by Conference Vice President and Addison Mayor Rich Veenstra, who welcomed guests and presented the DMMC 2016 Governmental Leader of the Year award to DuPage County Coroner Richard Jorgensen, MD, FACS. Downers Grove Mayor Martin Tully followed with an engaging presentation of the Conference's 2017 legislative priorities. After an enjoyable dinner, Wood Dale Mayor Nunzio Pulice and Willowbrook Mayor Frank Trilla engaged the legislators in an open discussion of these priorities and Springfield.
Thank you to all who attended the Conference's 2017 Legislative Reception and Dinner and helped make the night a success. We would especially like to thank Senators Cristina Castro, Michael Connelly, Tom Cullerton, and Linda Holmes, and Representatives Patti Bellock, Peter Breen, Stephanie Kifowit, Michelle Mussman, David Olsen, and Kathleen Willis for joining us and sharing their thoughts and observations.

DuPage County Coroner Richard Jorgensen Named DMMC Governmental Leader of the Year
|
|
The Conference presented DuPage County Coroner Richard Jorgensen, MD, FACS, with the 2016 Governmental Leader of the Year award during the annual Legislative Reception and Dinner on January 18. Since 1993, the Conference has annually recognized a governmental official who has significantly supported DuPage municipalities. The Governmental Leader of the Year is a person who understands municipal burdens, supports important municipal legislation or initiatives, and seeks solutions to municipal concerns.
Dr. Jorgensen was recognized for his exceptional efforts as DuPage County Coroner and his decisive and effective leadership locally and regionally to assist communities hit hard by the increasing penetration of heroin and fentanyl into high schools throughout the County. Thanks to his efforts, DuPage County has increased training and provided police and first responders with antidotes for overdoses; partnering with schools to educate parents; and providing effective treatment to those hurt by these drugs.
We thank Dr. Jorgensen for his leadership and hard work on behalf of municipalities and their residents.

Best Wishes and Farewell to Aurora Mayor Thomas Weisner
On October 30, 2016, Mayor Thomas Weisner officially stepped down from his position at the City of Aurora and thus we sadly say goodbye to a valued leader and member of the Conference.
Mayor Weisner's expertise in a municipal matters has contributed greatly to shaping and guiding Conference efforts. His passion for researching and educating stakeholders on key municipal issues such as the pension crisis and sustainable water resources has been crucial in helping the Conference and municipalities work towards viable solutions while creating valuable partnerships along the way.
Mayor Weisner has been a dedicated Mayor with a clear passion for not only advancing the City of Aurora, but the entire region as well. During his tenure as mayor he has been credited with many successes in education and safety, and providing a great quality of life for the citizens of Aurora.
We will miss Mayor Weisner. His contributions to the City of Aurora, to the region, and to the Conference, will not soon be forgotten. We wish Mayor Weisner the best in all his future endeavors.

Congratulations Bensenville President Frank Soto
DMMC congratulates former President Soto on his new position outside Bensenville Village Government. As President, Soto has graciously served the Conference as a member of both the Legislative and Intergovernmental Planning Committees and has served the municipalities of the region as a member of the Elgin-O'Hare West Bypass Advisory Council. Congratulations to President Soto and best wishes!

Congratulations and Farewell to Kathleen Rush, Woodridge Village Administrator
|
|
January 2017 marks the end of an era and a relationship spanning 30 plus years with Katy Rush as she retires from the Village of Woodridge.
Over the years, Katy's stewardship has been characterized by innovative ideas, strategic thinking, and tireless involvement. She has served the Conference as Director of the Transportation Technical Committee and Surface Transportation Program Methodologies Task Force; has been an active member of the Board of Directors and Managers, Intergovernmental/Planning, Regulatory Issues, Nominating, and Golf Committees; and has participated in numerous Springfield Drive Downs.
By all measures, the Conference has benefited immensely on Katy's watch. The relationships she has fostered with the membership, Corporate Partners, and staff will ensure that the Conference will prosper and continue on its path promoting excellence in municipal government.
We say farewell to a leader, friend, and devoted Cubs fan. The Conference thanks Katy for her extraordinary service, a job well done, and a retirement well deserved.

Lisle Village Manager Jerry Sprecher Retires
After over 15 years and many contributions as the Village Manager for the Village of Lisle, Jerry Sprecher is retiring. Jerry has generously contributed to the Conference as Director, Deputy Director, and member of the Budget and Operations Committee; Deputy Director and member of the Regulatory Issues Committee; and Secretary/Treasurer and member of the Board of Directors. He has also been very supportive of to the Conference's many efforts and initiatives. We wish Jerry the best of luck in all his future endeavors!

Bartlett Village Administrator Valerie Salmons Retires
After being one of the longest serving managers in DuPage County with 35 years at the Village of Bartlett, Valerie Salmons is retiring. In addition to a long tenure, Salmons can also claim to be the Village's first full-time Administrator. Both accomplishments have allowed her to play a key role in the evolution of the Village of Bartlett. Salmons has always been a contributor of support and dedication to the Conference's many efforts and initiatives for the betterment of DuPage municipalities and has served the region as Chairwoman and Board Member of the Illinois Law Enforcement Training and Standards Board. We wish Valerie the best of luck in all her future endeavors!

Targeted Springfield Drive Down Success
|
|
|
The Conference was in Springfield on November 29 and 30 with a group of intrepid mayors to lobby for issues of importance to municipalities and their residents. Conference President and Mayor David Brummel (Warrenville), and Mayors Franco Coladipietro (Bloomingdale), Rod Craig (Hanover Park), Jeff Pruyn (Itasca), and Rich Veenstra (Addison) participated in the valuable Springfield Drive Down.
While in Springfield, the mayors encouraged legislators in the House to oppose the motion to override the amendatory veto of SB 2964. If passed, the underlying bill would have required that prevailing wage rates be calculated based upon wages contained within collective bargaining agreements, leading to an increase in prevailing wage. Ultimately, efforts were successful and the motion to override failed by one vote. The mayors also met with several legislators at the Capitol to discuss other issues, including the need to protect local revenue as a state budget is developed, workers' compensation reform, and water testing for lead.

City of Naperville Wins Illinois Governor's Sustainability Award
The City of Naperville has won the Illinois Governor's Sustainability Award for its citywide environmental sustainability efforts. The award is administered by the Illinois Sustainable Technology Center (ISTC). ISTC is a division of the Prairie Research Institute at the University of Illinois at Urbana-Champaign, which provides research and solutions to allow citizens and decision makers to make sustainable decisions. Now in its 30th year, the award acknowledges the sustainable practices and operations entities employ throughout their organizations. Naperville was among 25 public and private organizations honored with the award in 2016.

Partnership with DuPage County and eWorks ESI Electronic Recycling
Located at 180 Fort Hill Drive, the City of Naperville's Environmental Collection Campus serves as DuPage County's newest electronic drop-off center. Residents can properly dispose of traditional recycling materials and scrap metal, hazardous household waste, and now electronics.
Electronics drop-off is available Monday through Friday from 7 a.m. to 3 p.m. and will be maintained by eWorks ESI through a contract with DuPage County.

The Conference Welcomes New Corporate Partners
The Conference welcomed three new Corporate Partners this past fall - GovHR USA, Terracon, and the Illinois Public Risk Fund.
GovHR USA provides comprehensive executive recruitment, interim staffing, and human resources and management consulting services for public sector and non-for-profit clients. They have been approved as a Silver level Corporate Partner.
Terracon is a
Kansas-based engineering consulting firm founded in 1965 and employs 3,500 people in all 50 states, including a local office in Naperville. Terracon serves a diverse portfolio of private and public clients and specializes in environmental, facilities, geotechnical, and material services.

The Horton Group Announces New Service
The Horton Group is pleased to announce a new service specifically dedicated to
providing security/threat assessment consulting for private and public businesses, K-12 and higher education organizations, and municipal law enforcement agencies. Horton's Workplace Security Consulting will be led by Carter Larry, a 20+ year veteran of the Bolingbrook Police Department.
According to OSHA, nearly 2 million American workers have reported being victims of workplace violence each year. Most concerning is the rise in active shooter incidents at the workplace. According to a recent FBI report, most active shooter incidents are over within a matter of minutes, well before law enforcement can respond.
These incidents can be risks posed by employees or employees' family members or significant others. It is the responsibility of employers to be proactive in background checks, training, implementing an incident response plan, and providing effective workplace violence and personal safety training.

DuPage Convention and Visitors Bureau (DCVB)
The DuPage Convention and Visitors Bureau (DCVB) announced the backbone of its new strategic plan. "GPS: A Tourism Roadmap" was unveiled during the DCVB annual state of the industry meeting in Glendale Heights. The plan underscores that greater collaboration among the 38 communities in the county is critical if DuPage is to capture new market share and grow into the future.
Executive Director Beth Marchetti said that although DuPage tourism continues to grow and remains second in size only to Chicago, competition is more fierce than ever and new and stronger partnerships must be forged that make better use of resources to grow DuPage's $2.5 billion tourism industry.
New state numbers reveal that tourism accounts for nearly 22,000 jobs in DuPage with a payroll of $600 million and that local communities derived $42 million directly from tourists. Conversely, the data also shows that while tourism in DuPage County grew during 2015, market share fell slightly. DCVB is confident that they can restore and grow tourism numbers with stronger collaboration and even modest new funding.

FY 17-22 Surface Transportation Program (STP) Approved
On November 16, 2016 the Conference approved the FY 17-22 STP Program at its monthly meeting. The program is valued at a total of $19,586,503. Twenty-three new projects and five resubmitted projects (21 HWY, 7 Transportation Capital Measures (TCM) will be fully funded. An additional HWY project and TCM project will be partially funded. Award letters were sent to project sponsors in December.

ON TO 2050
ON TO 2050 is CMAP's next regional comprehensive plan, replacing its current plan, GO TO 2040 in 2018. Currently in the middle of its two year development process, over 100 stakeholder engagement events have taken place, with discussion of the plan involving thousands of stakeholders.
CMAP recently released a report on the 11 priority areas of ON TO 2050. The priority areas include economic conditions, inclusive growth, transportation infrastructure funding, alternative transportation, freight, reinvestment, infill, housing choice, conservation, flooding, and climate change.

The Illinois Transportation Taxes and Fees Lockbox Constitutional Amendment
CMAP staff has been conducting ongoing analysis of what the Illinois Transportation Taxes and Fees lockbox constitutional amendment will mean for local governments. Stakeholders have expressed concerns about the amendment, particularly that planning is not explicitly stated as an eligible use of transportation funds. Also, costs related to highway construction, operations, and administration are explained broadly, and other modes of transportation are not, making it confusing to determine which alternative transportation projects are eligible.
CMAP has expressed concerns with issues relating to eligibility for comprehensive regional planning activities, tertiary transportation projects (e.g. stormwater mitigation and commercial development), administrative functions, and matching federal transportation dollars for all types of transportation related projects. For this reason, CMAP is continuing discussions with partners about strategies to address these implementation concerns. Proponents of the amendment have provided positive feedback towards CMAP's efforts to address these concerns.

Metropolitan Planning Organization Consolidation Rule
The Metropolitan Planning Organization (MPO) Consolidation Rule is an effort being put forth by the United States Department of Transportation (USDOT) to consolidate MPOs that provide services for different parts of one urbanized area. If the rule goes into effect, it could potentially change the way CMAP conducts planning, and include sharing Board members and regional planning products with northwestern Indiana and possibly southeastern Wisconsin. CMAP feels that current coordination levels with neighboring MPOs are healthy and strong the way they are and an MPO the size of what is proposed for the Chicago area would be troublesome. As of mid-December, USDOT has issued a final rule that will still require MPOs to consolidate in large urban areas; however, there is now a mechanism to receive an exemption from this provision. The final rule also pushes back implementation to 2024.

Surplus Vehicles & Equipment Auction Set for January 24
The Conference's partnership with America's Auto Auction (America's AA) is a new opportunity for municipalities to dispose of their surplus vehicles and equipment.
America's AA offers optional services designed to maximize the sale price of your vehicles, including their Auction Guarantee program, vehicle condition reports, reconditioning/repair services, dent removal, window replacement, washing, detailing, etc. As the auction date gets closer, America's AA will post the run list on the website.
The first live surplus vehicle and equipment auction for 2017 will be held on Tuesday, January 24, 2017 at 1:00 p.m. at America's Auto Auction site in Crestwood. America's AA's 40-acre site provides full service auctions for their existing dealer network, the general public and online/simulcast bidders.

SPC Agrees to 2017 Ambulance Price Increases
Due to manufacturer chassis cost increases, the SPC Governing Board has agreed to modest price increases for the 2017 Horton Type I Additional Duty Ambulance (Contract #133). The 2017 prices include the addition of the 4-point harness for seating areas in the patient compartment, making it safer for the attendant in the back of the ambulance as mandated under Federal and Illinois Specifications. According to program vendor Foster Coach, "Federal and Illinois Specifications now require the installation of a 4-point restraint in EACH seating position in the module (including the primary attendant seat) for a total of (5). Included is the cost of the new 4-point restraint system ($450 per position) in the base price. Please note that Horton's 4-point restraint system includes a convenient single-buckle design and a padded safety vest as standard. The safety vest itself is exclusive to Horton and provides a comfortable fit for the occupant(s). If there is no CPR seat, a credit will be provided.
A Stryker Power Load, Stryker Performance Load, or Ferno Stat Trac cot fastening system is recommended as an additional option to meet the Federal Standards, but none of these systems is currently required in Illinois. It should be anticipated that this requirement may change in the near future. The most popular system, the Stryker Power Load (an additional $24,933.00) requires the use of a Stryker Power cot (purchased separately). A Stryker Performance Load system (with optional inductive charger) would be $7,098.00. A credit of ($1,547.00) will be deducted to delete the Stat Trac from the base unit." Call One Passes On SPC Telecommunications Contract Increases
Suburban Purchasing Cooperative (SPC) Telecommunications program vendor Call One has repeatedly warned that analog telecom services (Plain Old Telephone Service (POTS) lines, alarm circuits, etc.) are being targeted for decommissioning by their underlying carriers. This process has been marked by regular and significant price increases for these services and there will be yet another upcoming price increase on SPC telecommunications Contract #137A. The SPC has been notified that Call One is passing along increases ranging from 11% to 15% effective January 4, 2017 on AT&T Analog Private Line services. The new rates can be viewed by visiting

If your community or organization is still utilizing analog POTS lines or other outdated services, we again urge you to contact your Call One sales representative to discuss new technology and pricing options, which include vPOTS, vPRI, SIP and/or a new phone system. Please also request that Call One perform a free, full line audit with cost comparisons to change from POTS to other products.
We are aware that accurate cost change information is critical to our program participants for budgeting purposes and board/council approval. Please notify your accounts payable department that Monthly Recurring Charges (MRCs) are billed 30 days ahead in the telecommunications industry, so December Call One invoices will reflect the higher prices

SPC Awards New Sewer Cleaner Truck Contracts
The Suburban Purchasing Cooperative (SPC) Governing Board has awarded new, multi-tier Sewer Cleaner Truck contracts for the 10 Yard Fan Catch Basin/Sewer Cleaner (Contract #161) and the 12 Yard Fan Catch Basin/Sewer Cleaner (Contract #162). Both contracts will run from December 9, 2016 through December 8, 2017. The primary vendor on both contracts is Standard Equipment Company of Chicago and the alternate vendor for both is EJ Equipment of Manteno. EJ Equipment was awarded alternate status as a responsive, responsible bidder submitting the lowest bid price.

SPC Governing Board Extends Office Supplies Contract
The SPC Governing Board has extended the SPC Office Supplies Contract via Warehouse Direct that piggybacks onto The Cooperative Purchasing Network (TCPN) Contract R141701 through February 28, 2018. The contract contains an option for two additional, one-year extensions if mutually agreed by TCPN and Independent Stationers. All TCPN contracts are competitively bid, evaluated, approved and awarded by a governmental entity (currently Houston based Texas Region 4 Education Service Center) serving in the lead agency role.
