January 2017 -
msdsBinders and NPRI reporting features
The National Pollutant Release Inventory (NPRI) is Canada's legislated, publicly accessible inventory of pollutant releases (to air, water and land), disposals and transfers for recycling.
Reporting is mandatory under the Canadian Environmental Protection Act (CEPA) for facilities that meet the requirements of the NPRI Notice published in the Canada Gazette, Part I.
  • The deadline for reporting to the NPRI for the 2016 calendar year is June 1, 2017.
Changes to the Reporting Requirements for 2016 and 2017 Several changes to reporting requirements have been made, effective for the 2016 calendar year. Information on the rationale for these changes is available on the NPRI Consultations web page. Changes include:

Modifications to reporting thresholds
The mass threshold for cobalt (and its compounds) has been reduced from 10 tonnes to 50 kilograms, and the concentration threshold has been reduced from 1% to 0.1%.

Contextual information for water releases
The requirement to report the concentration of substances released to surface waters has been added. When a direct discharge to surface waters is reported, the average annual concentration (ppm) of the NPRI substance in the effluent is also required to be reported. Additional clarification for release estimates made using the method detection limit (MDL) (explained in section 3.8.7 of this guide) also need to be provided, effective for 2016 reporting. This includes the MDL used in the estimation where applicable.

Deleted Substances

Twenty-one substances have been removed from the Part 1, Group A list.

The NPRI substances are broken down into several parts based on their reporting criteria and msdsBinders allows you to run a separate reports for each one. The Minimum Reportable Quantities may be listed as individual but could be for a group of substances.

Part 1A - Core Substances
Part 1B - Alternate Threshold Substances
Part 2 - Polycyclic aromatic hydrocarbons (PAHs)
Part 3 - Dioxins, Furans and Hexachlorobenzene
Part 4 - Criteria Air Contaminants (CACs)
Part 5 - Volatile Organic Compound List

Changes to the minimum reportable quantities for 2016 affected Lists 1A and 1B.

Regulatory Forum

Chemscape will be creating an online Regulatory Forum spearheaded by Michael Phibbs CIH ROH, President of Chemscape with a moderator who is a subject matter expert in Canadian Regulatory Reporting. Membership is for msdsBinders clients only. More information to come.
Save time doing your NPRI reporting with msdsBinders
msdsBinders can help you complete your NPRI reporting by identifying products in your inventory that match substances on the NPRI reporting lists. Follow our steps.

Step One: Check your inventory against the NPRI report. It will list products by binder location. It will list the minimum reportable quantity for a product.
Read our PDF on how to run these reports.
Step Two: Create an inventory task in msdsBinders for a binder and assign it to a person. You can filter this search by regulatory report.
You also have an option to enter quantities for the inventory task (note: feature needs to be enabled - contact Chemscape for help).
Step Three: Go to reports and select List CAS Numbers by Regulatory List. Choose the regulatory list and the inventory task. Search results will identify what products need to be reported on.
