Human Response Network
The  Human Response Network  is a private, non-profit agency, serving all residents of Trinity County. The organization began in 1980 as a volunteer effort of 3 women who provided assistance to pregnant women and their children escaping violent environments. The group incorporated in 1984, and today manages an annual budget of $2.2 million, employing 28 full time equivalent positions.

Fiscal Year 2016-17 RATE INCREASE APPLICATION. California Education Code (EC)Section 8265(d) allows a rate increase for contractors on a case-by-case basis in order to maintain service levels for contracts currently at a rate less than the Standard Reimbursement Rate (SRR). Increases approved through this application will be retroactive to July 1, 2016.

What's Happening
California 

Governor Brown's Proposed 2017-18 State Budget is filled with broken promises to working families, children and child care providers. 
 
Last year the Legislative Women's Caucus lead the charge to enact a multiyear budget investment that envisioned greater access to child care for working families and modest increases for child care providers who have not seen any rate increases since 2009.  As part of that vision was the recognition that working families must have child care in order to keep a roof over their children's heads, food on the table, and shoes on their feet. 
 
Instead, the proposed budget reneges on that promise by cutting child care slots to quality child care settings for our poorest families, flat-lining rates reimbursed to child care providers, and fully supporting those children whose families only need 9-3 child care and not weekend or evening child care.  The proposed budget fails to recognize that the most fragile of working families struggling with a multitude of poverty stressors did not experience a recovery from the Great Recession; they are still living it.

Some budget details:

RMR rates are based on funding for a full year; those rates that went into effect January 1, 2017 will be for a full year moving forward.
  •  RMR - 75th percentile of the 2014 survey, held harmless through June 30, 2018, with a license-exempt rate of 70 percent of the family child care home rate
  • New provider rates enacted on January 1, 2017 included an 18-month hold harmless provision for providers whose rates did not go up.  When the 18-month hold harmless provision goes away, in all counties some provider rates will freefall to below 2005 rates.  
Below are some budget details (To read more as well as the supporting materials, click here)
SRR rates will be funded at five percent, half of what was promised
  • Full-day non LEA Preschool - $40.20/$10,051  (Promised: $42.12/$10,530)
  • Part-day State Preschool - $25.06/$4,385.50  (Promised:  $26.31/$4,4604.25)
  • Full-day State Preschool - $40.46/$10,115 (Promised:  $42.38/$10,596)
- Alternative Payment Program funding is up; allocated slots down down.  According to DOF cost of care is based on that captured in Stage 3.
- Stage 1 child care funding is down; caseload is down
- Stage 2 funding is up; caseload up
- Stage 3 funding is up; caseload is down
- Substantial reduction in federal funding for Early Head -- - Start Partnership Grant
- Reduction in federal funding for 21st Century before and after school and summer for K-12
- Trustline funding down
- Reduction in one-time carry over quality carryover
- Authorize the use of electronic applications for child care subsidies, making it less burdensome for eligible families to access care and more efficient for providers to process applications.
- Allow children with exceptional needs whose families exceed income eligibility guidelines access to part-day state preschool if all other eligible children have been served. This allows part-day state preschool providers the flexibility to fill unused slots with other students who would benefit from early intervention or education.
Align the state's definition of homelessness with the federal McKinney-Vento Act for purposes of child care eligibility. Many providers receive both federal and state funds and different definitions of homelessness can be confusing.

This week, the SEN and ASM will convene floor sessions on Tuesday and Thursday.  No committees have yet been scheduled.

The legislature has begun work on framing the legislative and budgetary priorities for the upcoming 2017-18 session.   Click here  to see the upcoming calendar.  Please feel free to forward to us any upcoming trainings, conferences or meetings that you think would be beneficial to our field.  

Although many bills will be introduced that will be of an interest to our field, the following bill thus far has been identified as a high priority:
  • AB 60 (Santiago & Gonzalez)  - Subsidized child care and development services: eligibility periods.  This bill would establish an initial eligibility and redetermination periods of not less than 12 months.  Additionally, this bill will establish ongoing income eligibility to mean that a family's adjusted monthly income is at or below 85 percent of the state median income, based on the most recent data on state median income published by the United States Census Bureau, for a family of the same size.
It is important that we as a field, are united and strong in our "asks".  To that end, below are two considerations that we hope to see in all advocacy platforms that are put forth:
  • All provider types and programs must be lifted together; not one part of the child care and early learning system at the expense of another.
  • The mixed delivery system of public and private child care and early learning programs are jointly funded to ensure that absolutely all slots are filled and not one dollar is sent back to Sacramento at the end of the fiscal year.
Federal  
 Access to Subsidies and Strategies to Manage Demand Vary Across States

According to GAO's analysis of nationwide data for an average month in 2011-2012 approximately 8.6 million children under age 13 were estimated to be eligible for subsidies under the Child Care and Development Fund (CCDF) program based on policies in their states, and about 1.5 million received them. When compared with all eligible children, those receiving subsidies tended to be younger (under age 5) and poorer (in families below federal poverty guidelines). (See figure.) Some state-by-state variations existed in these and in other characteristics GAO analyzed, such as race, when comparing children eligible for and receiving subsidies.



Dwindling Support for Working Families' Child Care Needs

CLASP has released new fact sheets underscoring the need for increased investment in the Child Care and Development Block Grant (CCDBG). These resources, which also demonstrate CCDBG's overwhelming benefits, come at a critical moment when federal policymakers must begin to make good on their campaign promises to support working families.
