Health Care Coverage and Financing for Children with Special Health Care Needs: A Tutorial to Address Inequities

The Catalyst Center created this tutorial to help Maternal and Child Health (MCH) leaders, family leaders, and other stakeholders understand and address health care coverage inequities that exist among children with special health care needs (CSHCN) based on race, ethnicity, income, immigration status, language, and level of functional difficulty.

In June, the Catalyst Center presented an hour-long webinar to "get acquainted" with this new tutorial. MCH staff from Alaska and Michigan shared strategies they use to work towards health equity for CSHCN in their states.

State Statutes & Regulations on Dietary Treatment of Disorders Identified Through Newborn Screening

With support from the American College of Medical Genetics and Genomics, the Catalyst Center updated a chart titled State Statutes and Regulations on Dietary Treatment of Disorders Identified through Newborn Screening. This chart provides information about state-specific legislation that mandates the coverage of medically necessary foods by employer-sponsored health insurance, Medicaid, and coverage and related services funded by other state programs such as WIC (Women, Infants, and Children), Title V, or relief funds.

New additions to Public Insurance Programs and Children with Special Health Care Needs: A Tutorial on the Basics of Medicaid the Children's Health Insurance Program (CHIP)

The Catalyst Center added two new sections to our Medicaid/CHIP tutorial. "Section 11: TEFRA/Katie Beckett: A Pathway to Medicaid for Children with Disabilities" refers to a provision of the Tax Equity and Fiscal Responsibility Act (TEFRA) of 1982 that created a state plan option to allow children with disabilities who require an institutional level of care, but who live in families with incomes that are traditionally too high, to qualify for Medicaid so they can receive comprehensive services in their homes instead of in an institution. "Section 12: Early and Periodic Screening, Diagnostic, and Treatment (EPSDT)" provides in-depth information about this federally mandated benefit that ensures that all children younger than 21 years old who are enrolled in Medicaid receive preventive screenings and comprehensive health services in the amount, scope, and duration they need to develop and thrive.

Catalyst Center Financing Strategies Pages

As the national center for improving health insurance and financing of care for children and youth with special health care needs (CYSHCN), the Catalyst Center researches policies and programs that work to reduce uninsurance/underinsurance and improve the financing of care for children and youth with special health care needs (CYSHCN). The  Financing Strategies section of our website outlines some of the strategies that states are using to improve financing of care and coverage for CYSHCN.

Information for Families Pages

The Information for Families pages are available in English and Spanish . These web pages include state-by-state lists of organizations that help families raising children and youth with special health care needs connect with services and supports. Visitors will find state Family Voices, Family-to-Family Health Information Center, and Parent-to-Parent program contacts, Title V programs, and other consumer assistance organizations. There are also links to general resources and special populations such as American Indians, Alaskan Natives, and military families.
