IACP's Call for Nominations for the Board of Directors - Deadline Approaching! 

IACP's  Call for Nominations  and the Election Cycle for the Board of Directors will close on Thursday, October 26, 2017! IACP needs YOU! YOU are instrumental to the success of IACP and to compounding. Please consider joining the IACP Board of Directors, today! The Bylaws of IACP set forth an open election process with nominations for candidates accepted directly from the membership. This year, there are seven Board of Directors' seats including the position of IACP Vice President available.  Obtain  more detailed information, including candidate eligibility and term length for each board position, and a Nomination Form! 

Stay tuned as IACP releases the names of all those that have been suggested as a candidate. Then, the process begins as we reach out to each suggested candidate to discuss whether you want to move forward in the process of review by the Nominations Committee and the Board of Directors to form the final ballot for your vote!

USP announced the intent to postpone the official date of General Chapter <800> Hazardous Drugs - Handling in Healthcare Settings. To protect patients and healthcare workers from potential harm, USP General Chapters <800> Hazardous Drugs - Handling in Healthcare Settings and <797> Pharmaceutical Compounding - Sterile Preparations are designed to provide comprehensive standards for all healthcare workers to help ensure the safe handling of hazardous drugs throughout the healthcare system, including in the practice of compounding. The intent of the USP Compounding Expert Committee is that these chapters be implemented at the same time. To honor this intention, the official date of USP General Chapter <800> will be postponed to align with the expected official date of USP General Chapter <797>. The next revision to General Chapter <797> is anticipated to be published in the Pharmacopeial Forum 44(5) September/October 2018 for a second round of public comment. Both USP General Chapter <797> and USP General Chapter <800> are anticipated to become official on December 1, 2019.

IACP Tracking of Compounding In the News

  • The sky-high cost of prescription meds was back in the spotlight this week. First, President Trump said drug prices "are out of control" and drug companies are "getting away with murder."
  • Then came news that the country's second-largest health insurer, Anthem, will partner with CVS to launch its own pharmacy-benefit management business, or PBM - a move that Anthem said could save as much as $4 billion a year, which may be reflected in lower costs for patients.
  • News that Anthem will launch its own new pharmacy benefit manager in 2020 in partnership with CVS Health should worry the pharmaceutical industry.
  • Insurers are closing ranks around a model that brings the PBM closer to the health plan in hopes of creating a savvier buyer of prescription medicines while seeking more transparency. UnitedHealth Group already owns OptumRx, a fast-growing PBM, and other insurers are looking at new relationships with PBMs.
  • Eyedrops overflow our eyes because drug companies make the typical drop - from pricey glaucoma drugs to a cheap bottle of Visine - larger than a human eye can hold. Some are so large that if they were pills, every time you swallowed one, you'd toss another in the garbage.
  • The waste frustrates glaucoma experts like Dr. Alan Robin, whose patients struggle to make pricey bottles of drops last. He has urged drug companies to move to smaller drops - to no avail.
  • "They had no interest in people, their pocketbooks or what the cost of drugs meant," said Robin, a Baltimore ophthalmologist, researcher and adjunct professor at the University of Michigan Medical School.

Congratulations IACP Member Denise Frank, RPh, Gates Healthcare Associates in Middleton, Mass., selected by the Minnesota Pharmacists Association (MPhA) has as the recipient of the 2017 Bowl of Hygeia Award for outstanding community service. Frank was presented the award at the 2017 Annual Learning Networking Event on Thursday, September 7. This scholarship is awarded annually to an up-and-coming independent pharmacist and PCCA member who embodies the innovative and sharing nature for which Roentsch was well-known in the pharmacy compounding community.   • DQSA Coalition Update - New Messaging Documents coming soon! The DQSA Coalition has developed a Steering Committee that is working diligently on new messaging documents as well as additional Congressional efforts. Stay tuned for the release of these documents soon!  
  • Your Efforts are Making a HUGE Difference! We Now Have 40 HR 2871 Cosponsors! Has Your Representative Signed On? Please send a direct communication to your Member of Congress. HR 2871 will help clarify the Drug Quality & Security Act (DQSA) in a way that will better align the statute with congressional intent and most importantly, better balance public safety and patient access. 
  • Continue to collect patients' stories and let us know if a patient would like to get involved! We need patient stories for our Congressional documents as well as any potential future hearing.  Please let us know if you are willing to be the voice of your patients or whether you know of patients willing to provide quotes or speak on the record!

U.S. Senate HELP Committee Hearing on the cost of prescription drugs: How the drug delivery system affects what patients pay. 

 

Congress and Agency Actions in the News

 

  • There was a lot of finger-pointing yesterday as the Senate HELP Committee heard testimony from various industry representatives about who's responsible for the nation's high drug prices, POLITICO's Sarah Karlin-Smith reports. 
  • HELP Committee Chairman Alexander focused his questions on the role of pharmacy benefits managers and the drug rebate system, asking whether the practice of PBM's negotiating these discounts on drugs is driving up prices, not translating to consumer savings.
  • Meanwhile, committee ranking member Patty Murray seemed most concerned about brand drug company tactics used to block competition, including techniques they use extend their market monopolies well beyond the initial FDA-granted exclusivity period or beyond the periods of patent protection for the truly innovative parts of the product.
  • Ultimately, lawmakers on both sides of the aisle were enraged about the cost of drugs, Sarah tells PULSE, but with little agreement as to the root causes, legislative solutions may remain in the distance. The committee plans to hold at least one more hearing on drug pricing this year.

State Advocacy
  • NOW AVAILABLE! State-by-State Analysis of Office-Use Compounding Regulations! Your Government Affairs team just released a State-by-State Analysis of Office-Use Regulations! We researched State regulations, State notices, State activity, and called State Boards of Pharmacy when regulations conflicted with actions to determine each State's office-use actions. In the instance where a State had recently changed its office-use practices, we called to determine why, and the response was noted when FDA had communicated that State law was pre-empted with Federal law.
You will find two documents - (1) the State-by-State analysis and (2) a complete supplemental document where all State regulations and actions are housed. The State-by-State analysis is a quick reference guide that demonstrates State regulations and current thinking on office-use and all supporting documents to this research can be found in the supplemental document. The DQSA Coalition intends to use this document to see whether model office-use State laws exist, to educate and assist States that are attempting to change office-use practices on the intent of Congress, and to focus on specific states for the State Board of Pharmacy/Board of Medicine Coalition Letter that is coming soon!

  • USP General Chapter <800> State Adoption Status Chart. NASPA has developed a chart providing each state's current adoption status of USP's General Chapter <800>. Thank you, IACP Affiliate NASPA, for developing this invaluable tool!

IACP has been asked to participate in the selection process for APhA's 2018 Remington Honor Medal! IACP will submit two representative nominations to serve on the Remington Medal's Screening Committee. Please email your interest in serving along with a brief biographical sketch no later than Wednesday, November 1, 2017.
